1. METHODOLOGY
Control Union Peru (CUP), a member of the Control Union World Group is an international inspection and certification
body and is accredited by ASI on behalf of the Aquaculture Stewardship Council (MSC) to carry out inspection and
certification according to the ASC farm certification standards.
CUP performs inspection and certification in the fields of FSC, organic production, input, Sustainable Textile
production, GLOBALGAP, HACCP, BRC, GMP and GTP.
Audits and certification is carried out in conformity with the procedures as laid down in the Procedure Manual and the
program manual for the auditor and certifier. During the audit the qualified CU auditors use standardized audit forms
to record their findings.
Based on the information provided by the auditor and by the client, the certifier reviews and evaluates all information
provided and certifies the products when all conditions of the regulations are fulfilled. The result of the evaluation is
documented in Chapter 7. Audit work by the auditor and certification by the certifier are clearly separated activities.
2. REPORT
This certification report is made in accordance with the ASC Certification and Accreditation requirements, Version 1.0,
Annex C.
2.1 Background of the assessed company and description of the management system:
PROCESADORA Y COMERCIALIZADORA DE ALIMENTOS S.A. PROCEAL, es una empresa que empieza sus actividades
de producción en jaulas de tilapia nilotica (Oreochromis niloticus) en 2002 para producción de filete fresco para
exportación. El sitio de producción se encuentra en la represa de Betania que es un proyecto de generación
hidroeléctrica en el cause del río Magdalena. El control ambiental de este cuerpo de agua lo maneja la Corporacion
Autonoma Regional del Alto Magdalena quien es el organismo que da las conceciones de areas de producción.
FOOD PROCESSING AND DISTRIBUTOR SA PROCEAL, is a company that started its cage production activities of tilapia
nilotica (Oreochromis niloticus) in 2002 to export production of fresh fillet. The production site is located in Bethany
Dam is a hydroelectric project in the course of the Magdalena River. Environmental control of this body of water
Corporacion Autonoma Regional handles the Alto Magdalena (CAM) who is the grantee concessions production areas.
El proyecto cuente con 45 jaulas de producción de 3 tamaños diferentes. La etapa de engorde se inicia a los 40 g y
culina con pesos de alrededor de 850g. El proveedor de alevines de Proceal es Piscicola Penjamo.
The project has 45 cages production of 3 different sizes. The fattening stage starts at 40 g and ends with weights
around 850g. The fry provider for Proceal is Piscicola Penjamo.
El sistema de géstión de cumplimiento ambiental y social se centraliza en oficinas principales en la ciudad de neiva y la
parte técnica de cultivo es manejada por la gerencia de producción en el campamento flotante en Betania.
The management system of environmental and social compliance is centralized at headquarters in the city of Neiva
and the technical culture is driven by production management at the floating camp at Betania.
2.2 Summary

Proceal cumple con todos los requisitos legales en materia de permisos de producción y el uso del agua dadas por la
CAM y la Agricultura Instituto Colombiano, ICA. La zona de producción es una concesión de CAM para la producción de
tilapia en jaulas e ICA regula la producción de pescado en aspectos como el número de jaulas, salud de los peces y la
toma de muestras para el consumo humano. La Dirección de Impuestos y Aduanas Nacionales DIAN regula el pago de
impuestos, Proceal mostró estar al día en todas las normativas fiscales.
Proceal is in compliance with all legal requirements regarding production and water use permits given by CAM and
Agriculture Colombian Institute, ICA. The production area is a concession by CAM for the cage tilapia production and
ICA regulates the fish production in aspects as number of cages, fish health and sampling. The National Taxes and
Customs Direction DIAN regulates the tax payment, Proceal showed to be update with all tax regulations
PRINCIPLE 2: MANAGE THE FARM SITE TO CONSERVE NATURAL HABITAT AND LOCAL BIODIVERSITY

La producción commercial de tilapia en la represa de Betania comienza en 1992. Toda la información requerida acerca
del cuerpo de agua receptor y monitoreo de calidad de agua estaban disponibles y completos. Loa análisis de aguas
para el monitorieo y la auditoria fueron enviados al laboratorio independiente Construcsuelos.
The commercial production of tilapia in Betania Dam starts at 1992. All information required about the receiving water
body and water quality monitoring was available and complete. The water analyses for monitoring and for the audit
were sent to an independent laboratory Construcsuelos.
La diferencia diurna promedio de oxígeno disuelto de marzo a octubre 2014 es de 9,75% y durante la auditoría 13,1%.
No conformidades menores se plantearon durante la auditoría porque la calibración de altura en el equipo no fue
adecuada. Con respecto disco secchi la turbidez promedio es de 0,38 m y de 0,3 m durante la auditoria.

The average diurnal difference of dissolved oxygen from March to October 2014 is 9,75% and during audit 13,1%.
Minor non conformities were raised during audit because not adequate calibration of height in the equipment.
Rigarding secchi disk the average turbidity is 0,38 m and during audit 0,3 m.

PRINCIPLE 4: CONSERVE SPECIES DIVERSITY AND WILD POPULATIONS

Proceal cages have two sets of nets, in the event of any escape from the inner net this will be detected by the
presence of fish between the inner and outer net during the feeding time. The nets are inspected daily based on a
program that allows checking 3 cages per day, this include any repair or report of fish escapes. The deeps from the
bottom of the cages to the bottom of the receiving water body is over 20 m.
Las jaulas de Proceal tienen dos conjuntos de redes, en el caso de escape de la red interior esto será detectado por la
presencia de peces entre la red interior y exterior durante el tiempo de alimentación. Las redes son inspeccionadas
diariamente sobre la base de un programa que permite comprobar 3 jaulas por día, esto incluye cualquier reparación o
informe de los escapes de peces. Las profundidades de la parte inferior de las jaulas a la parte inferior del cuerpo de
agua receptor es de más de 20 m.
Cosecha y transferencia de peces se hace de una manera que no permita que escapes de peces, el tanque del camión
se mueve desde el puerto hasta la jaula en cosecha evitando transbordos que puede generar fugas.
Harvest and transference of fish is done in a way that don’t allow escapes, the truck tank is moved from the harbor to
the harvesting cage avoiding transshipment that can generate escapes.
El control de predadores es por medio de mallas anti-pajaros de tamaño apropiado para evitar atrapamiento. No se
identificaron especies amenazadas en la zona de producción.
Predator control is the use of anti-bird nets that have appropriate size to avoid trapping. No threatened species were
identified in the production zone.
Minor non-conformities were raised relating to record-keeping of repair events.
No conformidades menores se levantaron en relación al mantenimiento de registros de eventos de reparación.
Principle 5: USE RESOURCES RESPONSIBLY
Principio 5: USE LOS RECURSOS RESPONSABLEMENTE
Toda la información relacionada con la alimentación utilizada estaba disponible. El único proveedor es Contegral que
dio a todas las declaraciones sobre la pesca, las especies y la inclusión de harina de pescado. Los valores de relación
de equivalencia de pescado alimento son FFERm = 0,459, FFERo = 0,00309 que están en cumplimiento con la norma.
Las dos especies utilizadas para la harina de pescado Engraulis ringens y Strangomera bentincki cumplen con la
puntuación Fish Source más de 6.
All information related to the feed used was available. The only provider is Contegral that gave all declarations about
fisheries, species and fishmeal inclusion. The Feed Fish Equivalence Ratio values are FFERm= 0,459, FFERo= 0,00309
that are in compliance with the standard. The two species used for fishmeal Engraulis ringens and Strangomera
bentincki complies with Fish Source scoreing over 6.
PRINCIPLE 6: MANAGE FISH HEALTH AND WELFARE IN AN ENVIRONMENTALLY RESPONSIBLE MANNER

MEDIO AMBIENTE.
Proceal no utiliza ningún tipo de antibiótico o terapéuticos como se detalla en el plan de salud y se evidencia en
inspección de las zonas de almacenamiento. La recuperación de pescado es más del 65% y la gestión de la mortalidad
se realiza para evitar el riesgo de propagación de enfermedades para el medio ambiente.
Proceal does not use any kind of antibiotic or therapeutants as detailed in the health plan and evidenced at storage
areas inspection. The recovery of fish is over 65% and mortality management is done in avoiding risk of spread
disease to the environment.
PRINCIPLE 7: BE SOCIALLY RESPONSIBLE

Proceal cumple con la regulación laboral colombiana relativa a los salarios mínimos, horas de trabajo, la seguridad
social y en edad de trabajar. Las no conformidades se suscitaron en relación con el entorno de trabajo seguro y

práctica contratos consecutivos. Otros no conformidades menores se suscitaron en relación con políticas escritas que
están implícitas en el código laboral colombiano.
Proceal complies with Colombian Labor regulation respecting minimal wages, working hours, social security and
working age. Non-conformities were raised in relation to safe working environment and consecutive contracts practice.
Other minor non confoirmities were raised in relation to written policies that are implicit in Colombian labor code.

de Tilapia. Todos las no conformidades mayores se han cerrado y las menores cerradas o con plan de acción aprobado.

Se pudo evidenciar que existe un sistema de contratación mediante el cual los trabajadores
firman 3 contratos consecutivos de 4 meses cada uno y luego se firman anuales. Las carpetas
de los trabajadores cuentan con varias cartas de renuncia irrevocables firmadas antes de la
firma de los nuevos contratos.
According to the review of the worker`s folders, it shows that there is a contract system that
makes the workers sign 3 consecutive contracts for 4 months each, during the first year and
then sign several 1 year contracts. In the Folders of the workers they have signed several
letters of irrevocable resigns before signing the new contracts.

El plan de emergencia presentado no se basa en la situación actual de los trabajadores de la
empresa en campo. No toma en cuenta los riesgos en base a la realidad de las instalaciones.
Los procesos, capacitaciones y simulacros se apegan a las necesidades sin que estén
descritos en el Plan de Emergencia 2014.

La barcaza cuenta con tanques sépticos para la descarga de desechos humanos, sin
embargo no se ha podido evidenciar que se haya cumplido correctamente con el
procedimiento de mantenimiento establecido por el fabricante. No se tienen disponibles
análisis que demuestren que la potencial descarga del tanque no es contaminante para la
represa.
The barge has septic tanks for human waste discharge, but has not been possible to
demonstrate that it has complied properly with the maintenance procedure established by the

El día 4 de Diciembre se realizó la limpieza del tanque séptico, el cual se encuentra ubicado
en el proyecto de Proceal en el Embalse de Betania, se contrató con GREEN WORLD
COMPANY, es una empresa dedicada a la limpieza de tanques sépticos, adjunto el informe
que nos entregaron con respecto a la limpieza que hicieron.
El día 11 de Diciembre se realizó el muestreo al agua que sale del tanque séptico, resultados
cumple con decreto 1594 del 26 de junio de 1984.
On December 4 cleaning the septic tank, which is located in the draft Proceal in Bethany
