According to data provided by The Planning Council, uninsured children: • Miss more school • Are less likely to get treatment for childhood conditions such as ear infections and asthma • Are less likely to get needed vision or dental care • Too often receive their necessary medical care in costly emergency rooms According to the Journal of Public Health in October 2009, uninsured children who are hospitalized for any reason are 60 percent more likely to die in the hospital than insured children. For these reasons alone, those who administer health-insurance programs want to get the word to those who qualify for the low-cost-to-free coverage. FAMIS, which was administered by The Planning Council for the Virginia Health Care Foundation until Aug. 1, is now administered by the Children’s Health Investment Program of South Hampton Roads, or CHIP. CHIP is a home visitation program for atrisk moms, pregnant moms and new born babies and provided a “great fit” for FAMIS to build on CHIP’s services for expectant moms and children, Taffe said. FAMIS was created in 1998 and covers more than 63,000 Virginia children from birth to age 19. Statistics show that approximately 23,000 uninsured children in the state are likely eligible for this program, and are not enrolled. To qualify for the program, a family must meet income guidelines based on the Federal Poverty Level, be a U.S. citizen or a lawfully residing non-citizen, and be a Virginia resident. The incomes are based on a sliding scale. For example, a family of four making up to $47,700 a year, or $3,975 a month, qualifies for FAMIS. What does FAMIS cover with no monthly premium payment? According to the program, it covers doctor visits, well-baby and well-child checkups, hospital visits, vaccinations, prescription medication, tests and Xrays, dental, emergency, vision and mental-health care, and more. For FAMIS Plus, or Children’s Medicaid, it was created in 1965 and currently covers more than 521,000 Virginia children from birth to age 19. Statistics show that approximately 46,000 uninsured children in the state are likely eligible for this program, and are not enrolled. Poverty-level guidelines are similar. Medicaid also is available for pregnant women with qualifying incomes, Virginia residents, U.S. citizens or lawfully residing noncitizens. Women also must be pregnant or within 60 days of the end of their pregnancies to qualify for the coverage. Medicaid for pregnant women currently covers more than 16,000 pregnant women in the state, according to statistics from the Virginia Health Care Foundation. Outreach grants for the FAMIS and FAMIS Plus apply to four cities in South Hampton Roads, Chesapeake, Norfolk, Portsmouth and Virginia Beach, Taffe said. Outreach specialists meet and work with clients, she said, in places like health departments, departments of social services and WIC offices.
