SUBJECT: RTA Ajo Transit Services Contract Award Meeting Management Committee Meeting Date Agenda Category Agenda Item # Sept. 10, 2014 Consent Action 2g REQUESTED ACTION/SUGGESTED MOTION Approve the RTA/RPTA joint evaluation committee’s recommendation to award the Ajo Transit service contract to Second Generation, Inc. ASSOCIATED OWP WORK ELEME ELEMENT/GOAL Work Element 1446, Regional Transportation Authority Support SUMMARY In 2009, the RTA entered into a contract with Second Generation Inc. for the provision of transit services in Ajo including fixed-route service between Ajo and Tucson and a dial-a-ride ride service within Ajo. An additional fixed fixed-route route service between Ajo and Gila Bend is funded by the RTA in n partnership with Valley M Metro/RPTA, which provides funding for service from Gila Bend to Phoenix. The original RTA contract with Second Generation reached term in November 2012 and was extended until October 2014. In April, RTA staff began a join joint procurement with Valley Metro/RPTA RPTA for Ajo transit services. Valley Metro and the RTA released a joint RFP in June June.. Two firms, Second Generation and Total Transit, responded to the RFP. A joint evaluation committee composed of representatives from the Phoenix region, the RTA and Pima ma County reviewed the proposals using a best value approach. The firms were awarded points based on strength of experience, proposed staff and approach to the scope of work. Price constituted 40 percent of the total score. The full committee met to evaluate initial responses and prices, and held two additional meetings to evaluate follow-up up questions and best and final offer pricing. At completion of the evaluation, Second Generation held a higher composite score and was provided a preliminary notice of selection. Pending RTA and RPTA Board approvals, Second Generation will begin operations under the new contract on Nov Nov.1, 2014. PRIOR BOARD AND/OR COMMITTEE ACTION None. FINANCIAL CONSIDERATIONS Under Second Generation’s proposed pricing, the cost of the Ajo Service to the RTA will increase by 1 to 3 percent annually over the five year contract. This increase is in line with Packet Material Prepared: Sept. 3, 2014 the historic rise in operational cost across all RTA services. Both RTA and Valley Metro will maintain separate finall contracts with Second Generation. TECHNICAL, POLICY, LEGAL OR OTHER CONSIDERATIONS None.
