Sub: - Appeal for justice to one lakh brutally exploited casual / contract workers in BSNL – reg.
New Year Greetings to you on behalf of one lakh and odd casual / contract workers engaged in BSNL and on my
own behalf!
On this occasion, I would like to bring to your kind notice about the brutal exploitation of the casual and contract
workers by the contractors and the BSNL Management with an appeal that your honour may be kind enough to
look in to the matter and ensure justice to the toiling workers who are continuously working for years together in
DoT/BSNL.

Regularisation of casual labor
There are about 4,000 casual labour in BSNL who are engaged from 1980-1995 and who were to be
regularized from 01.10.2000 as per the agreement between the Federations of employees and DoT at the
time of formation of BSNL. Due to the administrative delay in forwarding their cases to BSNL Corporate in
time, they were not regularized. Many of them have crossed 40 – 50 years of age and there is no future for
them at this advanced age, if they are not regularized. About 9,000 similar casual labours were regularized
whose cases were sent to the BSNL Corporate Office in time. 4000 left out casual labours also may be
regularized as has been done in the case of similar others.

Implementation of labour laws including Minimum Wage, EPF, ESI etc. to Contract Workers in
BS NL .
Though various labour laws exist with regard to payment of minimum wages, implementation of EPF, ESI
etc., these are completely violated by the BSNL Management and contractors with impunity. In most places
not even half of the minimum wages are paid and EPF & ESI are not implemented. Despite several
representation and complaints to BSNL Management, EPF & ESI authorities and others, there has not been
much improvement. The BSNL Management, instead, has even submitted a report to the Parliament
Standing Committee on labour that all the rules and orders are implemented by BSNL, which is completely
b a s e le s s .
The contract workers are continuously exploited and treated as wage slaves.
As a last resource, we are approaching the highest authority in the nation with the hope that your honour will look
in to the matter and ensure that justice is ensured to these exploited workers.
