(b) Not applicable. 41. *Mrs. Shahida Rehmani: (Deferred during the 16th Session) Will the Minister for Petroleum and Natural Resources be pleased to state the amount collected through Gas Infrastructure Development Cess since commencement thereof? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : The total revenue collected under the head of GIDC from various sectors with effect from date of its imposition i.e., January 2012 to October 2014 is Rs.92,233,412,927.00 (Rs. 92.234 billion) 99. *Ms. Khalida Mansoor: (Deferred during the 16th Session) Will the Minister for Communications be pleased to state the detail of the utilization of toll taxes collected from Motorways and Highways in the country during the last two years? Minister for Communications: Toll revenue is the major source contributing to Road Maintenance Account dedicatedly used for maintenance of National Highway Network. NHA prepares year-wise maintenance plan for repair and maintenance of NHA Network based on the net revenue resources from all sources including Toll fee, police fines and others. The expenditure incurred on operation and maintenance of National Highway Network during last two years utilizing toll revenue collected on motorways and national highways is as under: Fiscal Year 2012-13 Expenditure (Rs.) 11,126,091,000 2013-14 7,472,948,000 TOTAL 18,599,039,000 4 Maintenance works amounting to Rs. 13,668.03 million have been committed/awarded out of total allocation of Rs. 17,930.41 under AMP 2013-14. The works are in progress and so far an expenditure of Rs. 7,472,948/has been incurred. 104. *Ms. Shahnaz Saleem Malik: (Deferred during the 16th Session) Will the Minister for Defence Production be pleased to state: (a) whether the arms manufacturing factories administered by the Ministry are facing power shortage; (b) if so, whether our renown scientists have provided the alternate power system i.e. Solar Energy, etc. to the said factories; if not, the reasons thereof? Reply not received. 109. *Mr. Sufyan Yousuf: (Deferred during the 16th Session) Will the Minister for Communications be pleased to state: (a) whether there is a proposal under consideration of the Government to launch new Housing Scheme for the employees in the near future; and (b) whether it is also a fact that such scheme was launched by the Ministry which has not been completed; if so, the reasons thereof? Minister for Communications: (a) Ministry of Communications has no proposal to launch any housing scheme for the employees in the near future (b) The Ministry has no such scheme 1. *Mr. Muhammad Muzammil Qureshi: Will the Minister for Petroleum and Natural Resources be pleased to state: 5 (a) the steps being taken to ensure the future of Pak-Iran Gas Pipeline Project in the light of the prevailing financial and security situation of the country; and (b) the efforts being made by the present Government in this regard? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) Pakistan and Iran have a binding Gas Sales and Purchase Agreement. Both sides are committed for early implementation of the Project. During the Honorable Prime Minister of Pakistan’s visit to Iran during May 2014, the alternative strategy was proposed by Pakistan which was duly appreciated by Iran. The Economic Coordination committee of the Cabinet approved the alternative strategy to implement the Project on 2nd October 2014 whereby Pakistan will construct the pipeline from Gwadar to Nawabshah, establish an LNG terminal at Gwadar and transport RLNG to meet its energy needs. The remaining portion of the pipeline segment will be connected upon easement of sanctions on Iran. Iran has also committed to complete the remaining side of their pipeline segment at the earliest. (b) The government is taking all steps necessary to implement the IranPakistan Gas Pipeline Project. In this regard, the Minister for Petroleum and Natural Resources held numerous meetings with his Iranian counterpart discussing options to implement the Project. The present government approved the alternative strategy to the IP Project. Pursuant thereto, a Government to Government Agreement with Govt. of China being finalized and is under process for formal approval by ECC of the Cabinet. Iran has been informed that neither Iran nor Pakistan will be able to complete its side of the pipeline by 31st December 2014 and needs extension of the timeline by amending the Gas Sales and Purchase Agreement for which draft amendment is already shared with Iran. Discussions underway to formalize the necessary amendments. 2. *Mr. Muhammad Muzammil Qureshi: Will the Minister for Petroleum and Natural Resources be pleased to state: 6 (a) the prescribed formula to determine the price of natural gas in the country thereof; and (b) whether the Government has assessed the expected impact of increase in the prices of natural gas on the common man as well as profitability of the companies both of public and private sectors; (c) if so, the details thereof alongwith steps taken by the Government to maintain a fine balance between them? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : (a) The gas utility companies are operating on cost plus return on assets formulae. OGRA determines the Revenue Requirements of utility companies in accordance with section 8 of OGRA Ordinance 2002. Estimated Revenue Requirements for each specific financial year are determined by evaluating the Cost of Gas, Operating Cost (comprises UFG disallowance, T & Ds cost, Depreciation), ROA and other incomes of the utility companies. Prescribed price is determined on the basis of (i) net revenue requirements and (ii) sales volume of gas during that financial year. (b) & (c) Same as above 3. *Dr. Nikhat Shakeel Khan: Will the Minister for Defence be pleased to state: (a) the total number of soldiers and civilians martyred as a result of recent Indian shelling at the Line of Control (LOC) so far; and (b) the steps taken by the Government to compensate the families of said martyrs? Minister for Defence : (a) As a result of Indian shelling at Line of Control (LoC), 13 Civilians have embraced Shahadat and 59 were injured whereas no soldier embraced Shahadat. However, 10 soldiers were injured between 30th Sept. 2014 to 20th Oct. 2014. Latest information is being ascertained. (b) Compensation to the families of civilian martyrs does not pertain to MoD. 7 4. *Dr. Nikhat Shakeel Khan: Will the Minister for Law, Justice and Human Rights be pleased to state: (a) the number of cases registered against harassment at work place from 2011 till date; and (b) the details of steps taken by the Government against the complaints registered thereabout? Minister for Law, Justice and Human Rights: (a) 194 (b) Federal Ombudsman Secretariat is an independent, autonomous and quasi-judicial institution and the Government has no role in the complaints registered with this secretariat or their disposal by virtue of Federal OmbudsmenInstitutional Reform Act No. X I V of 2013. (i) Out of 194 cases 187 cases have been decided by Federal Ombudsman, 7 cases are newly registered and are in process. (ii) All the decisions of the Ombudsman have been implemented through departments in true letter and spirit except the 8 representations pending before presidency. (iii) 5. 16 complainants aggrieved by decision of Federal Ombudsman preferred representations before the President of Pakistan out of which 8 representations have been decided by the Presidency. Remaining 8 representations are pending in the Presidency. *Ms. Naeema Kishwar Khan: Will the Minister for Science and Technology be pleased to state: (a) the number of food items declared prohibited (haram) in the country alongwith the date of issuance of notification thereof; (b) the criteria prescribed to declare those items prohibited alongwith detail thereof; (c) whether it is a fact that these items are being sold in the market; and 8 (d) the steps being taken by the Government to impose ban on the sale of those items alongwith the action taken against the responsible therefor? Minister for Science and Technology: (a) After 18th Constitutional Amendment Food has become a provincial subject. However Ministry of Commerce under trade Policy 2012 – 15 (Import Policy Order Part-A. Appendix-B Serial No. 13) has sated that the import of any product / item shall be subject to the condition that they shall be free of any “Haram” element or ingredient (Annexure–I). Ministry of Science & Technology (MoST) has not issued any notification in this regard declaring prohibited (Haram) food items. MoST, however, vide its letter dated 4th May, 2014 conveyed the names of 23 Food Items (Annexure–II) to the provincial governments, on the basis of receipt of an information from the Chairman Technical Committee of PSQCA on formulation of Halal Standards, reportedly containing Haram ingredients for taking necessary action. 04 of the items imported from Indonesia however, were removed from the said list (Annexure–III), on the basis of receipt of certificate and relevant documents from the supplier M/s Muhammadi Traders and Embassy of the Republic of Indonesia Islamabad, which were examined by the members of the Technical Committee of PSQCA on Halal Standards, PNAC as well as Sharia experts, who confirmed that in the light of information / documents now made available, the products are observed to be fit for Muslim Consumption. (b) According to Trade Policy 2012 – 15 (Import Policy Order Part-A. Appendix-B Serial No. 13) the import of any product / item shall be subject to the condition that they shall be free of any “Haram” element or ingredient (Annexure–l). Further to this Pakistan Standards & Quality Control Authority (PSQCA) has formulated following standards on Halal: (i) General Requirements for the Accreditation Body Accrediting Halal Certification Bodies (PS: 5241- 2013) (ii) Halal Food Management System requirements for any organization in the food chain (PS:3733-2013) 9 (iii) General criteria for the operation of Halal certification bodies (PS:4992-2010) Present implementation of these standards is however on voluntary basis. (c) Provincial Governments, Ministry of Commerce and Federal Board of Revenue are the appropriate forums to provide this information. (d) As already mentioned, after 18th Constitutional Amendment Food has become a provincial subject, therefore it is the responsibility of the provincial governments to evolve a foolproof mechanism to check the sale of Haram products in the market. Ministry of Science and Technology however had requested all the Chief Secretaries of all provinces to initiate necessary actions at their level to ensure stoppage of sale of such imported Food products in the country containing Haram ingredients. Moreover Ministry of Commerce was also requested to evolve a comprehensive mechanism in consultation with Federal Board of Revenue (FBR) at Federal Level to ensure the import of products complying with condition as laid down in the import policy order. The Ministry of Science and Technology has also taken an initiative to establish the Pakistan Halal Authority (PHA) through an Act of the Parliament known as the “Pakistan Halal Authority Act 2014”.The purpose of establishing PHA is to promote imports and exports, trade and commerce with foreign countries and inter-provincial trade and commerce in Halal articles and processes. The final draft Bill of PHA, 2014 has been forwarded to Cabinet as well as Council of Common Interest for approval. Only after the promulgation of PHA Act 2014; MoST will be in a position to prohibit items containing Haram ingredients in the country only to the extent of Imports & Exports and inter-provincial trade. (Annexures have been placed in the National Assembly Library) 6. *Ms. Naeema Kishwar Khan: Will the Minister for Petroleum and Natural Resources be pleased to state: 10 (a) the year-wise total quantity of raw material provided to Government by the Mol Company in Karak during last two years; (b) the total quantity of crude oil supplied from Karak during the last year alongwith the cost incurred thereupon; (c) the total quantity of crude oil stolen at Makori in Karak alongwith the complete detail thereof; and (d) the action taken by the Government against the persons involved in the said theft alongwith the complete detail thereof? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : (a) The year-wise crude oil/condensate supplied from processing facilities at Karak district by M/s MOL during last two years is as under: Year Production (Barrels) 2013 (Jan.-Dec.) 5,061,391 2014 (Jan.-Nov.) 6,495,948 (b) The total quantity of crude supplied from processing facilities at Karak during last calendar year (2013) was 10,713,663 barrels (by MOL & OGDCL). According to MOL, facilities operational cost incurred by them was around US $ 88.75 Million. According to OGDCL, net operational cost in respect of Nashpa facilities was Rs. 541 Million during year 2012-13. (c) M/s MOL is carrying our enquiries which will establish the stolen quantities. (d) ¾ Law and order being a provincial matter, M/o Petroleum & NR has taken up the matter with Chief Secretary, KPK for taking remedial measures and action against the culprits. 11 7. ¾ The KPK government has constituted a joint investigation team including Commissioner Kohat, Regional Police Officer/DIG Kohat, Deputy Commissioner Kohat, Deputy Commissioner Karak, CEO of MOL and CEO of KPOGCL to investigate the issue. ¾ FIRs have been lodged. *Ms. Khalida Mansoor: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) whether it is a fact that the dead line of the Pak-Iran Gas Pipeline project has been extended by Iran; (b) if so, whether any new dead line has been given by Iran? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : (a) Given the Force Majeure type situation faced by Pakistan, the Minister for Petroleum and Natural Resources discussed the way forward on the IP Project with his Iranian counterpart during his visit to Iran. Pakistan has proposed to construct and complete the Project within 36 months after easement of sanctions on Iran. A draft amendment has also been shared with Iran in this regard. Formal negotiations, in this regard, will be held after consultations with all stakeholders. (b) Iran has not given any deadline and the matter is under negotiations with Iran. 8. *Ms. Khalida Mansoor: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the locations of gold deposits in the country at present; and (b) the steps taken by the Government for exploring gold deposits in the country during the last five years? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) :(a) Gold is found associated with copper mineralization and river sands (placer gold). The significant gold deposits have been discovered in Saindak & 12 Reko-Diq areas, Chagai District (Balochistan). Saindak has emerged as the most important area yielding gold as a by-product from copper ore. Some lean mineralization/traces of gold is also reported to occur at the following locations:FATA: Shinkal Muhammad Khel Boya, North Waziristan Agency. Gilgit-Baltistan (GB): Machulu & Panthak (District Ghanche), Sumayar, Minapin & Hassanaba (District Hunza-Nagar), etc. Khyber-Pakhtunkhwa: Indus River and Districts Chitral, lair (Upper), Swat, Shangla, Mansehra, Batagram & Kohistan. Punjab: Kirana Hills (District Sargodha). Sindh: Nagar Parker (District Tharparkar). These occurrences require detailed exploration for evaluation/quantification of grade and deposit estimation. (b) Exploration of mineral resources (including gold) is undertaken as a regular activity by the concerned Federal and Provincial organizations within their domains through private sector investment as well as public funding. The respective Governments have taken necessary measures to support mineral exploration viz provision of appropriate policy and regulatory frameworks with emphasis on facilitation/promotional roles, infrastructure development, implementation of mineral exploration programs, capacity building and skill development, etc. The major steps taken by the Federal and Provincial Governments for development of mineral sector in the country during last five years are summarized below:Ministry of Petroleum and Natural Resources. 1. Updated National Mineral Policy in 2013 to facilitate investment in mineral sector and enhance its international competitiveness, with consensus of all Provinces and approval of Council of Common Interests (CCI). 2 Geological Survey of Pakistan (GSP) carries cut geological surveys and regional mineral investigation/exploration under its regular/PSDP funded projects/programs. GSP’s work led to major gold resource discoveries in the country. 13 Provincial Governments (Mines & Minerals Depts): 3. Many prospecting/exploration licences have been granted in private sector, which invest their own resources for the requisite exploration work. 4. Implementation of development programmes for mineral exploration and development, training for skill development, capacity building and provision of infrastructure in mineral bearing areas. 5. Review and updation of regulatory framework (rules/procedures) initiated to enhance international competitiveness and transparency, etc. 9. *Ms. Aisha Syed: Will the Minister for Petroleum and Natural Resources be pleased to state the steps taken by the Government to address the shortage of Gas in the Punjab and the Khyber Pakhtunkhwa? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : Government of Pakistan is taking following steps to overcome the overall shortage of natural gas in the country. (i) Enhancement of indigenous gas production. (ii) Import of LNG (iii) Import of gas from Iran. (iv) Import of gas from Turkmenistan (v) Promotion of LPG air mix. 10. *Ms. Aisha Syed: Will the Minister for Communications be pleased to state: (a) the total amount of funds allocated for the construction of National Highway from Chakdara to Kalam alongwith the time by which its construction was to be completed; and (b) the percentage of work carried out so far thereon? 14 Minister for Communications: (a) An amount of Rs. 480.57 million has been allocated for periodic maintenance works for repair of Chakdara - Kalam road under Annual Maintenance Plan 2013-2014. Further, 2 x projects for rehabilitation of flood effected road sections of N-95 from km 82 - 97+310 amounting to Rs. 1,773.86 million under Flood Emergency Reconstruction Project (FERP) funded through ADB Loan No. 2742Pak are in progress. The Saudi Fund for Development (SFD) amounting to US$ 33.90 million as a grant to GOP has been arranged for infrastructure Development of Malakand Region Project. The rehabilitation of Mingora - Fatehpur section of N-95 will be carried out under the said Saudi Fund. PC-I for rehabilitation of Mingora - Fatehpur section (N-95) has been cleared by NHA Executive Board and submitted to MOC for onward submission to PARSA for further processing. Minister for Law, Justice and Human Rights: (a) During the period from 1st Jan 2013 to 30th Nov 2014, a total of 257 references were filed in the Court of law under Section 18 (g) of National Accountability Ordinance, 1999. 16 (b) During the period in question, NAB recovered an amount of Rs.4689.68 Million on account of voluntary return (at inquiry stage) and plea bargain (at Investigation. Trial or Appeal stage). In addition, an amount of Rs 3.00 Billion approx was indirectly recovered from Electricity Bill defaulters during 2013 and adjusted against the defaulters by the concerned DISCOs.- Thus. total recovery during the period comes to Rs. 7.689 Billion approximately. 12. *Dr. Azra Fazal Pechuho: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the impact of low POL prices on inflation; and (b) whether the prices of essential commodities have been decreased thereby at present? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : (a) & (b) The reduction of oil prices in international market has resulted in considerable decrease in the domestic sale prices of petroleum products in the country. The full benefit of the price decrease has been fully passed on to the consumer. The above decrease has not only given relief to the consumer of petroleum products but also impacted the prices of all other commodities particularly the transport, power, aviation sector etc. and its prices should be proportionately decreased. 13. *Shazia Mari: Will the Minister for Defence be pleased to state the number of soldiers martyred during the operation Zarb-e-Azab and terrorists targeted and killed so far? (b) Not applicable. 16. *Dr. Nafisa Shah: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) whether it is a fact that there was only one bidder for construction of LNG Terminal; if so, the reasons thereof; and (b) whether OGRA/the Cabinet Division was authorized to process the above said bid? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : (a) No, in fact following two bidder submitted their bids against Fast Track LNG Terminal tender under single stage two envelope system; i. Engro Terminal Pakistan Limited (ETPL). ii. Pakistan Gas Port Limited & (PGPL). During technical evaluation, PGPL was technically disqualified for not meeting the evaluation criteria stipulated in the tender documents. ETPL’s bid was processed further and declared as technical and commercially qualified bidder by Board of Directors of ISGSL and SSGCL. 19 (b) Based on recommendations of Board of Directors of M/s ISGSL an SSGCL regarding the successful bidder i.e. ETPL, the case was submitted to the ECC, who in its meeting held on 28-02-2014 approved in principle the LNG Services Agreement (LSA) between ETPL and SSGCL. The same was endorsed by the Federal Cabinet on 18-04-2014. 17. *Shamas Un Nisa: Will the Minister for Law, Justice and Human Rights be pleased to state: (a) the total amount recovered by NAB since its establishment; and (b) the total expenses under all heads incurred on NAB since its establishment? Minister for Law, Justice and Human Rights: (a) After 18th Amendment these subjects are being dealt by Provinces. 20 At the Federal level NCSW with major stake holders coordinated drafting the National Policy on Home-based Workers (NPHBWs), which is intended to guide and support the Provincial Governments and Local government of Punjab, Sindh, Khyber Pakhtunkhwa Baluchistan, Azad Jammu and Kashmir and Gilgit-Baltistan, in developing their own strategies, plans and programmes for the protection and promotion of the rights and benefits of Home-Based Workers (HBWs), particularly Women Home-based Workers (WHBWs). At present the policy is under consideration of the Federal Government. The draft policy for Home Based Workers proposes several initiatives like Pension, Social Security, Legal Services, Worker Welfare Fund, Reproductive health Services, Accident Disability Death Insurance Coverage, Housing etc. NCSW believes that implementation of this Policy shall resolve several issued relating to Home Based Workers. (b) Most of the NGOs working in this area were involved in the process of drafting of this policy. 19. *Ms. Asyia Naz Tanoli: Will the Minister for Communications be pleased to state: (a) the criteria adopted to collect Toll Tax on National Highways and Motorways at present; (b) whether it is a fact that excessive toll tax is being charged at present on Motorways and National Highways; (c) if so, the steps being taken in this regard to make collection of said toll tax more transparent? Minister for Communications:(a) The criteria/rules under which Toll Tax is being collected are as under; (1) NHA levies Toll Tax on National Highways & Motorways under powers vested in it through NHA Act 1991 (As amended 2001). 21 (2) Under Tolling Policy of July 2010 approved by National Highway Council constituted under NHA Act 1991 (As amended 2001) NHAis authorized to establish Toll Plaza at a distance between 35 to 60 Km. (3) Toll rates on National Highways & Motorways are approved by NHA Executive Board constituted under NHA Act 1991 (As amended 2001). (4) The contract for collection of Toll Tax is procured through competitive bidding under PPRA rules. (b) No excessive Toll Tax is charged on NH & MWs. The current Toll rates (effective 7th July 2014) were approved by NHA Executive Board in its meeting held on 18th June 2014. Accordingly the same were circulated through newspapers and presently the Toll is being collected on said rates. (c) As per (b) above. 20. *Ms. Shaista Pervaiz: Will the Minister for Petroleum and Natural Resource be pleased to state: (a) whether the Government has created adequate storage/strategic reserves of petroleum products to address the wide fluctuation of international prices of crude oil and increasing demand in the country; (b) if so, the details thereof alongwith the existing storage capacity of various Oil Marketing Companies (OMCs) in the country; (c) whether there is any proposal under consideration of the government to construct more caverns to store crude oil in the country; if so, the details thereof; and (d) the steps taken by the Government to meet the increasing demand of crude oil and petroleum products in the country? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : There are no strategic reserves maintained by the Government. However Oil Marketing Companies (OMCs) are required to maintain minimum stocks of 20 days demand for their commercial needs under the instructions; policy of the Government. 22 (b) OMCs have a total storage capacity of 2.33 million tons for all petroleum products as of 01-07-2014, which is sufficient for meeting 57 days consumption as per current demand. Details are given at Annexure. (c) Neither there are any crude oil storages in caverns nor there is any such proposal under consideration of the Government. (d) Local Oil refineries possess a fixed refining capacity and crude oil is procured as per commercial requirements of these refineries. The total demand of petroleum products is about 21.81 million tons per annum. The Shortfall over and above the local refinery production is imported by the OMCs. Import of deficit petroleum products has been deregulated under the Government policy. Oil Marketing Companies (OMCs) and bulk consumers are now importing Furnace oil, Mogas (Petrol), Jet fuel and Diesel oil from the international market on the cost competition basis through open tenders. 23 24 21. *Malik Muhammad Amir Dogar: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the present status of import of LNG; (b) whether it is a fact that the process of import of LNG is being delayed; if so, the reasons thereof; and (c) the steps being taken by the Government to expedite the import of LNG? Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi) : (a) The present status of import of LNG is as under; For construction of LNG receiving terminal, M/s Sui Southern Gas Company Limited (SSGC) have signed an agreement with M/s Elengy Terminal Pakistan Limited (EETPL) to make available the terminal by 31-03-2015. For procurement of LNG, Government has designated PSO, who are pursuing following options; i. Direct negotiations under Government to Government arrangements with Qatargas, ii. Spot purchase under Master Sales Agreement (MSA) iii. Discussion with Petronas of Malaysia to explore the possibility of supply of LNG. (b) No, it is not a fact. (c) Following steps are being taken by the Government to expedite the import of LNG; i. Government of Pakistan is pursuing import of LNG from Qatar on Government to Government negotiation basis. ii. An international LNG consultant has been engaged to provide consultation in the project. 25 iii. Pakistan State Oil Company Limited (PSOCL) and Qatar Liquefied Gas Company Limited(3) have been nominated by respective governments to negotiate terms & conditions for import of LNG. iv. A technical team has been constituted comprising of PSO, SNGPL, SSGCL and ISGSL to negotiate the technical and operational aspects of the draft Agreement with Qatargas. v. ECC has also constituted a Price Negotiation Committee (PNC) comprising of Secretary P&NR and nominees from Chairman BOI, Finance, Water & Power Divisions and MDs PSO, SNGPL, SSGCL and ISGSL. vi. 22. In parallel to above process, standard Master Sales Agreement (MSA) is being developed with the help of international consultant. The same would be advertised in the local and international press for LNG supply. *Malik Muhammad Amir Dogar: Will the Minister for Communications be pleased to state: (a) the section-wise present status of Multan-Khanewal Motorway (M-4); (b) the section-wise initial schedule of completion of the said project; (c) whether it is a fact that the construction work on the said project has been delayed against its schedule; if so, the reasons thereof; (d) the total amount of funds allocated, released and utilized for M-4 during the last five years alongwith the detail thereof for the current year; and (e) the steps being taken by the Government to complete the said project at the earliest? (c) However, the project was extended for nine months i.e. upto Sep 01, 2015, mainly due to shortage of funds for land acquisition and slow process of relocation of utilities etc. (d) The details of funds are attached. N-70 at Km. 26 between Railway Crossing and Taliri Canal on Muzaffargarh Bypass iv. N-70 at Km 27+600 (b) The total estimated losses due to breaches during recent floods are of Rs. 91.16 million. (c) NHA was informed, however, NHA expressed reservations on breaching. (d) The repair works were carried out immediately to restore the breaches on national highway N-70 and road was opened to traffic on 19th September, 2014. However, the repair of 210 m long and 12 m deep breach on approach road of Head Muhammad Wala Bridge was postponed awaiting receding of flood water. The work has now been started at site and will expected to be completed at the end of January 2015. This Wing processes petitions addressed to the Prime Minister by the Parliamentarians / General Public which are received through post, in the Office of the Prime Minister and brought personally to this Wing. —————————————————————————————— @Transferred from Law, Justice Division. 9 The petitions/complaints are scrutinized and the actionable ones are forwarded to the heads of the concerned quarters for appropriate, immediate and urgent actions given a time limit of 30 days for redressal of Grievances under intimation to the applicant and Public Affairs and Grievances Wing (PA&GW). Response received from the concerned quarters are analyzed, and if found suitable, forwarded to the petitioners for information, otherwise referred back to concerned quarters with appropriate instructions to resolve the matter. A software has also been devised for speedy disposal of complaints. This Software also generates Reminders which are issued on periodical basis as per instruction 52(2) of the secretariat instructions. 5. Shamas Un Nisa: Will the Minister for Law, Justice and Human Rights be pleased to state: (a) the total number of persons arrested by the National Accountability Bureau (NAB) in cases of corruption since its establishment; and (b) the total number of cases settled through plea-bargain alongwith the amount recovered in such cases so far? Minister for Law, Justice and Human Rights: (a) Since NAB’s inception a total of 730 accused have been arrested during proceedings of cases, authorized under National Accountability Ordinance (NAO), 1999. 10 (b) Since its inception till Nov. 2014, NAB settled 450 cases of Plea Bargain under section 25 (b) of NAO and recovered an amount of Rs.9465.146 Million from 993 accused persons during Investigation, Trial or Appeal stage. These individuals/accused have been deemed convict by the Courts and disqualified from holding public office and obtaining loan facility from banks for 10 years. 7. Ms. Shaista Pervaiz: Will the Minister for Law, Justice and Human Rights be pleased to state: (a) whether the Government has taken adequate steps for expeditious disposal of criminal cases against women and children in the country; if so, the details thereof; (b) the total number of cases relating to racial hate, rape and sexual harassment pending in various courts in the country alongwith the number of such cases disposed of during the last five years and the current year; and (c) the steps taken by the Government to provide legal assistance and ensure speedy justice for the victims of such crimes?
