1. CALLTO ORDER
Dave Simpson ACB CL introduced District Governor Chris Kozakowski DTM.
The meeting was called to order at 2:57 pm by District Governor Chris Kozakowski DTM.
2. WELCOME AND INDTRODUCTORY REMARKS
Welcome and introductory remarks were given by District Governor Chris Kozakowski DTM.
Extended special welcome to Past District 21 Governors:
 Francoise Baroux DTM 2006-2007
 Shirley Maxwell DTM 1991-1992
Recognized those serving during the council meeting:
 Parliamentarian: Shirley Maxwell DTM PDG
 Secretary: Pamela Claassen DTM
 Credentials Chair: Raymond Ho DTM
 Timer: Roberta Rodgers ACG ALB
 Sergeant At Arms: Dave Simpson ACB CL
3. CREDENTIALS COMMITTEE REPORT
Credentials Raymond Ho DTM presented the report from the Credentials Committee.
Thanks were extended to Darryl Farquhar, Cheryl Hopson-Blake, Fusion Projections, and everyone
who helped put the ballots together.

Raymond Ho DTM moved that on behalf of the Credentials Committee that the role of delegates
hereby submitted be the official roll of the voting members at the business meeting at the Spring 2014
Conference. CARRIED.
4. MEETING STANDING RULES
The meeting standing rules were the same as previously read during the Current District 21 Business
Meeting. With no objection, the standing rules as read during the previous business meeting were
adopted for the meeting.
5. ADOPTION OF AGENDA
Agenda was adopted as corrected – Item #10 A. November 9th should read November 8th.
Moved by Andreea Myhal (Club 8790). CARRIED.
6. MOTION TO AMEND DISTRICTY BYLAWS TO ADOPT GEOGRAPHICAL BOUNDARIES
May Soo Tveita (Club 5488) moved that “we the members of District 21 amend our District bylaws to
adopt geographical boundaries which have been approved by the Toastmasters International Board of
Directors as per our reformation plan”. CARRIED.
7. MOTION TO APPROVE REALIGNMENT
April Kennedy ACG ALB presented the report from the realignment committee:
 Thanks from Mike Robinson for everyone who helped with realignment
 No revisions to North/South split
 Keep existing areas intact where possible
 Leave renaming Division/Area #’s to next year to change names
 2 Clubs Move to A91 to keep 4 clubs
 Some final adjustments may be required next year
April Kennedy (Club 2743) moved that “clubs be shifted to Area 91 from K92 (Club 5737) and from K95
(Club 845571)”. CARRIED.
8. ELECTION OF OFFICERS

District Officers 2014-2015:
The candidates presented by the nominating committee for District Office were:
 District Governor – May S Tveita DTM
 LGM – Carol Carter ACG ALB
There was a nomination from the floor for LGET – Fai Murray DTM.
Elected District Officers:
 May S Tveita DTM was elected District Governor by acclamation
 Fai Murray DTM was elected Lt Governor Education & Training by acclamation
 Carol Carter ACG ALB was elected Lt. Governor Marketing by acclamation
Division Governors 2014-2015:
The candidates presented by the nominating committee for Division Governor were:
 Division C – Lynda Hopper DTM
There were nominations from the floor for the following:
Division A – Wendy Arthurs
Division C – Nell McInnes
Division E – Shawn Gold
Division G – Sheila Picard – no paperwork, could not proceed in election process
Division V – John Sherber – no paperwork, could not proceed in election process
Speeches were presented by both Lynda Hooper and Nell McInnes for Division C Governor and voting
was by secret ballot.
Elected Division Governors:
 Division A – Wendy Arthurs elected by acclamation
 Division C – Nell McInnes elected by majority vote
 Division E – Shawn Gold elected by acclamation
The incoming District Governor will appoint Division Governors for Division F, Division G, Division K,
Division V, Division W, and Division X.
Area Governors 2014-2015:
The following Area Governors were elected by their areas:
 Division A – Area 1 – Brian Dodd DTM
 Division A – Area 1 – Lance Conarroe ACB ALB
 Division A – Area 9 – Roberta Smith ATMG ALB
 Division C – Area 36 – Wendi Roth ACS ALB
 Division V – Area 3 – Jennifer Oaks ACB ALB

Division V – Area 5 – Christie Harvie ACS ALB

The remaining Area Governors will be appointed by the incoming District Governors.
Congratulations to all our elected officers for 2014-2015.
9. NEW BUSINESS
a.
Fall 2014 Conference
Shawn Gold (Club 5488) moved that “the District 21 Fall Conference be held at the Radisson
Vancouver Airport Hotel on November 7th and 8th, 2014”. CARRIED.
10. ANNOUCEMENTS
a. International Convention
The 2014 International Convention is being held August 20 to 23 in Kuala Lumpur, Malaysia.
b. Fall 2014 Conference
The Fall 2014 Conference will be held Friday November 7th and Saturday November 8th at the
Radisson Hotel Vancouver Airport in Richmond.
c. Next District Council Meeting
The next District 21 Council meeting will be held Saturday November 8th at the Radisson Hotel
Vancouver Airport in Richmond.
