JOINT DECLARATION ON
ENHANCING BUSINESS OPPORTUNITIES
THROUGH ENTREPRENEURSHIP, PROMOTION AND ADVANCED TRAINING
BETWEEN THE MINISTRY OF ECONOMY OF THE
UNITED MEXICAN STATES
AND THE FEDERAL MINISTRY FOR ECONOMIC AFFAIRS AND ENERGY OF
THE FEDERAL REPUBLIC OF GERMANY
The Ministry of Economy of the United Mexican States, through the National Institute of the
Entrepreneur (INADEM), and the Federal Ministry for Economic Affairs and Energy of the
Federal Republic of Germany (BMWi), hereinafter referred to as “the Sides”,
-
consider their common aspiration to foster economic cooperation between the United
Mexican States and the Federal Republic of Germany, by deepening bilateral programs
oriented to the gradual consolidation of more and better businesses between entrepreneurs
of both countries;
-
have in mind the Joint Declaration on Advanced Training of Business Executives
between the Ministry of Economy of the United Mexican States and the Federal Ministry
for Economic Affairs and Energy of the Federal Republic of Germany, signed in Cologne
on October 27th, 2014, in which they expressed their intention to work together in
implementing the training program for business executives;
-
indicate the usefulness of developing a bilateral program for business executives from
Germany, with a particular focus on executives from Small and Medium-Sized
Enterprises (SMEs), that might have investment and/or manufacturing intentions in
Mexico;
-
share the view that by strengthening international business, knowing country-specific
conditions and understanding the commercial and legal framework in Mexico, the
German SMEs will have a better chance of succeeding in any new business opportunity to
be developed either directly, or through joint ventures with Mexican companies, in
Mexico.
Both Sides, therefore, have come to the following understanding:

They intend to carry out the following programs:
a)
A Pilot Program to support the three best business projects to be presented by the
alumni of the Fit for Partnership with Germany program, with the intention of
obtaining financing from INADEM to help them achieve success;
b)
A Training Program for German Business Executives in Mexico (“the Program”),
with the purpose of supporting German Businessmen with investment and
manufacturing intentions in Mexico.

With respect to the Pilot Program, both Sides should carry out the following activities:
a)
INVITATION CALL - INADEM should invite all alumni of five generations to
participate in the Pilot Program, in order to select the three best projects of the five
generations of the Fit for Partnership with Germany program for being supported by
INADEM.
b)
FIRST PHASE - After the presentation of proposals, INADEM should select the best
20 projects.
c)
SECOND PHASE - A team of Mexican and German officials should select ten
projects.
d)
THIRD PHASE - A videoconference should be celebrated between the ten project
holders and the German chambers, business associations or companies related to the
program, with the purpose of improving the business plans of the projects.
e)
FOURTH PHASE - A Selection Committee should select the three most viable
projects for INADEM support. The Selection Committee should be formed by six
members – three members of each Side -, and should be co-chaired by one highranking representative of each Side.
f)
FIFTH PHASE - An award delivering ceremony should be held with the participation
of Government officials from Mexico and Germany.
The Program should be coordinated jointly by the following institutions:

For BMWi: The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ),

For the Ministry of Economy of the United Mexican States: INADEM.
BMWi will commission GIZ to make its best efforts to:
a)
Recruit and select, in collaboration with INADEM, a sufficient number of candidates
with the appropriate professional and linguistic skills for the Program, ensuring equal
opportunities in the Program for all candidates of any region in Germany.
b)
Organize a preparatory training for the selected participants for the practical training
in Mexico. The technical aspects of this preparatory training should be arranged in
advance between INADEM and the GIZ.
c)
Carry out a preparatory course before the participants depart to Mexico, who should
assume their international transportation costs.

INADEM will make its best efforts to:
a)
Fund the Program within the scope of its possibilities. The contribution should
include professional practices, on-site visits and specific visits to businesses,
complemented by seminars and practical training in Mexico, as well as follow-up
activities. The number of participants admitted to the Program should depend on the
budgetary availability. The duration and content of each activity should depend on
the special technical requirements and the language skills of the participants and the
possibilities of the Mexican business sector.
b)
Assume all expenses related to the implementation of the Program on the territory of
Mexico, including a per diem payment, insurance and accommodation for the
participants.

The Sides have the intention to encourage the efforts of the ex-participants to build up a
network, in order to enhance the impact and sustainability of the Program.

Both Sides should present an evaluation of the results of the implementation of the Program
to the German-Mexican Steering Committee and, where appropriate, should submit
proposals for improving the efficiency and lasting effect of the training measures for
business executives. The rules of operation of the Program should be jointly decided upon
in the next meeting.

Each side intends to cover the costs related to its participation in the program.

The present Joint Declaration is in operation from the date of its signature.

The present Joint Declaration may be amended in writing by mutual consent of the Sides.
Signed in Berlin, on 12 April 2016, in duplicate in the Spanish, German and English languages,
all texts being equivalent. In case of difference of interpretation, the English text should be used.
