State Pupil Referral Unitl for boys and girls aged 11-16. This covers a range of
provision including ‘community tuition’ for pupils who are unable to attend
school for medical reasons. (KS1-KS5) All provision for pupils other than at a
school is now managed under one project called Canolfan Yr Afon. This brings
together a number of approaches for pupils in difficult circumstances as well
as some elements of provision for pupils requiring alternative curriculum
approaches especially where social, emotional and behavioural difficulties
have also been identified.
Coleg Gwent Up to 16,000 learners enrol every year onto 14-19 pathways, post 19 skills,
pathways to apprenticeships, work based learning and Ufi programmes.
Specific NEET programmes include a one year rolling multiple entry
vocational skills programme along with a variety of personal development
and vocational taster programmes.

The activities carried out will be diversionary to promote constructive use of

Traineeships – Engagement
The Engagement Traineeship encompasses:
i. the identification and addressing of a learning barrier (or barriers) that
prevents the Learner immediately participating in vocational or other
learning at level 1, 2 or 3 or progressing into employment; through
ii. the use of employer work placements, community projects, voluntary work
and centre based learning opportunities which aim to confirm or
contextualise an occupational focus; affording
iii. an opportunity to provide Learners with the breadth and flexibility of skills
they need to enable them to progress, at the earliest opportunity, to either
employment or further learning at a higher level; and
iv. delivery of qualifications as permitted at Entry Levels 1 to 3 with particular
emphasis on Essential Skills Wales.

Traineeships – Level 1
(Pre-Apprenticeship Programme) encompasses:
i. The identification and addressing of a learning barrier (or barriers); through

qualification (see clause K3), relevant to the career aim of the Learner, prior to progressing,

skills assessment, unless evidence is available following progression from the Engagement

Work Ready provides new skills and qualifications, renewed confidence and extra support.
Your benefits will not be affected, and if you are eligible, you could receive money to help

Eligibility:
Must be 18+, unemployed and receiving benefits from the Department for Work and
Pensions.
There are two programmes within Work Ready:
1. Learning for Work
A part-time course that runs for a maximum of 24 weeks. It provides basic skills (ESW
qualifications) and confidence building. You can try out different jobs and get involved in
community projects and voluntary work.
2. Routeways
A full-time course that runs for a maximum of 10 working days. It provides training specific to
meet job opportunities that employers have and is designed with the employer to meet
these needs. An interview is normally guaranteed at the end of a Routeway programme.
If you need extra skills, then this will be taken care of by your training provider.
Referral to Work Ready is through the Jobcentre.

Essential Skills in the Workplace (ESiW)
ESiW supports young people in employment that require additional basic
skills support/Essential Skills i.e.
Communication (literacy)
Application of Number (numeracy)
ICT
Support can be from Entry Level 1 to Level 2.
Where a young person has Essential Skills deficits it can endanger sustained
employment. Also, it prevents them being able to access Apprenticeships.
Although this programme supports employed young people it also supports
those at risk of becoming NEET as it helps support them while they are in
work to overcome barriers caused from poor Essential Skills/basic skills as
well as stigmatisation and fear of being identified that they have poor
reading, writing and mathematics skills.

Come Dine with Us -

This activity will support young people to follow healthier lifestyle by
providing advice and practical cooking sessions that focus on healthy eating,
cooking and nutrition. A range of activities will be provided to gain the
appropriate skills needed in order to lead healthier lifestyles. There will also
be opportunities to access Agored Cymru level 1 in Food Hygiene plus level 1
in event planning which will equip to organise an event for the community
using the cooking skills learnt though the activity. An intergenerational event
will take place at the end of each 12 week programme.

Risky Business This activity will raise awareness among young people aged 11-25 on the
dangers of engaging in risk taking behaviour such as, substance misuse
(including smoking, alcohol consumption and illicit drug use), engagement in
criminal activity, self-harm, unhealthy relationships, dangerous driving, and
sexual risky behaviour (protected or otherwise.) . Interactive group
workshops will be facilitated for young people to participate in informal learning and be signposted to services which are available for additional support.

Informed Choices This activity is aimed at young people aged 14-16 to raise aspirations for
further learning. It will also support participants to plan and prepare for their

Youth Service Blaenau Gwent Youth Service gives information, guidance and advice to

Oasis Young people work on a group and one-to-one basis, and can be referred to
the project by anyone who feels that this intervention would be beneficial to
the young person. Oasis provides a safe and confidential space (adhering to
safeguarding boundaries) within the school setting, where young people can
receive information, guidance and support on a variety of issues. Where
appropriate young people are offered accredited learning when working with
the youth worker. Young people can be referred to Oasis for many reasons
some of these are, anger management, confidence and self esteem issues,
bullying, sexual health, self harm etc, including social and emotional support
on issues which maybe proving to be a barrier to learning, affecting their
attendance and impacting on their ability to reach their potential.

leading to sustainable employment. Educ8 Ltd supports young people to

Urdd Gobaith

Youth Offending Service Specific programme for 16/17 year olds, working with the YOS, who are not
in education, training or employment. Referral route via YOS case manager
to specialist ETE Integration Worker. 12 week, bespoke programme to
address barriers to learning, development and progress via ETE route.
Urdd Gobaith The Urdd is an exciting, dynamic movement for children and young people. It
organises a range of different activities across Wales. We have 16
development officers who work all over Wales to ensure that the Urdd offers
a full programme of activities for children and young people.
Urdd Gobaith Cymru’s Routes to the Summit project aims to raise the skills
and aspirations of young people through the medium of Welsh, giving the
best possible chance of future career developments and expanding
opportunities to gain work related skills. Support available to improve
confidence, decision-making and basic skills to ensure better progress in
school and move into higher education and employment more readily. The
project will develop skills in advocacy and participation of youth issues
through activities and youth forums.
