REQUEST FOR EXPRESSION OF INTEREST
(REI No. JSDF/14-DSWD-003)
“Hiring of Knowledge Management Specialist
for the Sustainable Livelihood Program”
1. The Republic of the Philippines, through the Department of Social Welfare and
Development (DSWD), was extended a grant (TF12886) under the Japan Social
Development Fund (JSDF) to assist in the financing of the “Community Enterprise
Development as Pathway Out of Poverty Project.” The International Bank for Reconstruction
and Development and International Development Association (World Bank) is the
designated administrator of grant funds provided by Japan under JSDF.
2. The DSWD intends to apply part of the proceeds of the grant for the payments under the
contract for the “Hiring of Knowledge Management Specialist for the Sustainable
Livelihood Program”.
3. The Knowledge Management Specialist (KMS) will be primarily responsible for
engaging implementers and stakeholders to develop and adopt a plan to produce and
consolidate the project’s knowledge base. This is inclusive of generating and sharing
knowledge through the course of the project. The KMS shall be part of the National
Project Management Office (NPMO), and shall coordinate with the Regional Project
Management Office (RPMO) and the Municipal Project Management Office (MPMO) to
gather data in the program pilot areas.
4. The specific responsibilities and tasks of the consultant are the following:





Facilitate sessions with the Japan Social Development Fund – Community-Driven
Enterprise Development National Project Management Office (JSDF-CDED NPMO)
to agree on goals and strategies for knowledge management and information
dissemination. Synthesize results of the above into a framework that defines the
knowledge management goals, outcomes and strategies that the organization would
like to pursue over the short and long term;
Develop an Annual Communication Plan encompassing internal and external
communication regarding the program and its updates;
Package knowledge products about the program and link these to DSWD’s existing
systems for promotion, information dissemination, and academic resource
generation in close coordination with the JSDF-CDED NPMO, program participants.
Coordinate with the SLP NPMO and RPMO Information Officer regarding success
stories and events to be included in the Annual Communication Plan, Coordinate
with the JSDF-CDED NPMO regarding data needed for knowledge products;
Strengthen internal communication and dialogue within the project DSWD;
Prepare briefing papers, updates and other presentation materials for meetings with
the NPMO, TWG, NSC and other concerned bodies.



Provide technical assistance to regional teams in terms of developing and designing
and implementing knowledge products and knowledge sharing events;
Organize events for the dissemination and promotion of the program, of which will
be included in the Annual Communication Plan; and
Perform other related tasks that may be assigned from time to time.
5. The consultant must possess the following qualifications:










Must have completed undergraduate degree in the Development Communication,
Marketing, Mass Communication, Communication Arts, Education and other related
courses. Master’s Degree in Development Communication or Knowledge
Management is an advantage;
Must have at least two (2) years progressive work experience in implementing
knowledge development in development project. Experience in the developmentsector will be an advantage;
Experience in working with research institutions is an advantage. Experience in
foreign assisted project is an advantage;
Can work independently but is also known to be a team player among the
development community; patient and preserving even under the most difficult
mentoring situations;
Excellent listening, oral and written communication skills;
Has no bias in working with multi-cultural groups of various faiths;
Previous engagement in any World Bank or foreign assisted projects involving
financial management is an advantage;
Willing to travel to the remote conflict-affected areas;
The applicant must demonstrate effective resource and project planning, string ethics,
and skills in negotiation. Interpersonal skills and communication; and
Must have a heart for development;
6. The applicants will be evaluated using the following criteria:

7. The DSWD now invites interested individual consultants to indicate their interest in
providing the services. The duration of the engagement is Twenty Three (23) Months.
Interested applicants must submit their Expression of Interest (EOI) together with a
comprehensive Curriculum Vitaé (CV).
8. The consultants shall be selected through Selection of Individual Consultants procedure as
provided for in the grant agreement and in accordance with the Guidelines for the Selection
and Employment of Consultants by World Bank Borrowers (dated January 2011). Interested
