研究概要（背景・目的・手法など）
2015 年 12 月からのアセアン経済共同体の発足により資金、物、情報、熟練労働力の移動を含むアジアの
地殻変動が加速化される見込みである。６億人以上の人口を抱え、急速に新中間層が台頭し国内消費の増
大が予想される東南アジア市場の獲得を巡る各国の国際競争が過激になることは論をまたない。特に、熟
練労働力の育成に関わる高等教育において、日本、中国、韓国、アセアンの政府機関と諸大学、アセアン
の高等教育ネットワーク（「アセアン大学連合：AUN」と「大メコン圏大学コンソーシアム：GMS University
Consortium」、東南アジア教育大臣機構事務局とその高等教育センター（SEAMEO-RIHED）、等の主な利害
関係者間にいわゆる「知識外交」（高等教育における質保証や単位互換制度に関するプラットフォームの
形成を巡る外交的な国際競争あるいは国際協調）が展開されている。
本研究は、目下、アセアンの高等教育において展開されている「知識外交」の現状と展望を明らかにし、
アセアンを中心とした「アジア高等教育圏」形成へ向けて、日米パートナーシップによるロードマップの
作成を目的とする政策研究である。具体的には、（１）アジアにおける高等教育の国際化・調和化の現状、
（２）アセアン＋３（日中韓）を含む内部・外部質保証、（３）「アセアン単位互換システム」と「アジア
学術単位」の共存の構図、
（４）成績評価システム、
（５）
「アセアン国際学生移動」プログラムの現状と展
望、
（６）AUN と「大メコン圏大学コンソーシアム」の補完関係、などに関するレビューを行い、主な利害
関係者の役割と行動計画を含む「アジア高等教育圏」形成へ向けた工程表を作成する。「アジア高等教育
圏」形成のためには、その枠組みとして質保証及び透過性のある単位互換や成績評価に関わる調和化を促
進すること、そのための大学間ネットワークを強化することが必要である。しかし、既存の研究の大半は、
アセアンの主要 30 大学から成る AUN による大学の質保証や単位互換制度の調和化を対象としており、AUN
メンバー大学以外の他の多くの有力大学を射程に入れた高等教育の調和化に言及した研究は希少である。
「大メコン圏大学コンソーシアム」は、SEAMEO-RIHED に事務局が置かれており、AUN 機能を補完するもの
である。大メコン圏の３つの経済回廊（南北経済回廊、東西経済回廊、南部経済回廊）に位置するカンボ
ジア、ラオス、ミヤンマー、ベトナム（CLMV）諸国の大学間の交流を通して、主に地方大学のマネジメン
ト・教育・研究能力の質改善を図り、大メコン圏の高等教育調和化を促進する大学間ネットワークである。
主な当事者の「知識外交」により利害関係が調整されることによって、アセアン域内の高等教育の調和化
を伴う魅力的な「アジア高等教育圏」形成への展望が射程に入るであろう。日米のパートナーシップ、特
に「大メコン圏」を含むアセアンの諸大学間の水平・双方的な交流及び当事者との連携が、
「アジア高等教
育圏」形成にとって重要な役割を果たすことが期待されている。
実施計画（年間計画、具体的な行事（開催地、対象者）、成果発信など）
本研究は、2015 年 5 月から 2016 年 3 月において集中的に行い、USJI で成果報告ワークショップを開催
する。ワークショップの現段階での概要は以下の通りである。時期：2015 年 9 月。場所：ワシントン D.C.
市内。参加予定者：(日本) 廣里恭史、杉村美紀、前嶋和弘、北村友人、黒田一雄；（アメリカ）ジェーム
ス・ウイリアムズ、ジョン・ホ―キンス、である。研究結果の記録は、インターネット上にて公開する。
その後、必要に応じて、学術論文や学術書として刊行する。上智大学において外部講師を交えて研究会（２
回：2015 年 8 月と 2016 年 1 月）を実施し、2015 年 9 月にワシントン D.C.での USJI Week で発表する。

Study Outline (background, purpose, and method):
Structural transformation would be accelerated in Asia through free flow of capitals, goods, information
and skilled labor due to a launch of ASEAN economic community from December 2015. It is certain that
international competition among countries to capture the Southeast Asia market will be severe where
domestic consumption is expected to raise with the population of more than 600 million. In particular, in
higher education developing skilled labor, so-called "knowledge diplomacy" (diplomatic international
competition or cooperation concerning a platform on quality assurance and credit transfer systems) is
ongoing among key stakeholders who are government agencies and universities in Japan, China, South
Korea and ASEAN countries, higher education networks in ASEAN ("ASEAN University Network: AUN,"
and "Greater Mekong Subregion university network called GMS University Consortium," and the
Secretariat of the Southeast Asia Ministers of Education Organization (SEAMEO) and its Regional Center
for Higher Education and Development (SEAMEO - RIHED).
This research is a policy study aiming to examine the current state of “knowledge diplomacy” in higher
education in ASEAN, and delineate a road map for formulating an “Asian Higher Education Area” in
collaboration with Japan-U.S. partnership. More concretely, the research will review: (i) the status of
internationalization or harmonization in higher education in Asia; (ii) activities on external and internal
quality assurance involving ASEAN+3 (Japan, China and South Korea); (iii) coexistence of "ASEAN Credit
Transfer System” and "Asian Academic Credits”; (iv) grading system; (v) the status of "ASEAN International
Mobility for Students” program; (vi) complementary role between AUN and "GMS University Consortium,"
and based on the review, will develop a road map towards the "Asian Higher Education Area," including
roles of key stakeholders and an action plan.
In order to formulate the "Asian Higher Education Area," it is necessary to harmonize quality assurance,
credit transfer, and grading with permeability as a framework, and strengthen the university networks that
will facilitate such harmonization. However, most existing studies deal with harmonization of quality
assurance and credit transfer systems by AUN comprising 30 leading universities in ASEAN, and it is quite
rare to find studies referring to harmonization of higher education covering other numerous universities
than AUN member universities.
"GMS University Consortium,” whose Secretariat is located at the SEAMEO-RIHED, is intended to
complement the function of AUN. It is a network among the universities located along the three economic
corridors in the GMS (the North and South Economic Corridor, the East and West Economic Corridor, and
the Southern Economic Corridor) across Cambodia, Lao PDR, Myanmar, and Vietnam (CLMV), aiming to
improve the quality of provincial universities in terms of management, academic culture and research
capacity, and promote higher education harmonization in the GMS.
By adjusting the interests of key stakeholders through the "knowledge diplomacy," an attractive "Asia
Higher Education Area" could emerge with the harmonized higher education in ASEAN. It is expected that
Japan-US partnership, especially in terms of the horizontal and bilateral cooperation with universities in
ASEAN including the GMS and the linkages with key stakeholders, will play an important role in the process
of formulating "Asia Higher Education Area."
Implementation Plan (Annual Plan, Events-Location and Target, Dissemination of Results, etc.)
This research will be conducted intensively from May 2015 to March 2016, and a dissemination workshop
will be held at USJI. The outline of the workshop at this stage is as follows: Timing-September 2015;
Venue-a place (to be determined) in Washington, D.C.; and Expected Participants-(Japan side) Yasushi
Hirosato, Miki Sugimura, Kazuhiro Maeshima, Yuto Kitamura, and Kazuo Kuroda, and (US side) James
Williams and John Hawkins. Research findings will be made available on-line. Afterwards, as the need
arises, journal articles and books will be published. Research workshops will be held twice (August 2015
and January 2016) at Sophia University, Tokyo, Japan, and research findings will be presented during the
USJI Week in Washington D.C. in September 2015.

Budget Plan (the total is $15,380 including external funds, of which the amount supported is $3,980)
(1) Transportation cost: round trip airline tickets to Washington D.C. (6 people): Hawaii - Washington D.C.
(1 person) and Tokyo - Washington D.C. (5 people) ($2,000 x 6 people=$12,000);
(2) accommodation: Japanese researchers who will present at the seminar (5 people x 2 nights) and the
seminar presenter who travels from Hawaii (1 person x 2 nights) (6 persons x $150 x 2 nights = $1,800);
(3) honoraria: US (a seminar presenter living in Washington D.C and a seminar presenter who travels from
Hawaii) ($200 x 2 people=$400);
(4) meeting expenses (during day: $40 x 7 persons =$280);
(5) miscellaneous expenses: cost from a home to the nearest airport, cost from the Washington D.C. airport
to the hotel, and meal cost ($100 x 6 peoples=$600); and
(6) workshop costs in Japan (10 persons x $15 x 2 times = $300).
