Recalling its resolution 64/57 of 12 January 2010,

Reiterating the grave concern at the danger to humanity posed by the existence of nuclear
weapons and the possibility that it could be used,

Affirming the only real guarantee against the grave concern of nuclear weapons is their
complete elimination and the assurance that they will never be used or produced again,

Affirming that nuclear disarmament and non-proliferation are mutually equivalent,

核軍縮・不拡散に向けて国際的に交渉されてきた諸条約や拘束力のある措置が根
本的な貢献をしてきたこと、そして一国および多数国間の核軍縮・不拡散措置は国際的な

Reaffirming the commitment of the international community to the goal of the
total
elimination of nuclear weapons and the establishment of a nuclear-weapon-free world,
核兵器の完全な廃棄と、核のない世界の構築が国際社会の究極目標であることを

Emphasizing that nuclear disarmament of nuclear-weapon States is first step to achieve a
nuclear-weapon-free world,

Recognizing according to article Ⅰ of the Treaty on the Non-Proliferation of Nuclear
Weapons all nuclear-weapon States are responsible for the reduction and the total elimination of their
nuclear weapons,

Approving the measures and efforts which some of the nuclear-weapon States have taken
for nuclear disarmament,

Emphasizing importance of observance and universality of NPT on the Non-Proliferation
of Nuclear Weapons in the field of nuclear disarmament and non-proliferation,

Deploring the existing situation that a large number of nuclear weapons are still exist, and
recognizing the need to eliminate the risk that these weapons will ever be used,

、
Affirming an unequivocal undertaking by the all nuclear-weapon States to accomplish the
total elimination of their nuclear arsenals and the importance of the thirteen steps for the systematic
and progressive efforts to achieve the objectives of nuclear disarmament, as agreed in the Final
Document of 2000 Review Conference of the Parties to the Treaty on the Non-Proliferation of
Nuclear Weapon, and that convinced the implementation of the steps leads to the total elimination of
nuclear weapons,
2000 年 NPT 再検討会議での核兵器国の核廃絶への明確な約束と、同会議におい
て合意された核軍縮における 13 項目の具体的措置の重要性を確認し（Affirming）、この履行

Deploring that dismantling the reduced nuclear weapon is not obliged,

Emphasizing that it is important, pending accomplish total elimination of nuclear weapons,
to reduce threat of use of nuclear weapons against non-nuclear-weapon States as well as reduction of
nuclear-weapon deployed and in stockpile,

Recognizing the vital importance of the early entry into force of the Comprehensive
Nuclear-Test-Ban Treaty to the advancement of nuclear disarmament and non-proliferation
objectives, and emphasizing
indispensability of the Treaty for complete nuclear disarmament,
包括的核実験禁止条約の早期の発効が、核軍縮・不拡散体制の前進において重要
であることを再確認し、また核兵器の完全撤廃の為に欠かせないことを強調し、

Welcoming the recent ratifications of the Treaty by Central Africa, Marshall and Trinidad
and Tobago, and the entrance on ratification process of the Treaty by Papua New Guinea and
Indonesia, one of the forty-four needed its entry into force, and strongly desiring the acceleration
towards the early entry into force of the Treaty,
近年の中央アフリカ共和国、マーシャル諸島共和国およびトリニダード・トバゴ
共和国による同条約の批准と、パプアニューギニア及び CTBT 発効要件国であるインドネシ
ア共和国による批准プロセスの開始を歓迎し、CTBT 発効に向けた動きがさらに加速してい
くことを強く望み
Regretting that some states have not signed or ratified the Treaty especially some of the
forty-four needed have not ratified while there has been an increased global momentum to advance
nuclear disarmament, and deploring the existing situation that the Treaty has not yet entered into
force,
しかしながら核軍縮に向かう流れの中で未だに同条約を未署名・未批准の国が存
在すること、特に発効要件国が批准していないことを憂慮し（regretting）

Recognizing that limitation and prohibition of producing fissile material play very
significant role in the process of nuclear disarmament and non-proliferation,

Welcoming the discussion at the Conference on Disarmament has contributed to nuclear
disarmament and non-proliferation, but deeply regretting the failure of starting negotiations on the
treaty banning the production of fissile material for nuclear weapons and other devices,
軍縮会議（CD）での議論が核軍縮・不拡散へ貢献してきたことを歓迎し、しかし
ながら核兵器用およびその他の核爆発装置用の核分裂性物質の生産を禁止する条約の交渉

Recalling the decisions of the 1995 Review and Extension Conference of the Parties to the
Treaty on the Non-Proliferation of Nuclear Weapons and the resolution on the Middle East, and the
Final Document of the 2000 Review Conference of the Parties to the Treaty on the Non-Proliferation
Treaty of Nuclear Weapons,
NPT 締約国における 1995 年再検討・延長会議の決定及び中東に関する決議、な
らびに NPT2000 年再検討会議の最終文書を想起し(Recalling)

Deeply concerned that States not yet party to NPT hinder universality of the Treaty and
amplify international threats of nuclear proliferation,
NPT 未締約国の存在が、NPT の普遍化を妨げ、国際的な核拡散の脅威を増幅して
いる事を深く憂慮し(Deeply concerned)
Underlining that the Non-Proliferation of Nuclear Weapons restrains the parties to the
treaty and that they have a responsibility which is total and well-balanced between nuclear-weapon
States and non-nuclear-weapon States, to observe the treaty strictly;
核不拡散条約は全ての締約国が同条約を厳格に遵守する全面的で、核兵器国と非
核兵器国のバランスのとれた責任を負っていることを強調し(Underlining)
Recalling its resolutions A/RES/49/71 and A/RES/64/53,

Recalling article Ⅰ and Ⅱ of Nuclear Non-proliferation Treaty,

Affirming that establishment of nuclear-weapon-free zone enables to strength an
international nuclear non-proliferation regime including NPT,
非核兵器地帯の設立は国際的な核不拡散体制を強化し、NPT の補完に十分な効果
を発揮することを確認し(Affirming)
Welcoming the establishment of the Africa nuclear-weapon-free zone Treaty and Central
Asia nuclear-weapon-free zone Treaty,
アフリカ非核兵器地帯条約及び中央アジア非核兵器地帯条約の発効を歓迎し
(Welcoming)
Welcoming that, especially in recent years, establishment of nuclear-weapon-free zone
strength an international nuclear non-proliferation system,
各地帯における非核兵器地帯の設立により、近年核不拡散体勢が強化されている
ことを歓迎し(Welcoming)
Affirming the effectiveness of safeguards of International Atomic Energy Agency,
国際原子力機構（IAEA）の保障措置の有用性を確認し(Affirming)
Recognizing the importance of peaceful research, production and use of nuclear energy for

the socio-economic development of all countries, especially developing countries,

Recognizing also the crucial role of article Ⅳ of NPT plays as the main incentive set
forth to encourage non-nuclear weapon States to join the treaty and thereby foster the
nonproliferation regime,
NPT 第４条（原子力の平和利用の項）の役割が、非核兵器国が NPT 条約に賛同す
る主たる動機であり、それにより核兵器の不拡散を推進されていることを認識し、
Recognizing further that the inalienable right of all States parties to nuclear technology for
peaceful purposes without discrimination constitutes the very foundation of NPT and that to question
or challenge the right will undermine the regime created by NPT,
原子力の平和利用は全ての加盟国にとって奪い得ない権利であり、それに対する
疑問や疑念は NPT 体制を損ねるものであるとさらに認識し、
Recognizing further that this inalienable rights in itself emanates from two broader
propositions; propositions that scientific and technological achievements are the common heritage of
humanity and proposition that the requisite balance between rights and obligations is the basis of any
sound legal instrument,
この奪い得ない権利は２つの主題、つまり科学的かつ技術的な進歩は人類共通の
資産であること、そして権利と義務のバランスはいかなる法律文書においても必要用件で
あることから立脚していることを確認し、
Recognizing further that according to article Ⅳ of NPT, nothing in NPT shall be
interpreted as affecting the inalienable right of all parties to develop the research, production and use
of nuclear energy for peaceful purposes without discrimination in conformity with articles Ⅰ and
Ⅱ,
第４条に基づき、NPT 体制化においては、すべての加盟国が分け隔てなく平和利
用を目的とした原子力の活用、生産、研究し、それは何からも妨害されることはなく、第

Recalling that the final document of the 2000 Review Conference, which stipulates that
“the strengthening of IAEA safeguards should not adversely affect the resources available for
technical assistance and cooperation”,
2000 年 NPT 再検討会議の最終合意文書の“IAEA 保障措置協定の拡張は技術的援助
むさし＆あかね
と協力に反する影響を与えるべきではない”という約束を想起し、
Bearing in mind that article Ⅲ , while providing for the undertaking by each
non-nuclear-weapon State to conclude safeguards agreements with the IAEA, is equally explicit in
articulating that the implementation of such safeguards shall be “in a manner designed to comply
with Article Ⅳ of NPT, and to avoid hampering the economic or technological development of the
Parties or international cooperation in the field of peaceful nuclear activities including the
international exchange of nuclear material and equipment for the processing”,
非締約国に対して IAEA 保障措置の締約を要求している第 3 条は、
「IAEA による
保障措置は第 4 条と合致するものでなければならず、かつ経済的、技術的な発展や原子力
の平和利用目的の文脈における国際協力、核物質と処理のための装置の国際的な取引を含
む、を妨げるべきではない」と明文化していることを留意し、

Urges all States to continue effort towards a nuclear-weapon-free world;
すべての加盟国に対し、核のない世界の構築に向けて、引き続き取り組んでいく
ことを要請する。
２、
Calls upon all States to refrain from any action that could lead to a new nuclear
arms race or that could impact negatively on nuclear disarmament and non-proliferation;
すべての加盟国に対し、核軍縮と不拡散に関して行った誓約を守り、また、新た
な核軍拡競争に結びつくような行動や、核軍縮や核不拡散に否定的な影響を与えうるあら
ゆる行動を慎むよう要求する。
３、
Calls upon all nuclear-weapon States to reduce strategic nuclear weapon by
priority, execute nuclear disarmament and the definite undertaking of total elimination of nuclear
weapons in the end with transparency and reliability, and consequently take the following steps;
(a) Deactivating and diminishing the role of nuclear weapons in security policies;
(b) Removing strategic nuclear weapon from practical deployment;
(c) Dismantling nuclear warheads from positioning;
(d) Verifying, controlling and disposing of excessive fissile material from military
purpose;
核兵器国に、戦術的核兵器の削減を優先課題とし、核軍縮そして最終的には核廃
むさし＆あかね
絶の義務を果たすという明確な約束の透明性･信頼性をもった実行、ひいては以下の措置の
実行を要求する（calls upon）。
(a)核兵器の警戒態勢の解除および不活性化
(b)戦略核兵器の実戦配備からの除去
(c) 配備から外された核弾頭の解体
(d)軍事目的から余剰と宣言された核分裂物質の検証、管理および処分

Urges nuclear-weapon States to promote negotiation among them for a new
treaty of nuclear disarmament;
全ての核兵器国に新たな核軍縮条約に向けての議論の促進を要求する（Urges）、
５、
Urges nuclear-weapon States to declare no-first-use and non-use or threat of
use of nuclear weapons against non-nuclear-weapon States, so called negative security assurances,
pending accomplishment of the total elimination, as legally binding instruments;
核兵器国に対し、核廃絶が達成されるまでの間、核兵器を先制使用しないこと、
また、非核兵器国に対して核兵器を使用しないことを法的拘束力を伴う形で明言すること
を要請する(Urges)
６、
Calls upon all states which have not signed or ratified CTBT to ratify the Treaty,
and urges all States to endeavor in order to realize the early entry into force of the Comprehensive
Nuclear Test Ban Treaty and to observe it strictly;
すべての包括的核実験禁止条約（CTBT）の未署名・批准国に対し、早急な同条約
への批准を要求し、すべての加盟国に対し同条約の早期発効にむけた努力と厳格な遵守を
要請する。
７、
Urges all states to uphold a moratorium on nuclear-weapon-test explosions or
any other nuclear explosions pending entry into force of CTBT;
加盟国にＣＴＢＴが発効するまで、核兵器の爆発実験またはその他の核爆発の一
時停止を維持することを要求する。
８、
Calls upon CD to start quickly the negotiations on a non-discriminatory,
internationally and verifiable treaty banning the production of fissile material for nuclear weapons or
other nuclear explosive devices, and Calls upon participating states to commit to the negotiations;
核兵器およびその他の核爆発装置用の核分裂性物質の生産を禁止する、差別的で

なく、国際的で、検証可能な条約の交渉が軍縮会議において早急に開始され、各参加国が
その交渉に積極的に応じることを要求する。

Calls upon all States parties to spare no effort to achieve the universality of NPT,
and urges India, Israel, Pakistan and the Democratic People’s Republic of Korea to scrap nuclear
weapons, and to accord or to rejoin to the Treaty as non-nuclear-weapon States promptly and without
conditions, and to switch any policies that pursue development or deployment of nuclear weapons
clearly and urgently, and not to act any way that may disturb regional and international peace and
security and the efforts of international society toward nuclear disarmament and non-proliferation ;
すべての NPT 締約国に対し、NPT の普遍性の達成に向けて最大限の努力を惜しま
ぬよう求めるとともに、未締約国であるインド・パキスタン・イスラエル及び脱退を表明
した朝鮮民主主義人民共和国に、速やかにかつ無条件に核兵器を廃棄し、非核兵器国とし
て NPT に加盟及び復帰し、核兵器の開発または配備を追求するようないかなる政策をも明
確にかつ緊急に転換させ、そして、地域的および国際的な平和と安全保障、核軍縮と核兵
器の拡散防止に向けた国際社会の努力を損なうようないかなる行動も取らないことを要請
する(Urges)。
１０、 Encourages and Supports the establishment of nuclear-weapon-free zone
especially in the Middle East and South Asia, and Urges all States in the region to take all measure to
establish of it;
特に中東と南アジアにおける、新たな非核兵器地帯の設立を奨励し、支持し
(Encourages and Supports)、同地帯内の全ての国家に、非核兵器地帯設立のためのあらゆる手
段を実行することを要請する(Urges)
１１、 Urges all states not to conclude the safeguards of IAEA rapidly to conclude
INFCIRC/153-type agreement and to take their domestic nuclear activities under the watch of IAEA;
未だに IAEA の保障措置協定を受け入れていない全ての国家に、包括的保障措置を
受け入れ、国内の原子力活動を速やかに IAEA の観察下に置くことを要請する(Urges)
１２、 Reaffirms that to establish a balance between security concerns and the
socio-economic requirements for developments, especially for developing countries, article Ⅳ of
NPT guarantees “the inalienable right of all the Parties to develop research, production and use of
nuclear energy for peaceful purposes without discrimination and in conformity with Articles Ⅰand
Ⅱ” and provides for an undertaking by all parties “to facilitate, and have the right to participate in,
the fullest possible exchange of equipment, materials and scientific and technological information
for the peaceful uses of nuclear energy”;

安全保障上の懸念と開発のための社会経済的な必要要件のバランス、特に途上国
のバランスの確立のために、第 4 条は以下のことを保証している；この条約のいかなる規
定も第 1 条、第 2 条の規定に従って平和的利用目的のための原子力の研究、生産及び利用
を発展させることにすべての締約国の奪い得ない権利に影響を及ぼすものはなく、かつそ
の権利を行使し促進するために、原子力の平和利用のための、装置と核物質と科学的技術
的な情報の交換はすべての締約国に保証されていることを再確認し、
１３、 Reaffirms that the safeguards required by article Ⅲ shall be implemented in a
manner designed to comply with article Ⅳ of NPT and to avoid hampering the economic or
technological development of the parties or international cooperation in the field of peaceful nuclear
activities, including the international exchange of nuclear material and equipment for the processing,
use or production of nuclear material for peaceful purposes, in accordance with the provisions of this
article and the principle of safeguarding set forth in the preamble of NPT;
第3条で求められる保障措置は、第4条と合致するものでなければならず、かつ経
済的、技術的な発展や原子力の平和利用目的の文脈における国際協力、核物質と処理のた
めの装置の国際的な取引を含む、を妨げるべきではないと再確認し、
１４、 Decides to include in the provisional agenda of its sixty-sixth session an item
entitled “Towards a nuclear-weapon free world: accelerating the implementation of nuclear
disarmament commitments”, and to review the implementation of the present resolution at that
session.
第６６回会合の仮議題に「核兵器のない世界へ：核軍縮に関する誓約の履行を加
速する」と題された項目を含め、本会議の履行状況を同会合で点検することを決定する。
