欠陥に即繋がる事例
 ソフト面要件に対する一例:
 雇用契約書（SEA）や健康証明書、及び船上で
就業するにあたり必要な不可欠な書類の不備又
は記載すべき事項の一部欠落

休息時間の欠如 /労働/休息時間の記録不備
（同様にSTCW条約事項でもある）

 PSC欠陥コードは、前出のNKによる検査によっ
て見出された欠陥の分別（Regulation No.ベー
ス）よりも細分化されている
約13カ月間でNKが関与する船舶における欠陥指
摘 (条約発効日以降2014年9月末まで)
 PSC官に欠陥を指摘された船舶延べ数 : 149 隻

4．まとめ
 PSC欠陥の地域的傾向：
Paris MoU地域、AMSA
で指摘及び拘留が多く見受けられる。
 指摘内容の傾向としては、船員労務（ソフト面）、構
造・設備（ハード面）と幅広く指摘
⇒各地域における船員の労働及び居住条件に
対する認識に依存（地域的背景等）
 本質的な条約要件に対する不適合については、拘
留に繋がっている。

4．まとめ
 PSC官による指摘欠陥内容の傾向は、NKにおけ
る船上検査で見出された欠陥内容の傾向に類似
する。
 MLC
Shipownwer (Company)は、今回例示した
欠陥に留意し、管理船舶に対し是正・改善措置を
図ることが有用である。
 一連の是正・改善措置をとることが、条約要件を継
続的に適合することを確保することになる。
 更に、PSC検船に対する対応策にも繋がる。

注）
上記欠陥例は、NK が何等か関与する船舶（NK 船級、ISM（DOC/SMC）、ISPS、MLC の何れかに
登録）について、条約発効日（2013 年 8 月 20 日）以降 2014 年６月末時点で弊会にて把握したデ
ータの集計に基づく指摘欠陥及び拘留に繋がった指摘欠陥。
尚、同期間（2013 年 8 月 20 日～2014 年６月末）に本条約関連の指摘を受けた NK が何等か関与
する船舶の総数は延べ 96 隻であり、うち拘留された船舶は、延べ 15 隻であった。
拘留した寄港国別拘留隻数は、キプロス：２隻、スペイン：３隻、カナダ：４隻、ロシア：１隻、オラン
ダ：１隻及びオーストラリア：４隻となっており、オーストラリア以外はいずれも Paris MoU の加盟国
であった。
