Inland waterways and inland ports CEF CALL Infoday, Brussels, 10 October 2014 Marc Vanderhaegen, DG MOVE 1 General objective • Support the implementation of the Commission's NAIADES II Communication, which aims for inland navigation transport to become a quality mode of transport: well-governed, efficient, safe, integrated into the intermodal chain, with quality jobs occupied by a skilled workforce, and adhering to high environmental standards. 2 Inland waterway/inland ports general provisions as regards infrastructure (NAIADES II) • Priority for filling missing links, clearing important bottlenecks, deploying innovative technology, improving intermodal connections and developing smart infrastructure. • Sea and inland ports should receive particular attention as regards inland waterway-friendly access and facilities. • The ports are encouraged to strengthen cooperation and coordinate investment across TEN-T corridors 3 TEN-T requirements – Inland ports – comprehensive network (Article 15) • Inland ports are connected with the road or rail infrastructure. • Inland ports offer at least one freight terminal open to all operators in a non-discriminatory way and apply transparent charges. 4 TEN-T requirements – Inland waterways network (Articles 15 and 39) • Rivers, canals and lakes comply with the minimum requirements for class IV waterways as laid down in the ECMT classification of inland waterways and have continuous bridge clearance • Rivers, canals and lakes are maintained so as to preserve good navigation status, while respecting the applicable environmental law; • Rivers, canals and lakes are equipped with RIS; • Availability of alternative clean fuels 5 CEF call priorities Inland waterways • Upgrade of waterways more stable, better navigation conditions and/or more capacity • Upgrading, modernisation (including remote control) and building of locks • Increase under-bridge clearance • Creation and/or upgrade of infrastructure for mooring and waterside operations • Create new waterways if pre-identified under the Multi Annual Programme, otherwise under AP/Annex 2 • Facilities for ice-breaking, hydrological services, dredging 6 CEF call priorities – Inland ports (1) - Provide access to inland ports and connections of inland ports to rail and road sections of the core network - Improve access of inland ports to waterways (incl navigational aids) - Upgrade basic infrastructure in inland ports (quaywalls, jetties) - Provide waterside terminals with better infrastructure (storage, stacking areas) 7 CEF call priorities – Inland ports (2) - Reception facilities for oil and other waste - ICT applications eg. Single window, streamlining formalities ≠ RIS - Providing or improving road/rail access and connections within inland ports 8 CEF call priorities – Inland ports (3) - Facilities for loading/transhipment, ice-breaking, hydrological service, dredging - Implementation of fixed infrastructure to supply alternative energy eg. LNG bunkering, shore-side electricity 9 Inland waterway/port projects: targeting the right call (1) Multi-Annual Work Programme Funding objective 1 Corridors and other pre-identified sections of the core network (annexes 1 and 2) Annual Work Programme Funding objective 1 Funding objective 4 Cohesion countries Corridors and other pre-identified sections of the core network (annexes 1 and 2) Core network (outside the pre-identified sections) and comprehensive network (annexes 1 and 2) 10 Interventions Eligible for Funding INLAND WATERWAYS INLAND WATERWAYS MAP – FO 1 Annex I Pre-identified projects*: on the Core Network Corridors (CNC) on other sections of the Core Network Other projects on the Core Network Comprehensive Network** Annex II AP Annex I Annex II ✓ ✓ ✓ ✓ *Annex I - Reg 1316/2013 ** Support for waterways which are below the core network threshold (class IV) 11 Interventions Eligible for Funding Core Inland ports CORE INLAND PORTS MAP – FO 1 Annex I Pre-identified projects*: on the Core Network Corridors (CNC) on other sections of the Core Network Other projects (non pre-identified) on the Core Network Annex II AP Annex I Annex II ✓ ✓ ✓ Comprehensive Network *Annex I - Reg 1316/2013 12 Interventions Eligible for Funding Comprehensive Inland ports COMPREHENSIVE INLAND PORTS MAP – FO 1 Annex I Pre-identified projects*: on the Core Network Corridors (CNC)** on other sections of the Core Network** Other projects (non pre-identified) on the Core Network** Annex II AP Annex I Annex II ✓ ✓ ✓ Comprehensive Network*** *Annex I - Reg 1316/2013 ** only for waterside infrastructure development *** only for non-waterside infrastructure development ✓ 13 What is a waterside inland port development? Development projects that enhance the capacity or improve the multimodal connection of waterborne transport operations ! Inland port rail infrastructure development located next to the waterway but not meant to facilitate rail/water intermodality is not a waterside inland port development ! 14 What if my project is not on the TENT core network? The Annual programme allows to support: - studies or works to upgrade inland waterways not on the network to reach core network threshold, Class IV or above - studies on the creation of new waterways 15 Are non-waterside comprehensive inland ports supported? - The Annual programme under priority A2 allows support to inland port developments which are not exclusively dedicated to waterside infrastructure and waterborne operations - These developments will cover the same areas as under the MAP Call but will be focused on the improvement of the port’s general infrastructure, functioning and multi-modal connections 16 GENERAL REMARKS (1) • Fixed infrastructure for alternative energy and facilities for ice-breaking, dredging, hydrological and loading/transhipment to be proposed only as part of a wider project focused on IWT basic infrastructure upgrading and/or waterside terminals. • Projects focused on the creation/improvement of multimodal logistics platforms should be submitted under the dedicated priority under MAP and AP calls. 17 GENERAL REMARKS (2) • Infrastructure and facilities must be accessible for use by all operators on a non-discriminatory basis • Financial support for terminals/platforms and for loading and transhipment facilities must be duly justified • The use of financial instruments should be considered where appropriate • Maintenance operations cannot be supported 18 Other Inland waterway-relevant topics Multi-Annual programme • Funding Objective 2 A1 New Technologies and Innovation • Funding Objective • Funding Objective • Funding Objective • Funding Objective platforms 3 3 3 3 A2 A4 A5 A6 River Information services Motorways of the Sea (Urban) nodes Multimodal logistic 19 Other Inland waterway-relevant topics Annual programme • A3 Connect TEN-T with neighbouring countries • A4 New Technologies and Innovation • A5 Freight transport services • A10 Multimodal logistic platforms 20 Thank you for your attention!
