Update from Director Generals for Agriculture & Livestock 5. AOB Coordination mechanism (FSLC Coordinator) The objectives of this meeting were set as below: 1. Identify partners working in Jonglei, 2. Validate their plans and their operational status 3. Look at gaps, and what support is needed from Juba Meetings schedule: The DGs of the Agriculture & Livestock agreed in having the FSL cluster coordination meeting once per month the third week of each month) However if required the FSL area coordinator will travel to Bor any time required to respond to [partners coordination needs. The next meeting is scheduled to take place 20th May Brief presentation by agencies on operational status Plan: - CRS: - - They had an office in Bor, and are in the process of reopening it. They are in the process of finalizing an agreement with FAO for seeds and tools and fishing gear in three counties (Bor South, Pibor, and one other). They also have partnership with WFP in Akobo and Pibor for food distribution. CRS has restarted operations in Bor South and Twic East. They have approximately 72 staff in the state. Programing has started based on the assessment they conducted a couple of weeks ago with WFP. Response began with NFI and Shelter. CRS has resources for seeds and tools from USAID, and is planning a seed fair utilizing locally available sorghum seeds. For other seeds and tools, they are currently procuring in Juba, and will have delivery next week. Target: 11,500 households. CRS is also in discussion with FAO about gaining access to the seeds and tools pipeline. CRS has 5,133 MT of food from USAID FFP for Jonglei. This will be distributed in Bor South and Twic East, and Duk if security improves. Food is being moved to Bor currently. Their office is re-established, and they are fully functional. JAM: http://foodsecuritycluster.net/operations/south-sudan SOUTH SUDAN JONGLEI COORDINATION – MEETING MINUTES - JAM returned in January, and they have been conducting distributions in Bor South County. They have a team in Boma that is planning to begin distributions of food. SAADO: - They have staff in Bor South and Twic East counties. They are planning to implement GFD in three counties in partnership with WFP. Total target: 13,479. - In talks with FAO about animal vaccination CASI: - Responding with WFP in Bor South Seeds and tools, and fishing gear partnership with FAO – discussions ongoing FLS Cluster Coordinator: - - Other agencies are planning activities, but not currently present in Bor. Update given on CHF reserve allocations for Jonglei. Total targets: 32,000 HH in Jonglei. How are we handling coordination and reporting on activities? FSMS and EFSAs are ongoing, and IPC will be conducted at the end of April. It is important for us to have a clear view of what is going on to see gaps and avoid overlaps and duplication. FSLC is in the process of identify a FSLC area coordinator that can move between Juba and Bor to improve coordination. Ministry requests that state-level meetings are held on the third week of each month, prior to the multi-sector meeting. 3Ws discussion (FSLC Information Management Officer) - - 3Ws are an important tool for the cluster to see what is being done where, and to identify gaps and potential overlap in the response. It is important that partners update the “status” of their projects when it changes o The Food Security and Livelihoods Cluster will begin to create maps showing only agencies with ongoing projects. We have found that many agencies have planned activities, but few are on the ground implementing. o For example, of the 19 agencies reporting activities in Jonglei, only 9 listed activities as ongoing. We want to ensure that gaps in programming are easily identified, and that It is important that beneficiaries reached are regularly and accurately reported o Of the 46 projects listed as “ongoing” in Jonglei, only 1 (!!!) reports beneficiaries reached o There are a number of projects with a status other than ongoing (either left blank, or listed as “planned”) that show beneficiaries reached. These should be corrected. Action Points o Agencies to update their 3Ws, specifically taking note of the project status and beneficiaries reached. Update from Director Generals for Agriculture & Livestock http://foodsecuritycluster.net/operations/south-sudan SOUTH SUDAN JONGLEI COORDINATION – MEETING MINUTES Agriculture: - The ministry is working on recovering tractors, and repairing damage to them - The plan is that by the last week of this month, ploughing will start in the three accessible counties - Areas to be covered: greater Bor, greater Akobo, - Prepositioning of WFP food to areas accessible - Prepositioning of food by traders, especially supplementary food - Twic East and Bor South are accessible by traders, meaning the food security situation is better than counties like Duk - Bor market, the main market in Jonglei, is currently reviving, and traders are beginning to position more stock. The main challenge is a lack of storage. - They have two types of tractors: tractor hire services (subsidized, but cost recovery), and a project funded by UNDP Livestock: - There is currently no livestock in Bor town therefore vaccinations should wait to start until the livestock comes back to Bor. - The price of meat has increased. Slaughter house has been destroyed and needs to be rehabilitated. o Roof is gone, generator and solar panels have been stolen - They have no vaccines for livestock vaccination - The ministry is working to get rid of stray dogs which have become a menace. They have gotten rid of 620 stray dogs so far. They would like FAO to return to Bor to re- engage in agriculture and livestock activities in Jonglei Update from WFP - Prepositioning: Convoy to Boma will finish this week Pochalla is still on hold Rainy season is coming, so they are running out of time. Specifically, the river between Pochalla and Boma will not be passable Airdrops will take place in other locations. AOBs - - - - SAADO: They have faced issues of larger NGOs or UN agencies stating that they don’t have the capacity to implement, which meant that they lost donor funding that they were about to secure. They request that agencies don’t belittle them by stating that they don’t have capacity. Plan International: Question on what areas outside of Bor town are accessible? o The whole of Bor South county is relatively secure. o CRS: The best approach would be to sit with SSRRC and other agencies to discuss this question Sorghum seeds are available locally. Several vendors have hundreds of bags of seeds available. o CRS has visited some of the vendors Plan International: What support will the government give NGOs in recovering lost assets? http://foodsecuritycluster.net/operations/south-sudan SOUTH SUDAN JONGLEI COORDINATION – MEETING MINUTES The police should be able to provide some support as long as the NGO has correct paperwork for the items o CRS: they had several generators which were lost, but were found in the town. RRC helped coordinate getting the items returned to them.
