meeting.

Plenary 21 Welcome/Introductions and Administrative Remarks
Santi Ibarz, Airtel-ATN, welcomed members to Plenary 21 in Dun Loaghaire, Ireland.
In accordance with RTCA policy, Gregg Anderson, the designated FAA representative, opened the
meeting by reading the following text:
“In accordance with the Federal Advisory Committee Act, this Advisory Committee meeting is
OPEN TO THE PUBLIC. Notice of the meeting was published in the Federal Register on: March
24th, 2014. Attendance is open to the interested public. With the approval of the Chairman, members
of public may present oral or written statements at the meeting. Persons wishing to present or obtain
information should coordinate with RTCA Program Director – Sophie Bousquet and the Co-Chairs –
Chuck Stewart and Jerome Condis."

Approval of the Minutes of Plenary 20 and Status of Actions and Issues
The Plenary 20 minutes were approved without modification.
Action Item Review:
Action P20-1: Jerome, Kim and Tracy update CPDLC message set paper by mid-February for ICAO.
Closed: CPDLC message set paper was prepared and presented to OPLINK meeting in March 2014.
See item 4 below (ICAO OPLINKP coordination).
Action P20-2: Jane, Thierry, Fred to update the previously submitted ICAO documents red-line
material for CM, ADS-C, and CPDLC for next OPLINK meeting (due mid-February 2014).
Closed: The ADS-C and CPDLC papers were updated to align with the Initial B2 publication version
and expanded to provide the required red-lines to ICAO Doc 4444 (in addition to providing only
where changes were required as done previously) and were presented to the OPLINK meeting in
March 2014. See item 4 below (ICAO OPLINKP coordination). A CM paper is not required (No redlines to DOC 4444 are required for CM.)
Action P20-3: Fred and Greg Saccone to prepare paper for next ACP meeting (due mid-February
2014) to allow inclusion of version number in CPDLC and ADS-C start.
Closed: A paper was prepared for the ACP meeting to allow inclusion of version numbers in the
CLDLC and ADS-C start. See item 4 below (ICAO ACP coordination).

Coordination Activities
a)
ICAO OPLINK
OPLINKP WG2 (Mar 2014) feedback
i.
Jerome provided the following feedback from the OPLINKP WG2 meeting in March 2014: The
OPLINKP approved inclusion of the 214/78 B2 CPDLC message set. A drafting group has been
tasked to prepare an ICAO formatted paper proposing the inclusion this material in the ICAO
documents (Annex 10 and Doc 4444).
The same drafting group is preparing an ICAO formatted paper incorporating CPDLC and ADS-C
recommended red-lines from Item #3 above for inclusion in Annex 10 and Doc 4444.
Both the message set changes (except for IM messages which will be considered at a later date) and
the CPDLC and ADS-C red-lines are expected to be included in the 2016 ICAO documents
amendment cycle.
It was noted that there is ongoing discussion in ICAO concerning the inclusion of the CPDLC AT
PILOTS DISCRETION message. The ICAO ATM section considers the message intent incorrect and
has concern that this is only a regional message. ICAO OPLINK will continue to address this issue as
part of the review of the Proposal for Amendments (PfAs) under preparation.
The objective is to have a mature set of PfAs as an input for next OPLINK meeting to come in Oct
2014, so that they can be approved by the group to enter the formal ICAO consultation process and to
be included in the 2016 ICAO documents amendment cycle.
ICAO ACP
i. Status of CPDLC and PM-ADS Technical Provisions
Frederic Picard present the status of ongoing work for 1) inclusion of the version number in the
CPDLC and ADS-C start primitives, and 2) consideration of removal of FIS material from ICAO
documents. (See Proposed Draft ICAO Doc 9880 Edition 2.)

Review of ongoing publication process
Baseline 2 Standards (Initial release) SPR and INTEROPS

Chuck Stewart presented all the documents referenced in a-d above to the RTCA PMC meeting on 18
March 2014. All of the documents were approved by the PMC for publication by RTCA. The
Rockwell Collins PMC member emitted a non-concur statement and a paper reflecting Rockwell
Collins disagreement with publication of the documents will be included as an Annex of the RTCA
documents..

Anna von Groote, EUROCAE, indicated that the EUROCAE Council approved all the documents
referenced in a-d above for publication in March 2014, including the cover sheets as agreed during
previous WG78/SC214 plenary meeting held in January 2014, Washington DC.
Both RTCA and EUROCAE plan to complete the publication of the documents in April 2014.
6.
Working Group / Special committee organization for future work
a) Sub-groups organization and work plan
Based on the expected future work of the joint committee, it was decided that the CSG and VSG subgroups will remain as they are with their current chairs.
Decision P21-1: Any recommended changes to the published B2 Standards will be reviewed by the
CSG and when a modification to the B2 standards is indicated, submitted to the Plenary for approval.
The VSG will remain active; although it remains to be seen what validation activities will be
conduction on the 3 areas (ATC winds, D-RNP and Advanced IM).

Revision A to Baseline 2 Standards
ATC Winds service – Study Report familiarization and impacts on SC214/WG78
material
Ernie Dash and Joe Braken (RTCA SC- 206 Aeronautical Information Services Data Link)
participated in the discussion of ATC Winds. (See MIT/LL Wind Study Status - March 2014). The
conclusion of the discussion and the way forward are listed below:
• Agreed
• Method for uplinking wind data (ATC, AOC, other…) not established
• Even if winds same; FMC/ATSU differing results
• MIT/LL wind data study not available until July/August 2014
• If included in B2 standards, ATC winds not a service, an enabler for other services
• Questions to SC206 (link with MIT/LL study when required)
• Does wind data have to come from ATC?
• Do we need single source for wind data?
• Do we need to have synchronized wind data among all TBO stakeholders?
• Do we need capability for winds to be included in a clearance (safety/efficiency)?
• Is it sufficient to just specify wind accuracy/quality/performance?
• What operations require or use wind data?
• Areas of Further Investigation
• Future Flight Plan information could include indication of aircraft ability to access to
an "accepted/consistent" MET data source

b) Dynamic-RNP service ConOps familiarization
Jarrett Larrow, (SC-227 Standards of Navigation Performance), presented an overview of the
Dynamic RNP ConOps and an example scenario using Dynamic RNP (See Dyn-RNP Briefing - SC214.) The Dynamic RNP ConOps is also available. (See FAA - Dyn RNP Conops with line numbers.)
The conclusion of the Dynamic RNP discussion and the way forward are listed below:
• Agreed
• D-RNP CONOPs received; overview presentation
• Probably will incorporate into CRD and 4DTRAD instead of new service
• Impacts CPDLC
• Objective to proceed with new message element(s) vs. modify existing B2 message
elements
• Safety and performance will be assessed against a new ATS Function : “Re-route with
dynamic RNP containment”

• Operational need to specify scalable RNP value (per leg, instead of per phases or

Advanced-IM service ConOps familiarization and impacts on SC214/WG78
material
Randy Bone, (SC-186 Automatic Dependent Surveillance-Broadcast), presented an overview on the
basic IM and then highlighted the enhanced capabilities of Advanced IM. (See FAA - A-IM Conops
with line numbers.) The conclusion of the discussion and the way forward are listed below:

• A-IM CONOPs received; overview presentation
• Builds on IM currently in SPR / Interop
• More mature CONOPS expected November 2014
• Impacts CPDLC

8.
Status/discussions on ATN VDL2 issues
The increased use of B1 in Europe has resulted in loss of service due to ATN provider aborts, which in
turn is undermining confidence for both controller and pilots in the system. Two papers were
presented on this issue:
a) EASA audit report status
David Mancebo, EASA, presented the status of VDL-2 in Europe. (See EASA Investigation - Data
Link - Provider Aborts).
b) SC214 assessment/action plan wrt MASPS/MOPS changes (coordinated with EUROCAE
WG92)
Stephane Pellecshi and Donsong Zeng, presented ATN provider abort issues and the impact on the
MASPS and MOPS. (See Provider Abort Issues in VDL2 Standardization.)
Decision P21-2: The committee will wait until June 2014 to figure out if changes the DO-281B (ED92B) and Change 1 to DO-224C are required or not.

Wrap-up and confirm high-level roadmap for Revision A to Baseline 2 standards
Thomas Mustach presented a briefing to track the responsibilities between committee on the 3 new
areas (See Trajectory and A-IM Operations - Align Development of Standards)
In addition to the summary of discussion noted in item 7 above, the group agreed to distribute the DRNP and Adv-IM ConOps document (with lines numbered) for further review. Comments from
SC214/WG78 members (using provided Comment Matrix template) are requested:
- 02 May 2014 at the latest for ATC Winds and D-RNP
- 23 May 2014 at the latest for Adv-IM
