Terms and conditions -1.0
1.Tender form costing amount as mentioned above + [Rs 500/- extra if required by post and Rs. 200/- extra if
plan/drawing is required ] will be issued on production of receipt for the said amount towards the cost of tender
fee paid to any station superintendent of the Western Railway. Tender form will be issued up to 12.00 hrs of the
opening of tender. 2. Tender form will be ready for sale from 21/12/2014. FDR should be in the name of Sr.
Divisional Finance manager, Western Railway Bhavnagar para. If name is included in the FDR. It should be
signed by the tenderers, on the reverse of FDR, without fail. FDR should be got issued, by nationalized Bank. 4.
Railway reserve right to accept / reject the tender without assigning any reason 5. Conditional tender will not be
accepted. 6. Criteria: - Stipulation of minimum eligibility criteria as given in the table below for costing above
Rs.50 lakhs. 7. Test report of ballast should be submitted along with tender documents from government
laboratory, Test repot should be current& dated not earlier than the date of tender notice and should be original
only Incase in zerox it should be attested by gazetted officer without ballast test report the tender will summarily
rejected. 8.Tender documents are available on website No. www.wr.indianrailways.gov.in. Tender documents
can be down loaded from the website if tender down loaded from website tenderer should furnish necessary tender
fee along with tender. Tender not accompanied with requisite tender fee is liable to be rejected. 9. Required
document to fulfill eligible criteria (Technical and/or financial) shall be submitted along with the tender form. If
no required document is submitted along with the tender form, the offer will be considered incomplete and tender
will be summarily rejected in absence of required documents. 10. Clauses regarding earnest money, security
deposit, performance guarantee, rescinding of contracts and others have been modify in this tender. These
supersede corresponding clauses of GCC and clause of tender prevails over corresponding clauses of GCC.
Performance guarantee shall be 5 % of the contract value and the successful bidder should give a performance
guarantee in form of an irrevocable bank guarantee/FDR before signing the contract agreement.
2.0 Eligibility Criteria. : Vide PCE-CCG’s letter No.W.118/0 Vol.V(W6) dated 20/01/2011 in Ref to
(Railway Board’s letter No.2007/CE.I/CT/18 Pt.XII New Delhi, dated 31.12.2010) Tender cost above 50
lakhs only.
Should have completed at the time of opening of At least one similar single work, for a minimum value of
tender in the last three financial years (i.e. current 35% of Advertised Tender value of work
year and three previous financial years.)
Total contract amount Should be a minimum 150 % of advertised tender value. Tender committee would

TENDERS CRENDENTIALS FOR TENDERS COSTING ABOVE RS. FIFTY LAKHS. ARE GIVEN IN
TENDER FORM. TENDERERS SHOULD SUBMIT DOCUMENTS ALONG WITH THEIR TENDERS IN
SUPPORT OF CREDENTIALS GIVEN IN THE TENDER FORM.
The tender for above criteria not fulfilled by tenderer same will be liable/summarily to be rejected.
Special condition of contract – Eligibility criteria and Tenderer’s Credentials.:1. In support of their credentials, the tenders should submit following documents along with their tenders.
a) List of personnel, organization available on hand and proposed to be engaged for the subject work.
b) List of plant and machinery available on hand (own) and proposed to be inducted (own and hired to be given
separately) for the subject work.
c)
List of works completed in the last three financial years giving description of work, organization for whom
executed, approximate value of contract at the time of award, date of award and date of scheduled completion of
work, date of actual start, actual completion and final value of contract should also be given.
d) List of work on hand including description of work, contract value, approximate value of balance work yet to be
done of award.
Note: - (1) In case of items (c) & (d) above, supportive documents/ certificate from the organizations with whom they
have worked/are working should be enclosed.
(2) Certificates from private individuals for whom such works are executed/being executed will not be accepted.
2. PCE-CCG’s letter No.W.118/0 Vol.V(W6) dated 20/01/2011 in Ref to (Railway Board’s letter
No.2007/CE.I/CT/18 Pt.XII New Delhi, dated 31.12.2010) in all tender costing above Rs. 50 Lacks if the
tenderer does not submit credentials, the offers shall be considered as in-complete & shall be summarily
rejected..
3. PCE-CCG'
s letter No. W/118/2005/2 (L) (W-6) dated 18/03/2005 & W/118/0 Vol. III (W-6) date 02/02/2009. in
all tender costing above Rs. 50 Lacks if the tenderer does not submit conditions, the offers shall be considered as
incomplete & shall be summarily rejected.
4. For criterion 2.0 following documents will be relied upon for working out the total contractual amount received by
the tenderer to evaluate credentials.
i) Attested copy of annual Income Tax returns filed with Income Tax Department
ii) Attested certificate of the Tax deducted at source (TDS Certificate) showing the contractual payment.
iii) Attested certificate from Employer/ Clients, Audited balance sheet duly certified by the Chartered accountant
about the Contractual payment received for the work done.
