WEDSTRIJDREGLEMENT
Artikel 1. Organisatie
De KEIZER DER JUNIORES wordt georganiseerd door
KVC De Verenigde Vrienden Koksijde vzw met zetel te
8670 Koksijde – Hoge Duinenlaan 2, en volgens de
reglementen van de Union Cycliste Internationale. De
wedstrijd wordt gereden van zaterdag 20 september
2014 tot zondag 21 september 2014 en telt 3 ritten.

Rit 1 te Reningelst: 99 km (3 x 23,600 km + 3 x 9,400
km)

Zondag 21 september 2014
Rit 2 te Wulpen: 6 km (tijdrit)

Rit 3 te Koksijde: 102,200 km (8 x 12,770 km)

De inschrijving van de deelnemers en het ophalen van
de rugnummers door de ploegleiders is voorzien in de
permanentie van 10u00 tot 11u45. De vergadering met
de ploegleiders, georganiseerd volgens artikel 1.2.087
van het UCI reglement en in aanwezigheid van de leden
van het College van Commissarissen, is voorzien op
zaterdag 20 september 2014 om 12u00 en heeft plaats
in Dorpshuis Rookop, Heuvellandseweg 1 te 8970
Reningelst.
Artikel 5. Startorde individuele tijdrit
De startorde van de renners bij de individuele tijdrit wordt
bepaald in de omgekeerde volgorde van het algemeen
individueel tijdklassement na de eerste rit. De renners
starten om de minuut. Elke renner mag gevolgd worden
door een wagen. Het College van Commissarissen kan
in overleg met de organisator het aantal deelnemers aan
de tijdrit wijzigen alsook de startvolgorde, dit om te
beletten dat 2 renners van dezelfde ploeg elkaar zouden
volgen. Er is geen bevoorrading toegelaten. De tijden
opgenomen door de tijdopnemer zullen worden afgerond
naar beneden tot op de seconde. Enkel voor het
opmaken van de uitslag van de individuele tijdrit zullen
de 100sten/seconde in aanmerking komen.
Artikel 6. Radio-Tour
De wedstrijdinformatie wordt uitgezonden op frequentie
160.10625 MHz – kanaal 2.
Artikel 2. Type wedstrijd
De wedstrijd is ingeschreven op de UCI kalender MJ 2.1
en voorbehouden voor Mannen Juniors.
Artikel 7. Neutrale technische bijstand
De organisator stelt 3 neutrale wagens, twee

Conform artikel 2.1.005 van het UCI-reglement staat de

Artikel 9. Technische gids
De gedetailleerde wegwijzer en de technische
inlichtingen van elke rit in het bijzonder verschijnen in
de brochure van de “Keizer der Juniores 2014” die zal
worden toegestuurd na de officiële inschrijving. Alle
gegevens zijn ook terug te vinden op de officiële
website www.veloclubkoksijde.be.
Artikel 10. Verzet
Het maximaal toegelaten verzet is 7,93 m (52x14).
Artikel 11. Tijdsoverschrijding
In functie van de aard en de moeilijkheidsgraad van de
ritten zijn de limieten variabel:
 ritten met gemiddelde moeilijkheidsgraad (rit 1
en 3): 15%
 individuele tijdrit (rit 2): 25%
Overeenkomstig artikel 2.6.032 van het UCI reglement
kan het College van Commissarissen enkel in
uitzonderlijke gevallen, bij onvoorziene omstandigheden
en in geval van overmacht de tijdslimieten verhogen na
raadpleging van de organisator.
Artikel 12. Klassementen
Algemeen Individueel Tijdsklassement
Het Algemeen Individueel Tijdsklassement wordt
opgesteld door de optelling der tijden behaald in elke rit
afzonderlijk opgenomen door de tijdopnemers.
In geval van gelijkheid worden de fracties van seconden
geregistreerd tijdens de tijdrit meegerekend in de totale
tijd teneinde de renners met een gelijke tijd te kunnen
onderscheiden. Indien nog steeds gelijk zal het totaal
van de plaatsen behaald in de verschillende ritten
tellen. In laatste instantie zal de plaats die bekomen
werd tijdens de laatste rit in overweging genomen
worden (art.2.6.15).
Bergklassement
Het algemeen bergklassement wordt opgesteld door de
optelling der punten bekomen bij het overschrijden van
elke helling. Per helling worden volgende punten
toegekend:
Zaterdag: Kasteelmolen (3 beklimmingen) 5 – 3 – 2 /
Vidaigneberg (3 beklimmingen) 5 – 3 – 2 / Baneberg (3
beklimmingen) 5 – 3 – 2

individuele bergklassement worden de volgende criteria
gehanteerd totdat een scheiding verkregen wordt:
1. aantal eerste plaatsen op de beklimmingen met de
hoogste quotering
2. aantal eerste plaatsen op de beklimmingen met de
volgende quotering, enz.
3. algemene individuele klassering op tijd
Om in aanmerking te komen voor het algemeen
bergklassement dient de betrokken renner de
aankomstlijn van de laatste rit te overschrijden.

Artikel 14. Antidoping
Het UCI antidopingreglement alsook de Belgische
wetgeving ter zake zijn van toepassing in deze
wedstrijd. De antidoping controle zal doorgaan op
volgende plaatsen:

Article 15 Protocol
Conform artikel 1.2.112 van het UCI-reglement moeten
volgende renners zich na elke rit op het podium melden:



de eerste drie renners van elke rit
de leider van het Algemeen Individueel
Tijdsklassement
de leider van het Bergklassement
Ze moeten zich binnen de 15 minuten aanbieden na
hun aankomst.
Na rit 3 moeten volgende renners zich op het podium
melden:

de eerste drie renners in de rituitslag
de eerste drie renners in het Algemeen
Individueel Tijdsklassement
de eerste drie renners in het Bergklassement
Artikel 16. Boeten
Het UCI-barema der boeten en straffen is van
toepassing.
Artikel 17. Leiderstruien
Alle leiderstruien moeten worden gedragen. Indien een
renner leider is in diverse klassementen dan moet hij de
trui dragen volgens de belangrijkheid van het
klassement: Algemeen Individueel Tijdsklassement
(BLAUW) – Algemeen Bergklassement (ROOD).
Artikel 18. Varia
Door deelneming aan de “Keizer der Juniores 2014”
erkennen de renners, ploegleiders en alle volgers dat zij
kennis genomen hebben van dit reglement en het in zijn
geheel aanvaarden.

Article 1. Organisation
L’épreuve KEIZER DER JUNIORES est organisée par le
KVC De Verenigde Vrienden Koksijde vzw avec siège à
8670 Koksijde – Hoge Duinenlaan 2, et sous les
règlements de l’Union Cycliste Internationale. Elle se
dispute du samedi 20 septembre 2014 au dimanche 21
septembre 2014 en trois étapes.

Article 2. Type d’épreuve
L’épreuve est réservée au catégorie Hommes Juniors et
est inscrite au calendrier UCI MJ 2.1.
Article 3. Participation
Conformément à l’article 2.1.005 du règlement UCI,
l’épreuve est ouverte aux équipes suivantes : équipes
nationales, équipes régionales, équipes de club et
équipes mixtes. Conformément à l’article 2.2.003 du
règlement UCI, le nombre de coureurs par équipe est de
minimum 4 et de maximum 6 coureurs. L’engagement
des équipes se fera exclusivement au moyen du
formulaire officiel UCI et doivent parvenir avant le 15
septembre 2014 au secrétariat de l’épreuve. En cas de
désistement d’une équipe, celle-ci se verra infliger une
amende conformément à la réglementation de l’UCI.
Article 5. Ordre de départ pour le prologue et les

L’ordre de départ de la course individuel contre la
montre sera l’inverse du classement général individuel
à l’issue de la 1ière étape. Le départ est à chaque minute.
Toutefois, le Collège des Commissaires peut en
concertation avec l’organisateur modifier le nombre des
partants et l’ordre de départ afin d’éviter que 2 coureurs
d’une même équipe se suivent. Les temps enregistrés
des chronométreurs seront reportés vers le bas jusqu’à
la seconde. Seulement pour le classement du coursecontre-la montre les 100tièmes/secondes seront prise
en charge.
Article 6. Radio-Tour
Les informations courses sont émises sur la fréquence

Article 7. Assistance technique neutre
L’organisateur met à la disposition 3 voitures neutres
équipées de matériel de dépannage, 2 ambulances et
une voiture avec un médecin.
Article 8. Incidents de course dans les 3 derniers
kilometres
En cas de chute, de crevaison ou d’incident mécanique
düment constaté dans les 3 derniers kilomètres d’une
étappe en ligne, le ou les coureur(s) accidenté est
crédité du temps du coureur en compagnie duquel ils se
trouvaient au moment de l’accident. Son ou leur
classement sera celui du franchissement de la ligne
d’arrivée. Si à la suite d’une chute après le passage de
la ligne des 3 derniers kilomètres d’une étappe en ligne
un coureur est dans l’impossibilité de franchir la ligne
d’arrivée, il sera classé à la dernière place de l’étappe
Article 4. Permanence

Article 10. Developpement
Pour les coureurs le développement maximum autorisé
est de 7,93 mètres (52x14).
Article 11. Délais d’arrivée
En fonction des caractéristiques des étapes, les délais
d’arrivée ont été fixés comme suit:


étappes de moyenne difficulté (étape 1 et 3) :
15%
étappes contre la montre (étape 2) : 25%
Conformément à l’article 2.6.032 du règlement UCI, le
Collège des Commissaires peut prolonger les délais
d’arrivée après consultation de l’organisateur et
uniquement en cas exceptionnel, imprévisibles et par
force majeure.
Article 12. Classements
Classement général au temps individuel
Le classement général au temps individuel se fait sur les
temps enregistrés par les chronométreurs. En cas
d’égalité les centièmes de seconde enregistrés lors des
étapes contre la montre individuelles sont réincorporées
dans le temps total pour départager les coureurs ex
aequo. En cas de nouvelle égalité il est fait appel à
l’addition des places obtenues à chaque étape et en
dernier ressort, à la place obtenue dans la dernière étape
disputée.
Classement du prix de montagne
Le classement du prix de montagne s’établit par
l’addition des points suivants pendant le passage de
chaque montée:

Le barème de pénalités de l’UCI est le seul applicable.
Article 17. Maillots de leader
Les maillots de leaders doivent être portés. Si un coureur
est leader dans plusieurs classements, il devra porter le
maillot selon l’importance des classements : Classement
Général Individuel au Temps (BLEU) – Classement
général de la Montagne (ROUGE).
Article 18. Varia
Toute équipe inscrite au « Keizer der Juniores 2014 »
déclare avoir pris connaissance du présent règlement et
l’accepter dans son intégralité.

Article 1. Organization
The KEIZER DER JUNIORES is organized by KVC De
Verenigde Vrienden Koksijde vzw – Hoge Duinenlaan 2
– 8670 Koksijde, and under the regulations of the
International Cycling Union. The race is to be held from
Saturday 20 September 2014 till Sunday 21 September
2014 and will comprise three stages.

Article 2. Type of event
The event is reserved to Men Juniors and is included on
the UCI calendar MJ 2.1.
Article 3. Participation
As per article 2.1.005 of the UCI regulations, the event is
open to the following teams: national teams, regional
teams, club teams, mixte teams. As per article 2.2.003 of
the UCI regulations, teams must be formed of minimum 4
and maximum 6 riders. The enlistments using the official
UCI forms, duly filled out and signed by the person
responsible of the club or selection, should be forwarded
not later than 15 September 2014 to the competition
secretariat. In case of non participation of a team there
will be a penalty according UCI-regulations.
Article 4. Race headquarters
At the start, the race headquarters shall be open starting
Saturday 20 September 2014 at Dorpshuis Rookop,
Heuvellandseweg 1 à 8970 Reningelst from 10h00 to
18h00. Team representatives are requested to confirm
Article 5. Starting order for time trials
The starting position of the racers for the individual time
trial is determinate by the reverse sequence of the
general individual time classification. The racers will set
off at one-minute intervals. The Commissaries Panel
may change the number of participants in the time trial,
and also the starting order to prevent two riders from the
same team starting
immediately after one another. All times registered by
the timer will be round off downwards to the second.
Only for the finishing list of the individual time trial the
100s/second will be taken into consideration.
Article 6. Radio-Tour
Race information will be broadcast on frequency
160.10625 MHz – kanaal 2.
Article 7. Neutral technical support
The organizer will provide 3 neutral cars, two
ambulances and a car with a doctor.
Article 8. Incidents in the last 3 kilometers of the
stage
If one or more riders are involved in an incident or
accident (such as a fall or a flat tyre) in the last three 3
kilometers of a stage, and this is duly noted by the race
commissaries, the rider or riders involved will be
credited with the same time as the rider or riders in
whose company they were riding at the time of the
incident. If, as a result of the incident, a rider cannot
cross the finishing line he will be placed last in the stage
and credited with the time of the rider or riders in whose
company he was riding at the time of the incident. In
accordance with Article 2.6.027 of the UCI regulations,
this measure does not apply in the individual time trial.

The maximum admitted gear is 7.93m (52x14).

In order to be listed in the mountain classification, the
racer concerned has to cross the finishing line of the
last race.

Taking into account the characteristics of each stage,
the finishing time limits have been set as follows:

stages of average difficulty (stage 1 and 3): 15%
individual time trial (stage 2): 25%
The time limit may, in exceptional circumstances, be
increased by the Commissaires Panel in agreement with
the organizer according to the article 2.6.032.
Article 12. Classifications
Individual general classification by time
The individual general classification by time is calculated
on the base of the sum of all times obtained in each
individual stage registered by the timers. In case of
equality the fractions of seconds registered during the
time trial will be added to the total time in order to be able
to distinct racers with an equal time. In case the equality
remains, the total sum of finishing places in the different
races will be decisive. In the last resort the finishing place
of the last race will be taken into consideration.
General mountain classification
The general mountain classification is made up by the
sum of marks obtained by crossing each slope. Per
slope following marks will be awarded:

tie in the general individual mountains classification, the

Article 14. Antidoping
The UCI antidoping regulations are entirely applicable to
the event. Moreover, and in conformity with the Belgian
and Flemish law, the Belgian and Flemish antidoping
legislation is applicable in addition to the UCI antidoping

Article 16. Penalties

Article 17. Leaders jerseys
The leaders of each classification is required to wear the
corresponding jersey. If a rider is leading more than one
classification, the order of priority of the jerseys is as
follows: the individual general classification by time
(BLUE) – the general classification by points (RED).
Article 18. Miscellaneous
By participating at the “Keizer der Juniores 2014” all
racers, team leaders and escorts acknowledge having
taken note of the present regulation and confirm to
comply with it.

Beste ploegleider,
Deze editie van de KEIZER start in de omgeving van Reningelst. Voor de start van deze wedstrijd is er een
plechtigheid voorzien op de begraafplaats “La Clytte Commonwealth Cemetery” om eer te brengen aan soldaten
van 17-18 jaar gestorven in de eerste wereldoorlog. Deze regio was het toneel van een hevige strijd, getuige hiervan
de vele oorlogskerkhoven. We willen een boodschap meegeven aan deze jongeren van 17-18 jaar. Ze hebben een
ploeg, een fiets, hip materiaal… vele van hen, van dezelfde leeftijd zijn gestorven in penibele omstandigheden. We
willen dit voor de wedstrijd nog even in herinnering brengen. Wil u zo vriendelijk zijn op voorhand reeds uw renners
hiervan in te lichten en de bedoeling hiervan toelichten. We willen een korte en serene plechtigheid.
De ploegleiders en 6 renners verzamelen aan de Heuvellandseweg en rijden in stoet naar het kerkhof. De wagens
van de ploegleiders parkeren in visgraat voor het kerkhof. De mecaniciens zorgen voor de fietsen. Volg de
aanwijzingen van de stewards.
Officieuze start aan het kerkhof – officiële start aan de Lokerseweg te Reningelst.

Nous sommes dans la région de Reningelst pour le départ ou nous avons une cérémonie avec tout le peloton au
cimetière “La Clytte Commonwealth Cemetery” pour faire honneur au soldats de 17-18 ans qui sont morts pendant
la première guerre mondial de 1914-1918. Cette région a été le théâtre du combat terrifiant ou nous rencontrons
beaucoup de cimetières. Nous espérons donner à ces jeunes gens de 17-18 ans – qui vivent dans un monde
matérialiste (équipe, vélos, équipement,…) un message. Nous pouvons être heureux, ….les mêmes de leurs âges,
se sont fait tués dans la guerre dans des circonstances graves. Nous voulons penser à ces gens avant cette course.
Veuillez bien préparer vos coureurs et leurs expliquer pourquoi on fait cette cérémonie. Nous voulons donner un
message simple mais clair et fort.
Rassemblement des chefs d’équipe et 6 coureurs à l’ hauteur du Heuvellandseweg pour aller en cortège
au au cimetière. Les voitures d’équipes se placent devant le cimetière. Les mécanos restent avec les vélos.
Suivez les instructions des stewards.
Départ semi-officiel au cimetière – départ officiel sur Lokerseweg à Reningelst.
Dear Team-leader,
As we are in the region of Reningelst we planned a ceremony with the whole peloton at the cemetery “La Clytte
Commonwealth Cemetery” to commemorate the boys of 17-18 years who felt in the Great War and where we find
plenty of graves. We hope to give these young guys (all the racers) who live in a very materialistic way (team - flashy
bikes – equipment,…), a message! killed in the First World War in bad circumstances. You are lucky…, the same boys
of the same age were killed in the First World War in bad circumstances. We want to commemorate this in a
ceremony before the event. Please, prepare your riders for this ceremony and explain them what message will be
brought. We plan a simple but powerful manifestation.
The team leaders and 6 riders of the team are expected on the Heuvellandseweg, all teams will go in cortege at the
cemetery. The team car park is at the cemetery gate. The mechanics stays with the bikes. Follow the instructions
of the marshals.
