 INVITATION WORLD 9 BALL CHAMPIONSHIP 2016 (W9BC) 25th July to 4th August, 2016 We are pleased to inform you that the Qatar Billiards & Snooker Federation in Cooperation with the Qatar Olympic Committee, is yet once again going to organize the World 9 Ball Championship 2016 (W9BC) sanctioned by the World Pool‐Billiards Association (WPBA) and Asian Pocket Billiards Union (APBU). This mega event is mainly Sponsored by Qatar Olympic Committee and co‐sponsored by Simonis (Cloth), Aramith (Balls) and Wiraka Tables. Discipline 9 Ball Venue The entire event i.e. Stage ‐1 & Stage‐2 will be played at Al Arabi Sports Club, Al Hilal St. Sport Round. Tel: +974 66741741 Entry Dates Keeping in view the government holidays for the Holy Month of Ramadan and Eid, just before the event, all the participants are strictly advised to send their entries within the stipulated time frame given below enabling us to obtain the Visas for them. The Organizing Committee will not accept any entry after the last date of entry. Furthermore, Qatar Billiards & Snooker Federation will not be responsible for any Visa for the late entries and in that case, the participants shall have to arrange their Visas by themselves. WPA Ranking Players : Confirm the Entry On or before 20th May, 2016 Entry by Name : On or before 5th June, 2016 (First come, first served basis) Entry Fee Stage‐1 An Entry Fee of US$ 300 is applicable to each participant for Stage‐1. Stage‐1 participants shall have three chances to qualify for Stage‐2. Stage‐2 An Entry Fee of US$ 250 is applicable to each participant. All the participants are advised to pay their Entry Fee within the due date. Any entry without the Entry Fee will not be entertained and included in the Draw. Participation Stage‐1 Participants: All the Players can send their entries only through their National Federations. Entries sent directly by the players shall not be entertained. The maximum number of entries for Stage‐1 shall be 128 which shall be accepted on first‐come‐first basis. Stage‐2 Participants: 128 spots are fixed for the Stage‐2 of the W9BC. All those players are eligible to enter Stage‐2 of the W9BC who come under following criteria; a. Defending Champion b. WPA Rankings (The spots are guaranteed for the players who are amongst the top 24 rankings in the WPA Ranking System) c. The Continental Federations can allocate their players. d. Wild Cards from the WPA and the Organizers. e. Qualifiers from W9BC Stage‐1 tournaments. Quotas for the Federations The quotas for the different federations are as under; 

Schedule of Events The Stage‐1 & Stage‐2 matches shall be played on 16 Tables. Qualifying Round (Stage‐1) 25th till 28th July 2016 (4 Days) Players’ Meeting and Draw Friday, 29th July 2016 5:00 p.m. (At the Hotel) Main Event (Stage‐2) 30th July till 1stAugust 2016 (3 Days) Knock Out Round (64 Players) 2ndtill 4th August 2016 (3 Days) General Instructions for the Players Stage‐1 Participants All the players are advised to submit the entry forms and entry fee along with a scanned Passport Size Photograph and copy of the Passport to the QBSF through their respective National Federations on or before 5th June, 2016. The Organizing Committee will confirm the entry only after they receive the Entry Fees within the due date and the Stage‐1 players shall be guaranteed for 1st Chance, 2nd Chance & 3rd Chance tournaments. Stage‐2 Participants  All the Players who are amongst the top 24 rankings of the WPA Ranking System are advised to inform and confirm about their participation or non‐participation not later than 5th June, 2016.  All Continental Federations are also requested to inform the QBSF about their allocation of entries on or before 5th June, 2016. Accreditation All the Stage‐2 participants are advised to send their entry forms along with the scanned Passport Size Photo and scanned copy of the Passport enabling the Organizing Committee to prepare the Identity Cards of the participants, which are mandatory to enter the Tournament Venue. All the Stage‐1 players and officials are advised to get them register and obtain their Identity Cards before the Players’ meeting through the Accreditation Process from the Accreditation Desk in the Official Hotel Lobby. Please be noted that the Accreditation will only be done after the submission of the Entry Fee. The Entry Fee can be paid only in US Dollars (US$). Prize Fund The Players who lose in the last round of the Losers’ bracket and finish from 65th to 96th are also guaranteed a prize purse of US$ 500 each. Theprizebreakdownisasfollows:

Please be informed that there is no tax deduction from the Prize Money. Equipment Tables : 16 latest model Wiraka Tables shall be used for the entire event. Cloth : Simonis 860 Cloth (Tournament Blue Color) shall be used for all Tables. Balls : Aramith Super Pro TV Ball shall be used for the event. Championship Format Stage‐1 Qualifying Tournaments Stage‐1 qualifying tournaments shall be played by following rules;  Single Elimination  Race to 7  Alternate Break  Qualifying rules for the substitute players : Point System All the Stage‐1 participants are guaranteed to play in three tournaments i.e. 1st chance, 2nd chance & 3rd chance to qualify for the 12 spots in the Stage‐2. Stage‐2 Group Round Stage‐2 event of the W9BC shall be played by following rules;  Double Elimination  Race to 9 up to Last 64  Alternate Break In accordance with the new WPA rule, the balls will be racked with the 9 ball placed on the spot, and the 3 ball rule will apply to the break shot. The main draw i.e. Stage‐2 of the W9BC will consist of 128 players including the 12 qualifiers from Stage‐1. These 128 players shall be divided into 16 groups of 8 players each. 4 players from each group shall advance into the Last 64 round. 2 players from Winner’s Bracket shall be seeded in the Final Round spots according to their results from their respective groups. 2 players from Loser’s Bracket shall be drawn randomly. From the Final Round i.e. last 64 the tournament will be played by following rules;  Single Elimination  Alternate Break  Race to 11 up to Semi Finals  Final will be Race to 13  It is mandatory for the last 8 players to wear the Polo T‐Shirts with sponsor’s logos, provided by the Organizing Committee during all the matches. The QBSF will provide the shuttle bus service 5‐6 times a day from the Hotel to Venue and vice versa. Insurance As the organizer cannot accept responsibility for any accidents or injury that might occur, participants are advised to arrange for their own personal insurance. Visas All the participants who need a Visa Invitation Letter are advised to send a scanned copy of their valid passport to the QBSF at the earliest convenience. Below is a list of countries who can obtain a visa on arrival at Doha Airport after a payment of Visa Fees of US$ 28.00 which is payable by a credit card only. However, if you will send a Visa Application well in advance then the QBSF will arrange for your Visa without any fees. Confirmation of Travel All the participants are informed that they might be checked for “OK TO BOARD” stamp on the Paper Visa at the Airline Counter. We therefore you advise to check with your travel agents or the Airline, if they need “OK TO BOARD” stamp on the Visas arranged by the QBSF. MORE INFORMATION
MATCH TIME:
 It is the players’ responsibility to check for the time of their next match.
 Time schedules for the match will be indicated at the venue, the lobby of the hotel or see the
website.
 Players must be fully aware and punctual to the match schedules.
 Players are also required to pay attention to any changes of schedules arranged by the
tournament office.
 Players should also take care that there might be changed of the match table number indicated
in the pairing chart for the game schedule.
 Stand-by for the match. All players are requested to be Stand-by in the venue 15 minutes
before the match scheduled time, and report player’s name to the referee.
 No appearance at the competition table 15 minutes after a last call to start the match, then a
player shall be forfeited the match.
All time-keeping shall be based on the wall-clock installed at the tournament venue.
PRACTICE and WARMING UP:
 No practice tables in the tournament venue. Practice will be available at the QBSF club with
table charge.
 Warm-up: Each player is allowed 2~5 minutes warm-up at the match table before the match
starts. The referee should manage by the timer.
 In the case of late arrival, warm-up practice will not be permitted.
TIME-OUT:  During the Stage 2 matches (Group Rounds and Final Round), one time-out of 5 minutes will be
applied automatically for both players in the same time immediately after the 9th rack (such as 81, 7-2, 6-3,5-4) during the match.
 Player who returns late after the 5 minutes, shall forfeit 1 rack. Another 5 minutes, one more
rack and so on, by adding score to the opponent. Referee shall judge by a stop-watch.
 A TV director shall direct players playing on the TV table.
 No time-out rule is applied in the Stage 1 qualifying tournament, except the emergency case.
 Players must not leave the playing area without the consent of the referee.
SICKNESS TIME-OUT: If a player requires a pause in play due to illness or potential illness they
must immediately inform the referee or Tournament Director who will authorize a maximum 10
minute sickness timeout.
SHOT CLOCK:When the progress of the game is extremely slow, a shot clock system (45
seconds) is requested by chief referee or tournament director.
RACKING BALLS:A plastic rack sheet will be used for racking of balls to make perfect racking and
save the time for racking by a referee. Players are not permitted to touch the balls once racked.
BREAK-SHOT RULES: The following rules are to be an addition to the WPA 9-Ball rules.
At
least three (3) object balls must either be pocketed or pass the head string as a result of a break in
order for it to be legal. Any combination of the above (i.e. 1 object ball pocketed and 2 object balls
passing the head string, or 2 object balls pocketed and 1 object ball passing the head string) is
also legal.
Regardless of whether any balls are pocketed if a player fails to earn the required rules, it will be
considered an illegal break (this is not the same as a foul break as defined in the WPA Rules)
After an illegal break;
1) Opponent has the option either to accept the table as it is, or hand it back to the player that
performedthe break.
2) In case the opponent accepts the table as it is, the player will not be allowed to perform a pushout.
3) If the table is handed back to the player that performed the break, the player is allowed to
perform a push-out.
4) If 9-ball is pocketed in a legal break, the player wins the game. If in case of an illegal break, 9ball is re-spotted before play is continued, then opponent has an option.
DRESS CODE: Players must respect the dress code at all times during tournament. For which will
be strictly enforced on any players in the Stage 1 and 2 matches.
 Black trousers and leather shoes.
 Long or short sleeve button-up collared shirt (polo's are included).
 While playing, players may roll up their sleeves (if desired).
 All shirts must be tucked in.
The following are not allowed:
T-shirts, Jeans (any denim of any kind).
Sneakers, Sandals, any sporting shoes.
Any hat or cap.
Chewing gum. Earphone.
LOGO: A maximum 3 Sponsorship logos are allowed. The size of the logo must not exceed 3 inch
(7.5cm) by diameter or 2 (5cm) x 3 (7.5cm) inch rectangular size.
PLAYERS ACTIVITIES: Players must make themselves available for promotion of the appearance
at the press conference, TV filming, pre event activities, sponsors’ functions, clinics, photo calls,
after game interviews, etc.
MANDATORY PLAYERS MEETING: All players are obligated to attend at the players meeting for
the accreditation and drawing.
ABSENCE WITHOUT NOTICE (NO SHOW): Any player who does not attend themandatoryplayer
meeting for the accreditation procedure and drawing without any report and certificate, the
championship participation of the next year is refused by the tournament’s organizer. UNSPORTSMANLIKE CONDUCT: Players must conduct themselves in a fair and sporting fashion
and obey the spirit of the rules at all times.
SITUATIONSNOTCONVERED BY THE RULES OR REGULATIONS: If any situation or question
arises that is not covered in the rules or regulations, the Tournament Director will be consulted and
his decision will be final.
