INTRODUCTIE
In het voorjaar van 2013 initieerde Crimson
Architectural Historians ter afsluiting van de
dagelijkse leiding van het projectbureau de
Hofbogen een ontwerpschets voor het 1.9 km
lange dak van het voormalige spoorviaduct
de Hofbogen.1 Crimson ondernam dit
samen met Londens ontwerpbureau muf
architecture/art. De schets vormt een
verdere uitwerking van de Toekomstvisie
De Hofbogen. Het Langste Gebouw van
Rotterdam die in 2008 door Hofbogen BV
werd gepresenteerd. In deze visie werden
na een uitgebreide analyse van het gebouw
en haar omgeving een reeks ideeën en
plannen voor de toekomst het voormalige
Hofpleinviaduct uiteengezet, zowel in als op
de bogen. Nu, zes jaar later is het tijd voor
een herziening, waarbij de ideeën van de
Toekomstvisie in een nieuw kader geplaatst
worden.
het belang van het bereiken van twee schalen
zowel die van de buurt als van de stad.
De plannen die in de Toekomstvisie werden
gepresenteerd waren immers grotendeels
(financieel) afhankelijk van een aantal
grootschalige ontwikkelingsprojecten die
rondom het viaduct gepland waren. Als
direct gevolg van de huidige economische
crisis zijn vrijwel alle voorgenomen
investeringen in gebieden als Pompenburg,
het Zomerhofkwartier, Bergpolder Zuid en
het ‘RET terrein’, uitgesteld tot onbepaalde
orde. De kans op een integrale uitvoering
van een transformatieproject zoals
de Hofbogen is daarmee zo goed als
uitgesloten. De gewijzigde situatie vroeg
om een aanpassing van de oorspronkelijke
ideeen over de toekomst van de Hofbogen.
Belangrijkste voorwaarde was echter dat
er met deze aanpassing inhoudelijk niet
getornd werd aan de randvoorwaarden uit de
Toekomstvisie. Deze waren: het bestendigen
en benadrukken van de monumentaliteit
van het viaduct, het versterken van de
verbondenheid met de ruimtelijke context en
Crimson koos er voor om met Londens
ontwerpbureau muf te werken omdat het
ruimschootse ervaring had met het doen van
historisch onderzoek gecombineerd met het
ontwerp van aangename publieke ruimte,
zoals parken, speelplekken en pleinen. De
ontwerpen van muf worden gekenmerkt door
subtiele vaak onopvallende ingrepen die
echter groots effect sorteren. Interessante
voorbeeld hiervan is het High Street Project
(2012) van muf, een serie kleinschalige en
bescheiden interventies in een stratenreeks
die de stad Londen vanuit Aldgate verbindt
met Miles End. Onderdeel van dit project is
onder andere Miles End Bridge, een sfeervol
parkje gesitueerd op een brug. De opgave van
High Street was overeenkomstig met die van
Hofbogen, vanwege de langgerekte structuur
van de straten die verschillende wijken en
stedelijke situaties doorsnijdt, waardoor elke
interventie een andere vraag, karakter en
schaal kent.

Deze studie maakt deel van omvangrijkere
studie die het projectbureau Hofbogen in 2013 heeft
ondernomen naar de toekomst van de Hofbogen,
mogelijk gemaakt met een subsidie van de Rijksdienst
van Cultureel Erfgoed. In deze studie onderzoekt zij de
mogelijkheden en de haalbaarheid van een herbestemming van het 1,9 km lange dak. Naast de inhoudelijke
en organisatorische potenties van het dak werden
tevens de bouwtechnische staat en de bouwhistorische
waarden van het object geanalyseerd.

Het doel van deze actualisatie is uiteindelijk
om de positie van de Hofbogen als belangrijk
Rotterdams industrieel erfgoed niet uit het
oog te verliezen. Juist nu in deze tumultueuze
periode van economische neergang,
bezuinigingen en reorganisaties is een
superviserend lange termijn beeld nodig om
de verschillende ontwikkelingen rondom de
Hofbogen samen te kunnen binden. Tenslotte
vormt de actualisatie tevens een pleidooi voor
de lange adem, voor het vasthouden van een
integrale visie over de Hofbogen op de lange
termijn, ongeacht wie de eigenaar ook is van
de Hofbogen of in de toekomst ook zal zijn.
De lijn
Muf gebruikte voor Hofbogen het scenario
van de Toekomstvisie als onderlegger en
borduurde voort op het uitgangspunt om
met het dakprogramma aan te sluiten op de
ontwikkelingen in de belendende delen. Ze
gebruikt voor de inrichting van het dak heel
toepasselijk het ordeningsschema van een
treinstel, een lange slurf die uit een reeks
wagons bestaat. De wagons kunnen alle

een verschillend karakter en verschillend
gebruik hebben zoals een eerste en
tweede klasse, een stationsrestauratie,
slaap- en werkcabines maar worden
bijeengehouden door het looppad dat
door de compartimenten heen slingert.
Soms loopt het pad langs de slaapcabines
en soms tussen de rijen stoelen door. Zo
ook vat muf de 1,9 km Hofbogen op, met
verschillende compartimenten die allen
een eigen ordening en eigen atmosfeer
hebben en die afzonderlijk van elkaar en
in een eigen tempo ingericht, gebruikt
en ontdekt kunnen worden door en met
de partijen, instellingen en bewoners die
daar belang bij hebben. In tegenstelling
tot de eerder genoemde stil komen
te liggen grote ontwikkelingslocaties
van de Toekomstvisie zocht muf nu juist
aansluiting bij de meer kleinschalige en
minder voor de hand liggende buurt- en
wijkontwikkelingen. Deze zijn gemakkelijker
uitvoerbaar en niet afhankelijk van grotere
risicovollere ontwikkelingen. Voorbeelden
van mogelijk in te richten compartimenten
zijn bijvoorbeeld een kruidentuin voor het
Gezondheidscentrum aan de Voorburgstraat,
een uitbreiding van de volkstuinen aan
het Gordelpad, de buurtscholen aan de
Vijverhofstraat of een verbinding met het
Grafisch Lyceum. Belangrijk is echter dat het
scenario alle ruimte open laat voor andere
initiatieven en ideeen die zich in de toekomst
aandienen. In dit schema worden slechts
suggesties geboden.
De inrichting van de compartimenten kennen
alle hun eigen (zelf)organisatie, eigendom
of beheerssituatie, fasering en eigen
tempo maar vormen door het slingerende
wandelpad toch een coherent geheel. Om
de situatie beheersbaar te maken kunnen
de compartimenten tijdelijk omheind
worden zodat er niet over rest van het
viaduct gezworven kan worden, en daarmee
veiligheidsincidenten kunnen worden
voorkomen. In de tussenliggende delen is
ruimte voor langgerektere low maintenance
projecten zoals langgerekte lavendel- of
bloemenvelden en biodiversiteitsprojecten.
Al de ingrepen zijn relatief eenvoudig uit te
voeren, onderhoudsarm en hebben groot
effect voor de wijk. Daarnaast zijn dit soort
projecten beheersbaar doordat ze niet
toegankelijk zijn voor het publiek en zijn de
eenmalige aanlegkosten betaalbaar vanwege
een varieteit aan groensubsidies die hiervoor
beschikbaar zijn. Naar mate de projecten
zich uitbreiden groeien ze steeds meer
naar elkaar toe, waarna de trein tenslotte
‘compleet’ is.

Muf laat het echter niet bij het scheppen
van impressies maar werkte tegelijkertijd
een eerste compartiment concreet uit
als casestudy, namelijk het dak van
Station Hofplein. Ze maakte daarbij
gebruik van de talloze ervaringen die de
afgelopen zeven jaar werden opgedaan
met het gebruik van het dak als semi
publiek evenemententerrein. De volgende
uitgangspunten waren daar bovendien
leidend bij, namelijk het creeren van een
groen gebied dat enerzijds geschikt is
voor het houden van publieke events maar
vooral ook buiten de events uitnodigt
tot comfortabel verblijf in het groen met
uniek uitzicht over de skyline van de stad
Rotterdam. Daarbij dient in verband met het
betreden van verhoogde publieke ruimte
altijd rekenschap gegeven te worden van
het veiligheid. Behoud van de aanwezige
historische lagen op het dak zoals de perrons
en de overkapping, het wilde “park” en de
fundamenten van de voormalige bowlingbak.
Daarnaast moest er verbinding gezocht

worden met het reeds aanwezige programma
in het Station zelf en voorzien in nieuwe
verbindingen en of opgangen die betreding
en toegang meer evident maken dan nu, met
als wens meer verbinding te zoeken met
de nabijgelegen scholen voor middelbaar
beroepsonderwijs aan de Heer Bokelweg.
Tenslotte, diende het ontwerp met minimale
financiele middelen tot stand te kunnen
komen.
Het heeft geleid tot een ontwerp waarbij
muf het dak opvat als een mini memorial
aan de stad Rotterdam, een plek van kansen
en samenvloeiing. Een tussenplek waarvan
de schaal en weidsheid zich in alle glorie
presenteert bij het betreden ervan. Een
plek vol tegenstellingen met enerzijds een
dynamische kant aan de noordzijde met de
spectaculaire uitkijk naar de skyline van
Rotterdam en anderzijds een passieve kant
aan de noordzijde, dat toegang vormt tot
het meer verstilde vervolg van het viaduct
richting de woonwijken. Het ontwerp volgt
de bestaande historische structuur van het
dak met de fundamenten van de voormalige
bowlingbak, de perrons en overkapping en
de wilde tuin. De voormalige ‘bowlingbak’
wordt ingezet als eventterrein maar krijgt
een intiemer karakter doordat eerste twee
traveeën tegen de eindwand aan worden
ingezaaid als graanveld. Hiermee vormt het
bovendien een natuurlijke bescherming
tegen te zware belasting aan die zijde. Het
eventterrein wordt gescheiden van het
parkdeel door een verhoogd plateau dat de
perrons met de rest van het dak verbindt
en waar een houten tribune is gesitueerd.
De tribune is deels een ‘overblijfsel’ van de
constructie die is gemaakt ten behoeve
van de voorstellingen van de theatergroep
Wunderbaum, die in de zomer van 2013 op
het dak van Station Hofplein plaatsvonden,
als opwarmer voor de definitieve
bestemming van het dak. Wanneer er
geen sprake is van events kan de tribune
gebruikt worden als zonnedek, waar de
bezoeker van het dak heerlijk kan zitten
met een versnapering, terwijl de kinderen
een balletje trappen in het bloemenveld.

The elevated landscape of the Hofbogen is
both an escape from the city and a way into
the neighborhood in which it sits. Use and
investment into the Hofbogen lends itself
to an incremental and phased approach, it
can be transformed one compartment at a
time. We propose that individual plots can
be brought into use along its length with
possibly different guardians with a provision
each section must include a public right of
way.

The first two sections to be made public and
enriched would be the firstly Station Hofplein
and at its conclusion (Gordelpad) a first
floor extension to the existing allotments.
We propose a model of husbandry of small
parcels of the Hofbogen, sites of interest,
which will make a reason for a route
between them. The best way to determine
the character of each piece is to look at the
adjacencies and potential local hosts who
can in turn attract others. Drawing on the
resources within the localities, which the
Hofbogen passes through can, in time, make
the Hofbogen a threshold.

Phase 3
Two platform lifts, one for the refurbished
station and a second at the far end by the
allotments. This move demonstrates not
only that the Hofbogen is for all, but also it
is as much a local amenity as a Rotterdam
wide. The train is a good paradigm for an
incremental opening up of the Hofbogen, one
compartment at a time. This proposal for a
slower adoption each piece transfers the
question “why not the whole thing?” to others.
The possible atmospheres, activities and
material properties of each “compartment”
can be explored with and through the
organizations, institutions and people that
sit alongside the Hofbogen. A train also offers
the spatial paradigm for the route from one
end of the Hofbogen to the other. Rather than
a monotonous relationship between the path
and the 7 meter width of space it can change
according to what it passes. Just as in a train,
sometimes you are voyeur to other people’s
lives from the corridor, sometimes there is
a Maître D’ to show you to your place and at
others you make your own way to your seat
or the bar. Ideally the Hofbogen will be more
than one thing at a time: national monument,
neighborhood resource, shared garden, an
extension for an institutions’ balcony.

The area covers about 1000sqm. There is
growing interest in urban foraging and the
deliberate planting of productive landscapes
elsewhere in the Netherlands. The local
residents association is committed to joint
working with the municipality to “green” the
neighborhood. A garden, approached by stair
and platform lift could be established with
relatively modest means. The garden could
be fenced around its perimeter and accessed
from the allotment gardens with agreed
public visiting hours.

A proposal for establishing a garden at the
Southern end of the Hofbogen. Just like
beginning with the corners of a jigsaw and
filling in the pieces in-between this first
step would act as a counterpoint to the
refurbished Station Hofplein and imply a
connection between the two in the future.
Located to the West of the Hofbogen, just in
front of the Noordercanal and highway, lies
the Gordelpad Allotments. Blijberg School
used to use these allotments (their ‘school
gardens’) with regular classes held outdoors.
After funding cuts this was discontinued
and the allotments now operate as a
neighborhood initiative.

The former Station Bergweg is ready for
occupation after some light restoration. A
proposal for an area of the accessible track
with an outside deck, a cafe within the old
station waiting area. This raised area would
be flanked on either side by accessible
track-level gardens. Past a barrier line the
track becomes inaccessible but the garden
continues along, growing wild.

garden is planted as a correspondence
between the courtyard and the playground

Provisions vs. Provision
Model One
The women’s housing, Hofje Vrouwe
Groenevelts Liefdegesticht, like the
Hofbogen, is a historic monument. An
intricate gleaming mosaic is positioned
Westwardly facing the Hofbogen. It
comprises of eighteen compact homes for
single women arranged around a generous
shared garden. There are chairs, a bench,
flowers in planters, making some slight
physical incursions onto the courtyard.
These small visible signs of occupation
add rather than destract from this space,
pervaying with a sense a careful and caringness to it.
Model Two
In the playground play is prescribed –areas
are marked for specific activities with
equipment fixed to the ground. A shipping
container located adjacent to the Hofbogen
stores mobile soft play, which is more open
ended in its use. The vision for Hofbogen
should include the idea an ‘uplift’ for the
neighborhood- the open ended over the
open ended over the fixed, provisions over
provision.

There could be a
SCHOOL / WORK PLACE EXTENSION
The Grafisch Lyceum is the largest
vocational media institute in Netherlands,
with 3500 students. It is bursting with
kit and resources. The institution states
its commitment to establishing industry
connections including supporting
internships. Given the creative industries
located in the neighborhood the Grafisch
Lyceum does not have to look far. In the
building on the opposite side of the Hofbogen
tenants include web designers, fashion
companies, architects and jewelers. All
disciplines relevant to the students studies
-class rooms and studios visible to each
other. The companies based there are

not big enough to afford the software and
hardware that the college possesses. The
inventory of the college’s resources suggests
extraordinary possibilities for a culture
of bartering where the Hofbogen is the
symbolic site of exchange. The refurbishment
of the station (and arches) could be a site
for collaborations between local practices
and the collage, expanding the ambitions
of students. There are multiple spatial
manifestations these collaborations could
take.

There could still be
WILDERNESS
Spontaneous vegetation above the MiniMall
7Seasons has been working on
strengthening and increasing biodiversity
into the northern parts of Rotterdam.
Their project Atelier Biobogen focused on
the Hofbogen. The former railway viaduct
(both on, in and along the track) proofs
to be a fantastic laboratory space for the
development of city nature and large scale,
ecologically sound greenery. By adding green
interventions that are low in maintenance,
the long stretch of the Hofbogen can be
part of a much larger ecological network in
the city of Rotterdam. Connection with the
lower arches can be reached by developing
luscious green walls in public space along
the Hofbogen and by turning unused arched
spaces into batcaves or pocket-gardens!

After a couple of years the biotope will be
strong enough to add a modest ‘natural’
walkway for people to enjoy this piece of city
nature.

Atelier Biobogen:

people, then at least it will be accessible for

STATION HOFPLEIN
Around the site:
Current conditions on the roof Station Hofplein:
The Luchtsingel opens onto the Hofplein
Theatre Garden. It exploits the elements
of the former station to make a new public
space, which operates as a publically
accessible garden with its covered platform
and at the same time an introduction and
demonstration project to the possibilities for
the Hofbogen as a whole. It is simultaneously
a green space for all and with space for
individual cultivation, a formal and informal
performance space, it exploits the existing
infrastructure and expands its use. See the
drawing on the next pages.
