The following represents the general discussion and questions posed by attendees1 at the Pre-Proposal
Conference and site visit that followed the UVM presentation held on Wednesday, June 4, 2014.
Presentation/General Discussion:

In addition to the content of the slides presented (and the RFP), UVM representatives also indicated:





Project could be for both first and second year students. For clarification purposes, the
primary focus and design of this housing is for first-year students.
Dining component could be designed for 500 seats versus the 900 seats described in the RFP.
At this juncture, the University will consider between 500 up to 900 seat dining facilities.
Please provide your rationale for the size and scope of your proposed dining facilities.
Related to the dining component, the University will consider potential linkages to the BaileyHowe Library to facilitate connectivity.
Given the site constraints, specifically the Fletcher Allen Health Care (FAHC) designated
staging area within the site may not be available for this Project’s use until 2018. The
University will consider phasing of the Project. The initial phase must replace at least 391
beds (Chittenden-Buckham-Wills Residential Complex (CBW)) by August 2017.
FAHC indicated that their designated staging area within UVM’s housing site boundaries is a
“moving target.” At this point, plan for that staging area to not be available until 2018.
Questions from Attendees:
Q1: Will all three of the shoeboxes (Chittenden, Buckham, and Wills Residential Complex)
be demolished at the same time?
UVM Response: Yes. They will all be demolished following the 2014-2015 academic year.
Q2: What are the programmatic specifications for ResLife for the new housing project?
UVM Response: ResLife will need a main desk, three adjacent offices, one staff training
room, and will be staffed with one RA for every 30-40 students. In addition, it would be helpful
to have another office and two seminar classrooms for potential residential learning
community and/or summer conference activity.
Q3: Does UVM plan to retain Converse Hall?
UVM Response: Yes, UVM plans to keep and utilize Converse Hall for student housing for the
foreseeable future.

Q4: What year are the students living in Converse Hall?
UVM Response: Most of the students living in Converse Hall are juniors or seniors. They are
attracted to the building’s many single rooms and suite-like feel. The layout provides one
bathroom for approximately every 6 rooms.
Q5: Will the Honors College students be living in the new project?
UVM Response: No. The Honors College students live in University Heights North.
Q6: Where do other first-year students live?
UVM Response: Currently, first-year students live throughout the various on-campus
residence halls. However, per the Student and Faculty/Staff Housing Master Plan (HMP), UVM
is working towards centralizing first-year students to the center of campus (this Project) and
on University Heights campus. Currently, Redstone Campus has been a successful experience
for sophomore students. Per the HMP, Redstone Campus will continue to be the focus for
sophomore housing.
Q7: In addition to files for the project site, it would be useful to obtain Plans, Sections,
Elevations for adjacent existing (i.e., Converse Hall, Rowell Science Building, Bailey-Howe
Library, Royal Tyler Theater, Fleming Museum) and planned buildings (i.e., FAHC In-Patient
Bed Project, UVM STEM, Central Heating Plant (CHP) Expansion, Cooling Towers, and
Relocated Roadway).
UVM Response: UVM A7: As described in the RFP and at the Pre-Proposal Conference, the
University will provide the AutoCad files, including the 2-dimensional AutoCad file and the 3dimensional modeling AutoCad file for this area of campus. In addition, by separate file
transfers, UVM can provide the preliminary site plan, elevations for STEM and FAHC In-Patient
Bed Project NOTE: FAHC’s In-Patient Bed Project site plan is in AutoCad format while the
elevations are in PDF format only at this time.
At this juncture, the University is only in the preliminary planning phases for the CHP
Expansion, Cooling Towers, and Relocated Roadway north of the Bailey-Howe Library. There
are no site plans or elevations to share beyond the conceptual footprints provided on
Attachment A – Project Location Map of the RFP.
Campus Planning Services will file transfer the four AutoCad files described above to the firm’s
primary contact. See below for more details.
Q8: The master plan web link to the Housing Master Plan referenced in the proposal is just
graphic. What is the protocol to acquire scale LDSC and civil drawings that will accurately
document hardscape and buildings surrounding our site? We really need a site plan that
extends from Fleming to Main Street and west to University Place if we are going to
calibrate our design approach to foreground, transitional and background levels of design
emphasis.
UVM Response: This is related to the prior questions, the University will provide you with
those AutoCad files. For those firms that have already requested the AutoCad files, an
expanded version of the 3D modeling AutoCad file will be sent.

Q9: Are there any protection expectations for trees and landscaping in all staging areas.
Especially large trees that will take decades to replace.

UVM Response: The University is especially mindful regarding the protection and
preservation of the trees and landscaping features. The University is currently completing a
campus wide tree inventory and plans to publish it on-line. This area of the campus will be
updated within the next few weeks and will be available on-line no later than the week of July
14th. The University will provide the link to the tree inventory at that time. The developers
should highlight in their proposal any potential impact to the existing trees and provide
mitigation plans if needed.
