連続 Workshop 企画第１回 ：北朝鮮はどこへ行くのか ――北朝鮮第７回党大会と今後の北東アジア情勢 基調報告（朝鮮半島における平和体制の構築） 郭台煥氏（Kwak，Tae-Hwan） Chair-Professor at Kyungnam University Professor Emeritus, Eastern Kentucky University 討論 孫基雄氏（Son, Gi-Woong) 中戸祐夫氏 韓国統一研究院先任研究員 立命館大学国際関係学部教授 日時：2016 年 5 月 25 日 13 時～15 時 場所：立命館大学衣笠キャンパス 敬学館 266 号教室 主催：立命館大学国際地域研究所 開催趣旨 北朝鮮による 4 度目の核実験や長距離ミサイル発射と、これに対応した韓米間の THAAD（高高度ミサイル 防御体制)配置協議の着手、開城公団閉鎖など朝鮮半島をめぐる緊張が“新冷戦”と言われるほどの高まりを示し ている。 朝鮮半島をとりまく東アジアの国際関係も米中間の競合を軸に新しい局面を迎えつつあるかにみえる。中 国が近年、南シナ海を中心とする海洋進出いわゆる接近阻止 A2・領域阻止 AD 戦略）を積極化させているの に対して米国は、国防戦略におけるアジアシフトを明らかにして (Sustaining U.S. Global Leadership: Priorities for 21st Century Defense. 2012)、中国の海洋進出に対抗する空海軍統合戦略（Joint Air/Sea battle）を打ち出している。昨年の日米ガイドラインの改定や日本での安保法制の制定も一面ではそうした空 海軍統合戦略に伴う日本の軍事力の展開や後方支援の役割増大に対応するものであったといえる。安保法制 の制定は日本の「戦後政治からの脱却」 （安倍晋三）を意味するとともに新ガイドラインの想定する日米軍事 同盟の新段階を可能にするものであると言える。 日米同盟の新しい展開に加えて、この間、経済交流の実績を重ねて緊密な関係を維持していた韓中関係が THAAD 配置をめぐってきしみ始め、韓米同盟の重みがあらためて増している。昨年 12 月には軍慰安婦問題 をめぐる日韓の妥結があり、北朝鮮の当面の脅威に備えつつも実質的には中国の海洋進出に対抗する日米韓 の軍事的連携が強まろうとしている。 こうして朝鮮半島での北朝鮮をめぐる緊張と西太平洋での米中のせめぎ合いが錯綜するなかで、北朝鮮は 5 月、36 年ぶりに党大会を開催し、 「経済建設と核武力建設の並進路線」を掲げる金正恩体制の基礎固めをはか った。いったい北朝鮮はどこへ行こうとしているのか。 今回の Workshop では、北朝鮮研究の重鎮ともいえる郭台煥（Tae-Hwan Kwak）教授を韓国からお招きし て、北朝鮮第 7 回党大会の意義と今後の北東アジア情勢について語っていただく。 <Dr. Kwak, Tae-Hwan ’s Profile> A specialist on Northeast Asian affairs, inter-Korean relations and Korean peace and unification issues. Chair-Professor at Kyungnam University, Professor Emeritus at Eastern Kentucky University,USA, Former President of KINU (Korea Institute for National Unification), Former Director of the Institute for Far Eastern Studies (IFES), Kyungnam University, He taught international relations and East Asian politics over thirty years at Eastern Kentucky University and Korean universities. He received his M.A. in International Relations from Clark University, and his Ph.D. in International Relations from Claremont Graduate University.
