Okinawans protest base
relocation plan on anniversary of
Japan regaining its sovereignty
（主権）
• NAHA – About 300 people protested on
Tuesday against the planned relocation of a U.S.
military base within Okinawa Prefecture, 63
years to the day after Japan recovered its
sovereignty after being defeated in World War II.
• Okinawa was excluded from the handover and
remained under U.S. control until 1972. The
1952 date therefore came to be remembered in
the prefecture as a “day of insult.”

government makeover

• In the latest screenings, many requests for
modifications were made to descriptions
• For example, in a section explaining government
policies in the Meiji Period, the phrase “expropriation
of land (土地を取り上げた) from the (indigenous) Ainu
people” was changed to “giving land to the Ainu
people (土地をあたえた)”
• “It is true some (Ainu) people lost land, but the
Meiji government made efforts to protect the Ainu
population,” said a ministry official

• 文部科学省が６日公表した中学校
の教科書検定では、政府見解によ
る新しい基準に基づき、従来は認め
ていた表現についても修正を求めた
。歴史教科書の中には、「北海道旧
土人保護法」の記述を修正した結果
、狩猟、採集などの場を奪われたア
イヌ民族の歴史が中学生に正しく伝
わりにくい事例も出ており、専門家
からは疑問の声が上がっている。

などがいるため知的水準が低い」
「日本は単一民族だから高い教育水準を保つ
ことが出来るが、アメリカは多民族社会だから
日本に比べてそれが困難という意味」
「日本は単一民族国家であり、それゆ
え優れている」
• 「教科書はひとつ大和民族という形で記述されるのが
正当。文部省的表現では日本はほぼ単一民族」（１９８８
年中島文部大臣）
•「ソ連は複雑な民族問題を抱えているが、日本くらい単
一民族ですべて言葉がわかるのは珍しい」（１９９０年古

ない」発言（２００５年１０月１５日）
• 麻生氏は１０月１５日、福岡県太宰府市の九州国立
博物館の式典の祝辞で発言。
• 北海道ウタリ協会は３１日、「アイヌ民族の存在を否
定するような発言で、憤りを覚える」とする抗議文を
麻生氏と小泉首相あてに送った。
– 「アイヌ民族の独自性などを排除してきた歴史的認識に
欠けていて、到底容認できない」。
• 同協会に麻生氏側から「民族、言語、文化が大幅に
入れ替わらず比較的まとまってきた日本の特徴を
述べた」とする書簡が送られてきた。
伊吹文部科学相「日本は同質的な
国」「人権メタボ」発言（2007年02月25日）
• 長崎県長与町で開かれた自民党長与支部大会で、
「大和民族が日本の国を統治してきたことは歴史的
に間違いない事実。極めて同質的な国」と発言した。
「教育再生の現状と展望」と題して約６００人を前に
講演し、昨年１２月に改正された教育基本法に触れ
て「悠久の歴史の中で、日本は日本人がずっと治め
てきた」とも語った。
• 同法の前文に「公共の精神を尊び」という文言が
加わったことについては、「日本がこれまで個人の
立場を重視しすぎたため」と説明。人権をバターに
例えて「栄養がある大切な食べ物だが、食べ過ぎれ
ば日本社会は『人権メタボリック症候群』になる」と
述べた。

麻生総務相が一民族発言九州国立博物館式典で
麻生太郎総務相が１５日開かれた九州国立博物館（福岡県太宰府
市）の開館記念式典の祝辞で「（日本は）一国家、一文明、一言語、一
文化、一民族。ほかの国を探してもない」と発言していたことが１６日
分かった。
関係者などによると、麻生総務相は九州国立博物館を支援する議
員連盟会長として出席。祝辞で、「この建物をいかに運用し、どれだけ
多くの方に関心を持ってもらうかが大事」と指摘した上で「一民族」など
と発言したという。
さらに「日本の持っている特徴は、多くの文化を海外から取り入れ消
化していった一千数百年の歴史。今は逆に海外に文化を発信するこ
とが重要だ」などと説明した。
式典には外国からの招待客を含めて約１０００人が参加していた。
「単一民族」をめぐっては、１９８６年の中曽根康弘首相（当時）の「日
本は単一民族国家」との発言に、アイヌ民族が抗議した経緯がある。

中国人ビザ緩和中間層誘致へ細か
な対応を（5月14日付・読売社説）

政府が、中国人向けの個人観光ビザの発給要件を大幅に
緩和する。
今年は、政府が外国人訪問者を１０００万人に増やすと設
定した目標年である。昨年、日本を訪れた外国人は約６７９
万人で、このままでは達成は困難だ。
ビザの要件緩和を中国人観光客の着実な誘致につなげる
よう、さらに知恵を絞ってほしい。
添乗員を必要としない個人旅行が可能な個人観光ビザは
現在、年収２５万元（約３５０万円）以上の富裕層に限って発
給している。
７月からは、グレードの高いクレジットカードの保有者など
にも発給を認める。官公庁や企業の中堅幹部クラス、年収１
０万元（約１４０万円）以上の所得層を想定しているという。
