Cost to Martin County: Minimal recording fees The Hutchinson Island Coalition is a volunteer organization that consists of members from the Hutchinson Island community of homeowners, organizations and businesses with the goal to provide ideas for beautification, traffic enhancements and safety concerns on the island. The residents have voted to increase their Municipal Services Taxing Unit (MSTU) in order to fund projects on Hutchinson Island and will continue to apply for grants to assist. A Master Plan and Phase I design was developed in 2012. The construction work associated with a portion of Phase I is scheduled to go out for bid in January 2014. The work will include a “Welcome to Hutchinson Island” sign, roadside landscaping, median landscaping with decorative hardscape and stamped asphalt crosswalks with a median safe haven. The approved FY 2014 Capital Improvement Plan includes funding for this portion of the Roads/Hutchison Island Beautification Project 2028A. In order to complete the project, Martin County has requested FDOT transfer a portion of its state highway land to the County. ISSUES: Existing utilities shall remain in place and in use with no expense to the utility owner. A reverter clause returns the property to FDOT if Martin County ceases to use the property for the Hutchinson Island Gateway Zone. Mineral rights are reserved in accordance with Florida Statute 270.11. 80567449 2 of 17 RECOMMENDED ACTION: RECOMMENDATION a. That the Board adopts a resolution accepting the Quitclaim Deed from State of Florida Department of Transportation and authorizes the Chair to execute any and all documents necessary.
