forth

the
accompanying
Memorandum
it is hereby ORDERED that:
The
2014
Representatives
in
elections
Virginia,
for
the

United
States
elections
in
House

Congressional District, shall proceed as scheduled under state law
to elect members under the existing redistricting plan;
2.
The Commonwealth of Virginia
is hereby enjoined from
conducting any elections subsequent to 2014 for the office of United
States Representative until a new redistricting plan is adopted; and
3.
The matter of providing a redistricting plan
for the
post-2014 elections to remedy the constitutional violations found
in this case is referred to the Virginia General Assembly for exercise
of its primary jurisdiction.
The Virginia General Assembly should

exercise this jurisdiction as expeditiously as possible, but no later

than April 1, 2015, by adopting a new redistricting plan.
