OIST Graduate University X-ray Instrument Management Rules 沖縄科学技術大学院大学 エックス線装置管理規程 (Version 1.00, February 19, 2014) （平成２６年２月１９日 第１．００版） Chapter I General Provisions 第１章 総則 (Purpose 目的) Article 1 第１条 1 The purpose of these rules is to ensure the safe and appropriate use of X-ray instruments at OIST Graduate University (hereinafter referred to as the “University”) by establishing the provisions required in regard to X-ray instruments based on the Ordinance on Prevention of Ionizing Radiation Hazards (Ministry of Labor Ordinance No. 41 of 1972; hereinafter referred to as the “Ordinance”) and the OIST Graduate University Rules for Prevention of Radiation Hazards (hereinafter referred to as the “Radiation Rules”). この規程は、電離放射線障害防止規則（昭和４７年労働省令第４１号。以下「規則」 という。）及び沖縄科学技術大学院大学放射線障害予防規程（以下「放射線規程」 という。）に基づき、エックス線装置に関し必要な事項を定めることにより、沖縄 科学技術大学院大学（以下「本学」という。）における安全かつ適切なエックス線 装置の使用を確保することを目的とする。 2 These Rules apply to the X-ray instrument which generates X-rays with energy of less than 1 MeV. The X-ray instrument which generates X-rays with energy of more than or equal to 1 MeV falls under the category of “Radiation Generator” defined in the Act concerning Prevention of Radiation Hazards Due to Radioisotopes, etc. (Act No. 167 of 1957), and its handling is stipulated separately.. この規程は、１メガ電子ボルト未満のエネルギーを有するエックス線を発生するエ ックス線装置に適用する。１メガ電子ボルト以上のエネルギーを有するエックス線 を発生する装置は、放射性同位元素等による放射線障害の防止に関する法律（昭和 ３２年法律第１６７号。）第２条第４項において定義される放射線発生装置に分類 され、その取り扱いについては別に定めるものとする。 (Definitions of Terms 用語の定義) Article 2 第２条 The definitions of the terms used in these rules are defined as below or as stipulated in the Ordinance, the Radiation Rules, and applicable laws and regulations. この規程に用いる用語の定義は、次の各号に定めるもののほか、規則、放射線規 程及び関連法令に定めるところによる。 (1) X-ray Instrument: An instrument that generates X-rays with energy of less than 1 MeV. エックス線装置 １メガ電子ボルト未満のエネルギーを有するエックス線 を発生する装置をいう。 (2) Specified X-ray Instrument: An X-ray Instrument with a rated tube voltage 1 (3) (4) (5) (6) (7) (8) based on a crest value of 10 kV or higher, and defined in Paragraph 1, Article 10 of the Ordinance. 特定エックス線装置 エックス線装置のうち波高値による定格管電圧が十 キロボルト以上のもので、規則第１０条第１項に規定するものをいう。 X-ray Room: A room where an X-ray Instrument is installed. エックス線装置室 エックス線装置を設置する室をいう。 Controlled Area: An area where the total of the effective dose from external sources and the effective dose from radioactive material in the air may exceed 1.3 milliSieverts over a three-month period. 管理区域 外部放射線による実効線量と空気中の放射性物質による実効線 量との合計が３月間につき１．３ミリシーベルトを超えるおそれのある区 域をいう。 Use: All actions requiring the handling of X-ray instruments, including the installation of an X-ray Instrument, its use, changes in the method of use, transfers, removal or repair of the main body of the X-ray Instrument, etc. 使用 エックス線装置の設置、使用、使用方法の変更、移動、撤去又はエ ックス線装置本体の改造等のエックス線装置を取扱う行為すべてをいう。 Inspection Work: Inspections involving the removal of gas from an X-ray tube or kenotron, or the generation of X-rays in the Controlled Area. 検査業務 管理区域内において、エックス線管若しくはケノトロンのガス 抜き又はエックス線の発生を伴う検査の業務を行うことをいう。 User: An individual who uses an X-ray Instrument. 使用者 エックス線装置を使用する者をいう。 Restrictions: These rules, as well as laws and regulations on the prevention of damage due to radiation, the Ordinance, the Industrial Safety and Health Act, other applicable laws and regulations, and the “Radiation Rules.” 規制 この規程、規則、放射線障害の防止に関する法令、労働安全衛生法、 その他関連法令並びに放射線規程をいう。 (Relation to Other Laws 法令等との関係) Article 3 第３条 The Use of an X-ray Instrument shall be governed by the provisions of the Restrictions and the University Policies, Rules and Procedures. エックス線装置の使用にあたっては、規制及び本学の基本方針・ルール・手続き の定めるところによる。 Chapter II Responsibilities 第２章 責務 (Responsibilities of the Provost プロボーストの責務) Article 4 第４条 1 The Provost shall oversee the safe and proper Use of X-ray Instruments in the University. プロボーストは、本学におけるエックス線装置の安全かつ適切な使用を総理する。 2 The Provost shall secure staff and budget necessary to support the safety and proper use of X-ray Instruments. プロボーストは、エックス線装置の安全かつ適切な使用を支援するために必要な人 2 3 4 員及び予算措置を講じる。 The Provost shall appoint an X-ray Safety Officer for each Controlled Area from among staff with an Operations Chief of Radiography with X- ray license. プロボーストは、エックス線作業主任者免許を受けたもののうちから、管理区域ご とにエックス線作業主任者を選任する。 When the Provost has appointed an X-ray Safety Officer, the Provost shall familiarize users with the name of the appointed X-ray Safety Officer and the her/his responsibilities by posting a notice in a highly visible location within an X-ray Room. プロボーストは、エックス線作業主任者を選任したときは、選任したエックス線作 業主任者の氏名およびその者に行わせる事項をエックス線装置室の見やすい箇所 に掲示する等により使用者に周知する。 (Responsibilities of the Research Safety Section Leader 研究安全セクションリーダーの責 務) Article 5 第５条 1 The Research Safety Section Leader, as the responsible person to ensure research safety in the University, shall cooperate with the Physics Resources Section Leader, and manage and supervise the safe and proper implementation of X-ray Instruments. 研究安全セクションリーダーは、本学における研究全般の安全を確保する立場か ら、物理研究支援セクションリーダーと協力して、エックス線装置の使用に係る 安全かつ適切な実施を管理監督する。 2 The Research Safety Section Leader shall manage administrative work related to the legal requirement to report on X-ray Instruments to government and municipal offices. 研究安全セクションリーダーは、エックス線装置に関係する官公庁への法令届出 に係る事務を管理する。 (Responsibilities of the Physics Resources Section Leader 物理研究支援セクションリーダ ーの責務) Article 6 第６条 1 The Physics Resources Section Leader, as the responsible person to support physics research as well as the site supervisor for X-ray Instruments, shall cooperate with the Research Safety Section Leader to promote the safe and proper Use of X-ray Instruments. 物理研究支援セクションリーダーは、物理研究を支援する責任者及びエックス線 装置に関する実地監督者として、研究安全セクションリーダーと協力して、エッ クス線装置の安全かつ適切な使用を推進する。 2 The Physics Resources Section Leader has the following responsibilities in order to achieve the objective in Article 6.1 物理研究支援セクションリーダーは、前項を達成するため、次の責務を有する。 (1) Preparation, proper maintenance, and management of common X-ray Instruments for their safe use 共通エックス線装置の整備及びそれを良好な状態に維持・管理すること (2) Production of plans for installation and renovation of X-ray Instruments and X-ray Rooms 3 (3) エックス線装置及びエックス線装置室の設置・改修計画の作成 Safe and appropriate technical support, technical guidance, and advice related to X-ray Instruments エックス線装置に関する安全かつ適切な技術支援、技術指導及び助言 (Responsibilities of the X-ray Safety Officer エックス線作業主任者の責務) Article 7 第７条 1 An X-ray Safety Officer shall prevent the occurrence of damage due to X-rays and manage the appropriate implementation of the Use under the guidance and supervision of the Research Safety Section leader. エックス線作業主任者は、研究安全セクションリーダーの指揮監督の下に、エッ クス線による障害の発生を防止するとともに、実験の適正な実施を管理する。 2 An X-ray Safety Officer shall carry out the work listed below in order to achieve the objective of Article 7.1. エックス線作業主任者は、前項を達成するため、次の各号に掲げる業務を行う。 (1) Confirm that Controlled Area signs and signs indicating entry-forbidden areas in cases where X-rays are to be used outside Controlled Areas have been established in conformance with the Ordinance. 管理区域標識及びエックス線を管理区域外で使用する場合の立入禁止区域 の標識が規則に適合して設けられていることを確認すること (2) Confirm that appropriate measures have been taken so that the irradiation cylinder or diaphragm mentioned in Paragraph 1, Article 10 or the filtering board mentioned in Article 11 of the Ordinance are installed appropriately if a Specified X-ray Instrument is to be used. 特定エックス線装置を使用する場合に、規則第１０条第１項の照射筒若し くはしぼり又は規則第１１条のろ過板が適切に使用されるように措置され ていることを確認すること (3) Confirm that the measures for fluorography mentioned in Article 12 of the Ordinance or the measures for direct radioscopy mentioned in Article 13 and Paragraph 2, Article 18, of the Ordinance have been undertaken if images are to be acquired using a Specified X-ray Instrument. 特定エックス線装置を用いて撮影を行う場合に、規則第１２条の間接撮影 時の措置又は規則第１３条及び第１８条の２の透視時の措置が講じられて いることを確認すること (4) Confirm that the irradiation conditions have been organized so that the exposure of users is minimized in addition to the matters listed in Article 7.2.(2) and (3). 前２号に掲げるもののほか、使用者の被ばく線量が出来るだけ少なくなる ように照射条件を調整されていることを確認すること (5) Conduct inspections to confirm whether warning devices comply with Article 17 of the Ordinance. 警報装置が規則第１７条に適合しているかについて点検すること (6) Confirm that measures have been undertaken so that Users do not enter the areas defined in Paragraph 1, Article 18, of the Ordinance prior to the start of or during irradiation in case that an X-ray Instrument is to be used in a place other than an X-ray Room. エックス線装置をエックス線装置室以外の場所で使用する場合、照射開始 前及び照射中、規則第１８条第１項の場所に使用者が立ち入らない措置が 講じられていることを確認すること 4 (7) (8) Confirm that measures have been undertaken so that dose measurements are conducted in conformance with Article 8 of the Ordinance in case that Users are to enter a Controlled Area or carry out Inspection Work. 使用者が管理区域に立ち入る場合又は検査業務を行う場合は、放射線量の 測定が規則第８条に適合して行われるよう適切な措置が講じられているこ とを確認すること Familiarize Users with the measurement of the dose equivalent rate stipulated in Article 14 of the Ordinance, as well as the measurement results. 規則第１４条に定める線量当量率の測定及び測定結果の使用者への周知 (Responsibilities of the Faculty 教員又はセクションリーダーの責務) Article 8 第８条 1 The Faculty shall carry out the following under the safety responsibilities of the Faculty prescribed in the OIST Emergency, Safety, Health Procedures & Guidelines. 教員又はセクションリーダーは、安全衛生に関する緊急時の対応手順及び緊急連 絡先ガイドラインに規定された安全責任に沿って次の事項を行う。 (1) Conduct or instruct Users to conduct inspections of X-ray Instruments, X-ray light paths, interlock functions, and protective equipment prior to the use of X-ray Instruments. エックス線装置の使用開始前に、自ら又は使用者にエックス線装置、エッ クス線光路、インターロック機能及び保護具の点検を行わせること。 (2) Make Users wear personal protective equipment suited to each X-ray Instrument. 各エックス線装置に適した個人防護具を使用者に着用させること。 (3) Instruct Users in advance of the particular risks of each X-ray Instrument and of appropriate measures for the avoidance of that risk. 各エックス線装置に特有の危険性及びその回避方法を使用者に事前に指導 すること。 (4) Take safety measures and provide Users with any other required safety guidance and/or instructions on the proper use of X-ray Instruments. その他エックス線装置に関する安全措置を講じること及び使用者に対して 必要な安全指導を行うこと。 (Procedures on the X-ray Instrument エックス線装置に係る手続き) Article 9 第９条 1 The Faculty shall submit an “X-ray Instrument Use Plan” to the Research Safety Section Leader if it installs or alters an X-ray instrument. The approval of the OIST Radiation Safety Committee and the Provost shall be obtained in advance if the plan in question falls under any of the following categories. 教員又はセクションリーダーは、エックス線装置を設置又は改造する場合には、 「エックス線装置使用計画」を研究安全セクションリーダーに提出しなければな らない。また、当該計画が次の各号の一に該当する場合には、事前に本学の放射 線安全委員会及びプロボーストの承認を受けなければならない。 (1) Situations other than installation of an X-ray Instrument, installation, or alteration of an X-ray Instrument within a controlled area エックス線装置の外に管理区域を有するエックス線装置の設置又は改造 5 (2) 2 Cases where an X-ray Instrument is to be used outside of an X-ray Room エックス線装置室以外でエックス線装置を使用する場合 (3) Cases where Users are required to conduct the Inspection Work 使用者に検査業務を行わせる場合 The Research Safety Section Leader shall confirm if an X-ray Instrument meets requirements and standards defined in the Restrictions, and provide support on paper works to the authorities and other support based on the submitted X-ray Instrument Use Plan. The Research Safety Section Leader shall present the Use Plan to the OIST Radiation Safety Committee if necessary. 研究安全セクションリーダーは、提出された「エックス線装置使用計画」を元に 規制への適合性を確認するとともに、官公庁への届出等の支援を行う。また、研 究安全セクションリーダーは、必要に応じて同計画を本学の放射線安全委員会に 上程する。 (Responsibilities of the User 使用者の責務) Article 10 第１０条 1 The User shall comply with the Restrictions and use the X-ray Instrument safely and properly. 使用者は、規制を遵守するとともにエックス線装置を安全かつ適正に使用しなけ ればならない。 2 The User shall follow the instructions and guidance of the immediate supervisor, relevant Section Leaders, and the X-ray Safety Officer. 使用者は、上長、各関連セクションリーダー及びエックス線作業主任者の指示及 び指導に従わなければならない。 3 The User shall wear a radiation-measuring instrument while entering a Controlled Area. 使用者は、管理区域に立ち入る場合には、放射線測定器を装着しなければならな い。 Chapter III Handling of an X-ray Instrument 第３章 エックス線装置機器の取扱い (Signs 標識) Article 11 第１１条 1 Signs based on the Guidelines and the OIST Safety Signs Guidelines shall be displayed at the entrance of the X-ray Room. エックス線装置室の出入口には、沖縄科学技術大学院大学安全サインガイドラインに基づ く標識を表示しなければならない。 2 The signs stipulated in the Ordinance shall be displayed in a Controlled Area. 管理区域は、規則に定める標識を表示しなければならない。 (Measurement of the Dose Equivalent Rate 線量当量率の測定) 6 Article 12 第１２条 1 The X-ray Safety Officer shall measure the dose equivalent rate or dose equivalent quantity due to external radiation using a radiation-measuring instrument. This shall occur at intervals of less than 1 month with regard to non-X-ray Instrument installation Controlled Areas (less than 6 months when the method of use and positions of shields have been fixed in cases where X-ray Instruments are used in fixed positions). The X-ray Safety Officer shall record the items listed below on a case-by-case basis and maintain those records for 5 years. If the measurement of the dose equivalent rate or dose equivalent quantity using a radiation-measuring instrument is extremely difficult, the X-ray Safety Officer may estimate the values of the results by calculation. エックス線作業主任者は、エックス線装置外の管理区域について、１か月以内（放 射線装置を固定して使用する場合において使用の方法及び遮へい物の位置が一定 しているときは、６か月以内）ごとに１回、外部放射線による線量当量率又は線 量当量を放射線測定器を用いて測定し、その都度、次に掲げる事項を記録し、こ れを５年間保存しなければならない。同線量当量率又は線量当量を放射線測定器 を用いて測定することが著しく困難なときは、エックス線作業主任者は計算によ りその値を算出することができる。 (1) Date and time of measurement 測定日時 (2) Measurement method 測定方法 (3) Type, model, and performance of the radiation-measuring instrument 放射線測定器の種類、型式及び性能 (4) Measurement locations 測定箇所 (5) Measurement conditions 測定条件 (6) Measurement results 測定結果 (7) Name of the individual conducting the measurements 測定を実施した者の氏名 (8) Summary of the implementations based on the measurement results 測定結果に基づいて実施した措置の概要 Chapter IV Medical Surveillance 第４章 健康管理 (Medical Surveillance 健康管理) Article 13 第１３条 If a User enters a Controlled Area, he or she must receive a medical examination by a doctor with regard to the following matters. This should occur when hired or reassigned, as well as at regular intervals of no more than 6 months thereafter. 使用者が管理区域に立ち入る場合には、雇い入れ又は配置替えの際及びその後６ か月以内ごとに１回、定期に次の項目について医師による健康診断を受診しなけ ればならない。 (1) Survey and evaluation of the presence or absence of a history of exposure (for individuals with a history of exposure, the place of work, the details and 7 (2) (3) (4) (5) period, the presence or absence of radiation damage, the presence or absence of subjective symptoms, and other matters related to radiation exposure) 被ばく歴の有無（被ばく歴を有する者については、作業の場所、内容及び 期間、放射線障害の有無、自覚症状の有無その他放射線による被ばくに関 する事項）の調査及びその評価 Testing of leukocyte count and differential leukocyte count 白血球数及び白血球百分率の検査 Testing of erythrocyte count, hemoglobin content, and hematocrit value 赤血球数の検査及び血色素量又はヘマトクリット値の検査 Testing of the eyes for cataracts 白内障に関する眼の検査 Skin tests 皮膚の検査 Chapter V Emergency Measures 第５章 緊急時の措置 (Emergency Measures 緊急時の措置) Article 14 第１４条 1 In case of emergency, the University Policies, Rules and Procedures 13.5 shall be followed. When treatment for injured personnel is necessary, priority should be given to contacting the Health Center or the public emergency services based on the procedures of the policy library. 緊急時には、本学の基本方針・ルール・手続き１３．５の手順に沿って対処しなけ ればならない。同手順に沿い、怪我人がいる等の処置が必要な場合は、保健センタ ー又は救急への通報を最優先に行わなければならない。 2 The User shall promptly report the occurrence of any accident or other untoward incidents occurring during the handling of the X-ray Instrument to the immediate supervisor . 使用者は、エックス線装置の取扱いにおいて事故等が発生した場合、遅滞なく、そ の旨を上長に通報しなければならない 3 The supervisor shall take the necessary actions if such report is received. In addition, the supervisor shall report to the Research Safety Section Leader and the Physics Resources Section Leader and receive appropriate instructions. 上長は、前項の通報を受けた場合、必要な措置を執らなければならない。また、研 究安全セクションリーダー及び物理研究支援セクションリーダーに報告し、その指 示を受けなければならない。 Chapter VI Training 第６章 教育訓練 (Training 教育訓練) Article 15 第１５条 The User shall receive training and education on laser safety before the Use. 使用者は、使用を開始する前に、エックス線装置の安全取扱いに係る教育訓練を 受講しなければならない。 8 Chapter VII Additional Provisions 第７章 補則 (Additional Provisions 補則) Article 16 第１６条 In addition to the foregoing, any other matters necessary for the use of X-ray Instrument shall be stipulated separately. この規程に定めるもののほか、エックス線装置の使用に関し必要な事項は別に定 める。 Supplementary Provisions (Rules Version 1.00, February 19, 2014) 附 則（平成２６年２月１９日 第１．００版） These Rules shall come into effect from February 19, 2014. この規程は、平成２６年２月１９日から施行する。 9 X-ray Instrument Use Plan Date of Submission: Month Date, Year Faculty Name (Print) Signature/Seal 1.
