As Executive Director of Sport and Paralympic Integration and Sports
Director of the Rio 2016 Organising Committee for the Olympic and
Paralympic Games, it is our pleasure to invite you to join us on our testevent journey.
Test events are a vital part of an Organising Committee’s preparations,
allowing us to ensure our readiness and fine-tune the operational plans in
order to host the competitions in 2016. We also recognise that these events
are very important in their own right, and our aim is to deliver technically
excellent competitions.
An important commitment made by Rio 2016 is to help grow the Olympic
and Paralympic Movement in South America, and these events will provide
a fantastic stage to engage the local population in Olympic and Paralympic
sports. It will be a great opportunity to familiarise many more people with
Canoe, and even motivate some to take it up themselves.
The transformative power of sport is a central theme of the Rio 2016
project, with a particular emphasis on inspiring young people. With this in
mind, we expect that the test event programme will provide unforgettable
experiences for thousands, as well as be a crucial stepping-stone for some
on their path to Olympic and Paralympic glory.

Dear friends,
I wish to welcome all competitors, officials, technical officials and ICF
members to Rio de Janeiro for the Aquece Rio International Canoe Sprint
Challenge.
To the competing athletes, I wish you well in your endeavors. To reach the
heights of canoe excellence is not an easy task, and, as such, you can be
reassured that all of our planning, both for this test event and the Rio 2016
Olympic and Paralympic Games, is focused on providing a competition
environment that maximises the performance for everyone involved.
One of our main goals is to train our national race management team and
develop a working relationship with the ICF Technical Officials. It will be of
equally great importance for our workforce to gain the exposure and
tangible experience of being involved in such a great international canoe
event.
Throughout the planning phase, I would like to thank the ICF for having been
vital in providing unremitting advisory guidance and support.

AND REGULATIONS
The Rio 2016 team is pleased to announce that the Aquece Rio International Canoe Sprint
Challenge is scheduled from 4 to 6 September 2015. This event, organised by Rio 2016, is
part of its test events programme and is a great opportunity for nations to familiarise
themselves with the field of play.
1.1 GOVERNANCE
The Event will be governed by ICF Rules.

Invitation letters were sent to athletes by the ICF, according to the 2014 ranking.

The Aquece Rio International Canoe Sprint Challenge is an invitational event organised for
the participation of a maximum of 200 Olympic athletes and 48 Paralympic athletes.

Important: Each NF can register only one boat per Olympic and
Paralympic event.

Besides confirming the athletes’ names, all Federations
must confirm the names of all team members (medical and
technical teams and all staff) with the accreditations team
by sending an email to [email protected].

ACCREDITATION PROCESS

Delegations accreditation requests will be made through the website of the
International Canoe Federation. Each NF will be allowed to enter only one boat
per competition.

The registration process will be closed once the maximum number of 16 boats per
event is reached, according to ICF.
BOATS




MAR Kayaks, manufacturer of Nelo kayaks and canoes, won the bid to supply the
boats for the event.
Rio 2016 will provide Nelo boats for loan, and requests were to be sent by email
to [email protected] until 17 July 2015.
The applications were considered in the order that the requests were received.
Rio 2016 advised the requests could be accepted by July 31, 2015.

The boats will be delivered to the teams complete and in perfect condition and
must be returned in the same condition to Rio 2016, otherwise sanctions will be
applied.
 To receive the boats that his/her team will use, the Team Leader must submit a
liability waiver form signed by him/her or the Team Manager. This form will be
sent after the confirmation that the request has been accepted.
 The boats must be returned to the same location where they were received, when
the signed form of responsibility will be returned.

NFs that choose to bring private boats may do so using the import tax exemption
for temporary importation.

Olympic events
 Maximum of 200 athletes

Paralympic events
 Maximum of 54 athletes:
o 30 women
o 24 men
 Heats – head to head
 Semi-finals and finals – 8 lanes

3 | VENUE
 Lagoa Stadium will be located in the Lagoa Rodrigo de Freitas near Ipanema beach
and the Botanical Garden. The installation includes an eight-lane course, warmup and cool-down course and four lines for training. The depth of the course is
over 3m beyond the ICF requirements.

MEDICAL SERVICES
Medical services will be provided at the venue from the start of official training
to the end of competition.

There will be a designated hospital for this event which will be prepared to
receive any patient necessary and with which Rio 2016 has an agreement.

3.2 RADIO USE AND VIDEO FILMING
REGULATIONS
 NFs can use their own radios; however, it is mandatory to request the necessary frequencies
following the instructions available on the Rio 2016 extranet at the following link:
http://www.rio2016.com/en/transparency/documents.
 If non-licensed radio or any other non-licensed radio frequency emitter equipment
is identified, it will be confiscated until the end of the event. NFs can film as long
as it is for technical purposes.
The images cannot be shared on social media, websites or other ways of distribution. If
NFs wish to use the images for these purposes, they must request approval from Rio 2016
in writing.

4.1 ENTRY INTO BRAZIL
VISA PROCESS

Rio 2016 has developed a Visa Programme that will also cover those participating
in all test events. For those who are nationals from countries that need a visa to
enter Brazil (please check page 27 of the guide on Aquece Rio website), Rio 2016
will provide introduction letters that must be submitted with the visa application
at the chosen Brazilian Consulate/Embassy abroad. To request an invitation letter,
please send an email to [email protected] with a list of the applicants,
including their full names (as they appear on their passports), passport numbers,
dates of birth and country and city where the visa will be issued.

Prior to making the list, we recommend you check the Rio 2016 Visa and Work
Permit Guide on the Aquece Rio website. In this document, you will find
information on which type of visa you will need to bear. You will also be able to
find instructions on how to apply for your visa.

It is important to understand that the time frame for issuing a visa for entry into
Brazil will depend on the country where the participant is applying. Please check
the website of the chosen Brazilian Consulate or Embassy for further information
on turnaround times.
AIRPORT IN RIO DE JANEIRO

International flights to Rio de Janeiro arrive at Tom Jobim International Airport
(GIG), or Galeão, as it is popularly known. This is the official port of entry during
the test events. Depending on your airline, you may connect through São Paulo,
which will add at least three hours to your journey, including the stopover.

4.2 ACCOMMODATION & TRANSPORT

The accommodation and transport costs are under the National Federations’ financial
responsibility.
To assist the participating NFs in the accommodation and transport arrangements, Rio 2016 has
appointed Alatur as the official Rio 2016 Test Events Agency. Please feel free to contact it.

The location of the hotel(s) that will be proposed by the agency will be decided upon based on
transport operations optimisation and journey duration.
BOATS


Rio 2016 won’t provide equipment transport — only the boat, according to the
request of the countries and availability. There is a container storage park
available that holds a maximum of 14 containers arriving on 29 August until the
close of the venue on Tuesday 8 September.
There is no storage for the Games boats. Temporary import/export of equipment
demands the same method of entry and exit to/from Brazil. More information will
be communicated shortly.

4.3 CATERING
TEAMS


Refreshments (water, cereal bars, fruits) will be offered by Rio 2016 in the
Athletes’ Lounge.
Teams are responsible for their own catering. There are restaurants within the
Lagoon complex, and additional restaurants can be found nearby at a shopping
mall called Shopping Leblon.

ABOUT RIO DE JANEIRO
Rio is a picture-postcard city, with lush green mountains, lakes, blue-green ocean and
miles of white sandy beaches. It is the home of the Sugarloaf Mountain, the Maracanã
Stadium, Guanabara Bay and the overlooking Christ the Redeemer statue. There is no
wonder it is known as the ‘Marvellous City’. The friendliness of the Cariocas (as Rio locals
are known) can be witnessed on the streets, in the bars and at the beach.
The former capital of the Brazilian empire, Rio de Janeiro is located in the state of the
same name in the south-eastern strip of Brazil’s Atlantic coast. It is the most visited
southern hemisphere metropolis.
In January 1502, the second exploratory expedition by the Portuguese, led by Captain
Gaspar Lemos, reached Guanabara Bay. The legend holds that he entered Guanabara
Bay, thinking it was a river, so he named it Rio de Janeiro (River of January).

SECURITY TIPS FOR VISITORS:











Be aware of your surroundings and others when walking along the street,
especially at night. Avoid dark or enclosed areas.
Be careful when taking public transport at night. Consider taking an official taxi
(yellow with blue stripes) late at night, especially when travelling to less secure
or unfamiliar locations.
Carry only enough cash for your expected purchases and a credit card.
Leave your passport and other credit cards in your hotel.
Take care when withdrawing money from a cash machine or ATM. It is best to use
the machines located inside banks, buildings and shopping centres. Do not keep
all your money in one bag or pocket.
Make a copy of the photo page of your passport and carry this with you. It makes
it easy to get into night clubs and restaurants or to provide identification if you
are stopped by the police.
Do not walk around wearing expensive looking jewellery or other items. A basic
watch or wedding band is okay.
Keep cameras, phones and other gadgets in your pocket or in nondescript paper
or plastic bags.
Stay away from the slum areas (favelas) unless you are with a guide or are part
of an organised tour.
The city centre should be visited during working hours (but be aware of
pickpocketing there) and can be empty and dangerous at night.
Remember to be just as vigilant at the beach as elsewhere, keep valuables out of
sight and only take essentials with you.
Police officers in the street try to be helpful, but most do not speak other languages. If
you need to report something stolen for insurance purposes, go directly to the tourist
police (see the Emergencies section above for details).
