ARNG Budget
The ARNG is programmed to receive 7%
less in Fiscal Year 2015
Fiscal Year 2015 will be very hard …

• No mobilization offset
• Schools funding reduced 38%
• Special Training reduced 28%
• I/C/S training for nearly all units
• 675 AGR reduction
• Major cuts to facility support

• Best Medical Readiness in the Army
• Historically low No-Val rate of 1.2%
• Duty MOS Qualified at 84.9%
• Historically high EOH, Modernization
• Critical Dual Use equipment at 94%
• Nearly half the force has deployed

National Guard Capability Gaps that have
Pending Solutions
Shortfall Description:
1. Military Bridging: Most bridging assets have been eliminated from
the Army. Assets are particularly lacking in New England.
2. Small Unmanned Ground Vehicle (SUGV) for EOD: No Small
Unmanned Ground Vehicle for EOD missions
3. Recapitalization of aging HH-60G, ANG. Reduced Operational
Rates and availability for training and Civil Support operations due to
age and use of aircraft.
4. Recapitalization of MC-130P, ANG. Reduced Operational Rates and
availability for training and Civil Support operations due to age and
use of aircraft.

1. Joint Incident Awareness & Assessment (IAA)
Processing, Assessment, and Dissemination (PAD)
Capability. Insufficient capability to provide unclassified

2. Cyber. NGB/State NG lacks full cyber capability, including
guidance, training, manning, systems, etc.

• Military to Civil Authority Communications - Current radios
(including UH-60M and CH-47F) do not allow communications with
ground partners such as local sheriffs/ police/rescue agencies.
Special Needs in Domestic Operations:
• Search and Rescue (SAR) Package – Requirement for improved
capability to support SAR during Support to Civil Authorities missions
to include
• Updated Forward Looking Infra-Red (FLIR) systems to support
MEDEVAC missions and support of Civil Authorities
• Internal aircraft communications
• Rescue Hoist Ground Support Equipment
Modernized Helicopter Fleet:
• Internal Auxiliary Fuel Tank System (IAFTS) – Longer flight
distances required.
• Display Unit (Heads Up Display) Upgrades - Upgrades for
daytime HUD capability.
• Blade Folding Kits – Essential for deployment preparation and
hangaring for adverse weather conditions in facilities with limited
space.

• Discussion:
• Fire Support Combined Arms Tactical Trainer (FSCATT) A6/A5:
o FSCATT A6 version replaced the A5 over 5 years ago; ARNG was
directed to turn-in all FSCATT A5s
o A6 is only located on AC installations
o ARNG not scheduled to receive A6s
o FSCATT A6 production line is closed
• Paladin Integrated Management (PIM) FSCATT
o New trainer
o Scheduled to be fielded to TRADOC School Houses only
o ARNG only scheduled to receive 2 PIM FSCATT simulators in FY23
• Unique ARNG Training Challenges
o Due to geographic dispersion, tubes aren’t co-located with units.
