Our government has "inspection system of cars" in Japan. we call it "車検(syaken)", and all of the cars(include motorcycles) must pass this inspection every two years. But some kind of cars are exempted from this system. Under 660cc for cars, and under 250cc for motorcycles. CL72 is 250cc I think, so it caegolized 軽自動車, not 自動車. Yes, 軽自動車 does not need to pass the inspection. This plate is an official certificate of our government. 運輸省 運輸省(unyusyou) is an organization of the government of Japanese Traffic. 型式認定番号 All of the automobiles(include moto) for Japanese domestic market must pass the exams of 運輸省 before putting on the market. When it passed the exams, 運輸省 gives the recognition numbers to the models. 型式認定番号(katashiki nintei bangou) is this. The number of CL72 is 461. ドリームスーパースポーツ It means "Dream Super Sports".
