How can Japan manage the
reconstruction effort to achieve
increased competitiveness and avoid
the debt trap?
With a public debt already twice the country’s
GDP, Japan can ill afford to have the cost of
the huge reconstruction effort create an
additional burden to its public finance, lest it
would definitely consign itself to a future of fast
declining standards of living. At the same
time, the challenge is to ensure that the huge
investment involved in this effort – 30 to 50
trillion Yen at first estimate - is not aimed at a
restoration of what existed before the disaster
but create new opportunities and better
conditions for sustaining growth for the regions
affected as well as for Japan’s economy as a
whole.

a very challenging environment in the last few
years, and this has been aggravated by March
11. Already before the disaster the volume of
IPOs was barely one third of what it had been
before 2008. The need for revitalizing the
equity markets is today more pressing than
ever, in the same way that March 11 has
increased the urgency for the corporate
restructuring process that was already under
way in the country – with more and more
corporations now confronting the need to
de-localize activities

country

A number of Japan’s crucial vulnerabilities
have now become more pressing than ever,
and one element of the response to these
vulnerabilities is for the country to become
more global in its approach to many of the
challenges it faces. The need for more
intensive linkages either through the
Trans-Pacific Pact or for a new trade pact with
Europe is there – whatever the resistances
this triggers from vested interests; the need to
stop and reverse the trend towards apathy and
seclusion among the young generation is
more pressing than ever; and nobody can
underestimate the urgency for Japan to devise
a new role and place in the new Asia
configuration created by the rise of China.

日本の数多くの重大な脆弱性が、今まで以
上に切迫した問題として浮上している。こうし
た脆弱性には、まず、直面している数々の困
難に対し、国がよりグローバルなアプローチ
を行うということだ。たとえ既得利益から生じ
る抵抗があろうと、TPP や欧州との新しい貿
易協定を通じて、より強い連携が必要であ
る。また若い世代に広がる無関心や引きこも
り傾向にも歯止めをかけなければならない。
そして、中国の台頭によって、新たなアジア

Even before the March disaster, investors
were complaining about the deteriorating
business environment in Japan with a
shrinking domestic market beset by slow

Prime Minister Abe is clearly intent in
strengthening Japan’s role and influence on
the international and regional scene. However,
his reputation as a nationalist, his objective to
modify the constitution are raising concerns
among Japan’s neighbours. In a more general
context, Japan is confronted with a number of
challenges: The North Korean regime is more
unpredictable and provocative than ever as its
economic situation continues to deteriorate;
the systemic vulnerability to recurring tensions
in the Japan-China relationship has been
highlighted by the re-ignited dispute over the
islands. On the US-Japan relationship, Tokyo is
favourable to the “pivot to Asia strategy” of the
Obama administration and is seeking new
economic opportunities and closer alignment
with the US through its decision to enter the
TPP negotiation, but Japan has to rethink its
positioning in the US-China-Japan equation.

While the implementation of Abenomics has
raised a lot of hopes and spurred the revival
of Japan Stock Exchange and an initial
increase of consumption as well as of
corporate profits, many voices in Japan and
abroad are cautioning that while the first two
arrows of Prime Minister’s Abe strategy have
worked well so far, the long-term success of
Abenomics will actually depend on whether
the third arrow – the implementation of a
growth strategy based on structural reforms
– will be translated into action. This
discussion will help participants assess
whether to err on the side of optimism or of
caution, looking at the future of Abenomics.

Japan as a good investment story?

The third arrow of Abenomics is aiming at
reviving domestic and foreign investment –
direct and financial -- in Japan. Despite the
fall of the Nikkei since the beginning of the
year, the perception among investors is that
they see Japan as “the biggest investment
story of 2014” to quote a financial magazine.
Hype aside, a number of factors seem to
militate in favor of making Japan a good
destination to consider for equity investors
as well as for foreign direct investment. What
should help sustain the investors’ attention in
the coming period? What will be required to
ensure that the revival of investment activity
does not prove short-lived? What is the role
of special economic zones in this equation?
アベノミクスの三本目の矢は、国内外から日本に
対する直接・間接の投資を再興することを目的の
一つとしている。年初からの日経平均株価の下
落にもかかわらず、投資家達は日本を経済誌に
「2014 年の最大の投資ストーリー」と引用される
ような見方をしている。誇張はさておいても、数多
くの要因が株式投資家や海外からの直接投資に

The agriculture reform: There is more to
it than “just” agriculture
「農業を超えた農業改革」
The reform of the agriculture sector launched
at the end of 2013 has been one of the first
steps in the third component of Abenomics. It
aims to end government control on rice
production in five years, introduce measures to
promote large scale farming and change the
system of subsidies for farmers. While
criticized as being incomplete and not far
reaching enough, the reform has an impact
beyond agriculture, removing or lessening one
key obstacle to Japan being a full player in the
Trans-Pacific Partnership, contributing to
change the country social fabrics and
transforming the whole agribusiness sector in
a new source of growth for Japan’s economy
and trade.
2013 年末に始まった農業分野における改革は、
アベノミクスの第三の矢の最初のステップの一つ
である。この改革は米の生産について政府管理
を 5 年間で終わらせ、大規模営農を奨励する方
策と農家に対する補助金システムの変更を導入
することを目指している。不完全・不徹底と批判さ
れるものの、改革の影響は農業分野を超え、日
本が TPP へ全面参加するための大きな障害を取
り除く或いは小さくするものであり、社会構造を変
革し農業全体を日本の経済と貿易の成長の新た
な源泉に変貌させることに貢献している。

Prime Minister Abe has set up a
comprehensive strategic task force to
address Japan’s demographic crisis that he
will chair himself. This is the first time ever
that such a comprehensive approach is
taken, as until now each ministry had
tackled the low fertility issue on its own, with
the inefficiency that could be expected with
such a fragmented approach. This initiative
highlights how much PM Abe feels the
urgency of addressing what is the most
crucial strategic challenge for Japan’s future.
In fact, for all its acuteness the demographic
crisis is not an intractable fatality. Many of
the existing policies and social and
corporate practices have amounted so far to
the equivalent of China’s one child policy.
They could be reversed to help promote a
higher birth rate which could – at least –
slow down the decline of the population. In
the same way, what is needed is an
integrated policy approach bringing together
immigration policy public finances reforms,
healthcare reform, social security reform.
How could this provide a way out to the
demographic crisis?
安倍首相は日本の人口問題に対処するため自
身を議長とした包括的な特別委員会を立ち上げ
た。今まで各省庁が独自に少子化問題を取り上
げたため、断片的で非効率的であったが、初めて
このような包括的なアプローチが取られたのであ
る。このイニシアティブは安倍首相が日本の未来
における最重要課題に取り組むに当たって、いか
に緊急性を感じているかを示している。
実際には、人口問題はその緊迫性において手に
負えない宿命とは異なる。多くの現存の政策、社
会や企業での実践は、相まって中国の一人っ子
政策に等しくなっている。それらの政策や実践を
反転させることで、人口の減少を（少なくとも）遅ら
せる出生率の上昇を促進することができよう。同
様に移民政策、公的金融改革、医療制度改革、
社会保障改革をまとめる統合的な政策の取り組
みが今必要とされている。このような取組みはど
のように人口減少の危機からの出口になり得る
だろうか？

In search of a corporate governance
model

Japanese corporations having to compete for
capital in global and domestic markets are
facing increasing scrutiny on their governance
practices. While some progress has been
achieved, and some leading Japanese
corporations are now embracing international
standards, Japan’s overall record on corporate
governance remains wanting. Japanese
companies are still lagging behind in adhering
to the concept of “comply or explain” adopted
by most Western corporations; many of them
remain reluctant to engage in a full dialogue
with shareholders, and progress needs to be
made on financial disclosure as well as with
respect to Boards of Directors being able to
play their full role. As the quality of corporate
governance is now recognized as a crucial
corporate and national competitiveness factor,
the reform of Japan’s corporate world is now
on top of the “must” list to ensure the success
of Abenomics.
国内外の市場で資金調達を競う日本企業はコー
ポレートガバナンスの実際についてより厳しい審
査に直面している。幾らかの進歩は見られ、幾つ
かの進歩的な企業では国際基準を取り入れてい
るものの、全般的には日本におけるコーポレート
ガバナンスは不十分なままである。日本企業は
「遵守か説明か」という殆どの西欧企業に受け入
れられているコンセプトの実施において未だに遅
れをとっている。多くの企業は株主と十分な対話
を図ることや財務開示、取締役会の尊重などに
必要な進歩に消極的だ。コーポレートガバナンス
の質が、企業や国家の競争力の決定的な要素で
あると認知される今日、アベノミックスの成功を確
実なものとする為に、日本の企業文化の改革は
現在なすべきことのリストのトップに位置付けられ
る。

As the 11 Roundtable Japan opens, a number of
significant developments on the global economic
landscape have the potential to impact the
evolution of Japan’s economy and its reform drive.
Whether it is the much expected decision of the
US Fed on raising interest rates or the evolution in
the euro-zone with the start of difficult negotiations
with Greece on the terms of the next bail-out
program; whether it is the ability of China to
continue the rebalancing of its economy while
keeping growth at around 7% or the possible
rebound of oil prices, each of these factors may
prove to be a beneficial support – or additional
obstacles – to the efforts to revitalize Japan’s
economy. This curtain raiser session will provide
participants with the global picture and how Japan
relates to it.

国の連銀の実施が確定視されている金利引き上げ。次

process launched by the Abe Cabinet means also to
raise Japan to international standards in domains

investors can expect on their equity.

Ageing population finally caught up with absolute
numbers: Japan’s population has started to
decline in 2012. This demographic trend results
in serious divides across the country: wealth
(widening gap between the haves and the have
nots), income (OECD Ranking of Relative
Poverty) and regional (buoyant activity and

achieving this objective requires a combination of
factors such as an overhaul of corporate
governance practices, a change of mindset at
the top management level, a drive to enhance
efficiency and productivity and a revamping of
business models, etc.

• In this session, the reality of Japan’s low ROE,
and how Japanese companies compare with
their US and European counterparts will be
analysed.
• The importance of Corporate Governance
reform in improving ROE has been widely
acknowledged. Here we will discuss the
changes that are necessary to improve
efficiency, including changing the Japanese
companies’ ‘corporate culture’ and the mindset
of top executives.
• Many believe that Japan still has a long way to
go in the area of Corporate Governance
reform. However, some companies have
already taken positive steps, even before
some measures have become mandatory.
• How to attract shareholders, how to establish
dialogue with them on their expectations,
based on corporate stewardship.
• Additional measures required for improving
ROE in Japan, what steps need to be taken by
the government, and what needs to be done
by corporations.
日本企業の現在の優先目標はより高い株主資本利益
率を生み出すことだが、その目標を達成するために

With a rapidly diminishing labor force which
cannot be easily compensated by productivity
gains, the only solution to growth should
naturally rely on rapid innovation, which can
either bring about substantial productivity
enhancement or breakthrough technologies.
However, while corporate R&D expenditures as
a ratio of sales are still highest among advanced
countries, and quality basic research is
conducted at national labs and major
universities, somehow, Japan seems to lag
behind in many aspects.

between industry and academic centers to
create hubs of technological innovation that

Traveling the difficult road to labor
reform
労働改革への困難な道のりを往く
Labor reform has been identified as a key priority
by PM Abe for the obvious reason that it is one of
the crucial prerequisites to revitalize the
country’s economy by eliminating the many
rigidities and obstacles that prevent a more
efficient deployment of Japan’s workforce. This
issue is acting as a major impediment for
companies to enroll more workers as regular
employees. This results in a situation where
almost 40% of the workforce is today under the
status of “non regular employee” with the
negative impact on consumption because of the
insecurity linked to this status and detrimental
social consequence of aggravating the salary
and wealth gap within the Japanese society.
• What are the present obstacles to an efficient
reform of the labor laws and how can they be
overcome?
• How to design a law that would help achieve
the objectives set for the labor reform?
安倍総理大臣は労働改革こそ主要優先事項として特定
した。日本の経済を活性化させるための最も重要な条
件であり、より効率的な労働力配置を妨害し、企業がよ
り多くの労働者を正社員として雇うことに対する重大な
阻害要因となっている硬直性や障害を取り除く必要が
ある。この結果、今日の労働力のほぼ４０％が「非正規
社員」としての立場におり、これは消費に悪影響を及ぼ
している。この条件下の人々には不安定感が付きまと
い、日本社会の給与や貧富の差を悪化させる有害な社
会的結果を招いているからである。

Mobilizing Japan’s sleeping money to
boost the economy
経済刺激策として、日本の眠る長期金融資
産（年金、個人預金等）を動員する The famous 15 trillion USD worth of household
financial savings; 6 trillion USD worth of cash on
the corporate balance sheets of listed
companies; 1.3 trillion USD assets of the largest
pension fund in the world – while the real
long-term interest rate has been infinitesimal but
not negative, these colossal cushions of cash
had been sitting in bank accounts and
government bonds. Injected into the economy,
these huge pools of capital could potentially
dynamize the activity, spur more domestic
consumption and growth and yield much higher
returns to the owners.
• What role could the different types of
intermediaries play?
世界的に有名な 1,700 兆円の個人金融資産、上場企業
のバランスシートにある 700 兆円に上る現金、130 兆円
もの資産を保有する世界最大の年金機構 ― 実質長
期金利は超低水準だがマイナスではなく、これら巨額の
現金は銀行口座や国債に眠り続けていた。経済に注入
されれば、これら莫大な資金は、活性化の起爆剤となり
え、国内消費や成長に拍車をかけ、投資家にはより高
い利益をもたらすであろう。

The “now or never” moment for Japan

While the Abe cabinet has been able to make
progress on some fronts, a number of challenges
and difficult tasks lie ahead that will define the
extent of success – or failure – of the
revitalization drive. PM Abe has three more
years to achieve his most important objectives
while – beyond 2018 – the Olympic Games of
2020 loom on the horizon. As for the reform
effort, whose objectives go way beyond adding
one point or two to GDP growth, what is at stake
with the Olympics is not just to be able to
complete on time the facilities or to manage
smoothly the large influx of visitors. What is really
at stake is whether they will be the opportunity to
show how much Japan can contribute to the
world, the ability to make of this event a
stimulating jolt and a positive turning point for the
country. Opportunities don’t come by everyday
and in some way, Japan is in a “now or never
moment”. How will it seize this moment?
現政権はいくつかの方面で進展を見せた。しかし経済
再活の成功 ―または失敗― の範囲を明確にする多
数の困難な課題が前途に横たわっている。安倍総理は
最も重要な目標を達成するためにあと３年ある、しか
し、２０１８年以降、２０２０年の東京オリンピックが差し
迫っている。改革努力に関しては、GDP の成長率に１、
２ポイント程度上乗せするより遥か上の目標を掲げてい
るが、オリンピック開催にかかっているのは、各競技会
場の建設が予定通りに完成できるか、または、来日す
る多くの観客に円滑に対応できるか等の問題だけでは
ない。
実際の問題は、オリンピックを開催することで、日本が
どれだけ世界に貢献できるかを示す好機になるか、こ
のイベントがどれだけ日本経済を刺激的に揺るがして
好転するかどうかである。チャンスは毎日巡ってくるわ
けではなく、日本にとっては最後の好機となる。この国
はどうやってこのチャンスを掴むのか？
