FOR LOCAL NON-GOVERNMENTAL ORGANIZATIONS (LNGOs) IN NUGAL AND
KARAKAR
1. Background
In Somalia extensive environmental degradation has emerged to be a main cause of poverty as a result of
unsustainable utilization of natural resources. Human population pressure, overstocking, poor legislation and
enforcement, encroachment to the rangeland, rapid expansion in the production of charcoal in recent years and
climate change have combined to cause undue pressure to the scarce and fragile environmental resources. It is
estimated that land under permanent pasture varies from 46 to 56% of Somalia's surface area. About 20% of the
country’s surface is classified as forest - a percentage which has been in constant decline over the past two
decades.
Assessments conducted by FAO in 2008 found that the central and northeast areas of Somalia were the most
affected by loss of vegetation cover. They had a net cover loss of about 37% between 1982 and 2008; which
translates to a rate of approximately 1.4% per year. Other areas were losing vegetation cover at an average rate
of 0.6% per year. The assessment showed that Northern Bari and Western Sanaag had the highest levels of land
degradation, although all five zones of Puntland had high levels of land degradation. Recent analysis by SWALIM
shows that tree cover reduced by an average of 2.8% per year in Puntland between 2001 and 2006.
In addition, according to a September 2012 Natural Resource Management (NRM) assessment in Puntland
community members described degradation of the rangeland resources as the main cause of their livelihood
problems. The clearing of trees for charcoal production, a widespread practice, has contributed to a total loss of
vegetation coverage of +37% in the target areas between 1982 and 2008. Consequently, the livestock dependent
livelihoods of the rural communities have become increasingly vulnerable and are one the main causes of the
country-wide chronic food insecurity and poverty.
Through the Deegaankaagu waa Noloshaada (Your Environment is your life) project, CARE International in
Somalia seeks to address the enormous land degradation problem, that is actively contributing to entrenching
poverty in State of Puntland, through rehabilitation of prime grazing land using Cash for Work (CfW). The project
will contract two (2) Local Non-Governmental Organizations (LNGOs) who have the capacity to undertake
construction of erosion control structures through competitive bid. This intervention will also address livelihoods
by providing temporary employment to community members in selected geographical areas. The program will
target people who are greatly impacted by poverty, conflict, drought and/or IDP influxes. CARE will provide the
technical support in supervising the physical works and ensure quality is maintained.
This EOI is seeking applications from LNGOs from Nugal and Karkar. It is necessary that they are locally
recognized with previous experience in undertaking similar work in Puntland.

3. Requirements to be fulfilled by LNGOs
In order to successfully undertake quality and timely implementation of Deegaankaagu waa Noloshaada (Your
Environment is your life) activities,specifically rehabilitation of gullies and construction of soil and water
conservation structures through CfW activities, LNGOs must provide proof of the following minimum institutional
and technical capacity requirements:
a. Legal status
LNGOs should provide proof of
- Being a legally registered organization with respective governments, both central and local governments, or
with relevant governmental bodies
- authority to operate in geographical areas for which it is applying to work in.
b. Management and organization
LNGOs should provide proof of
- A good track record for timely and results based implementation of similar project activities
- A board that meets regularly and has statutes for its function
- Sufficient management capacity (quality and quantity) to implement proposed project
- Administrative capacity to forecast, recruit, select and retain human resources effectively
- Policies and procedures pertaining to management of personnel, assets, finances, administration,
procurement of goods and services, program implementation, monitoring, evaluation and reporting
- Adherence to annual plans (e.g. work plans, M&E, etc) as part of routine management actions
- Performance reports e.g. monthly and audit reports
- A good reputation with targeted communities (Nugal and Karkar) and other agencies
c. Programming and cross-functional expertise
LNGOs should provide proof of
- Capacity in program management from implementation, through to evaluation and wind up/close out of
activities
- Capacity to collect required data and provide timely programmatic reports for proposed project activities
- Ability to work in targeted areas (geographical coverage) where proposed project activities will be
implemented
- Adequate physical facilities, office equipment, minimum transport and logistical arrangements, etc. to
implement proposed project
d. Technical expertise
LNGOs should provide proof of
- Experience in implementing programs in the Somali context
- Full-time (within its organization) personnel/staff with required NRM, construction of soil and water control
structures and CfW programing expertise necessary to implement the proposed activities
- Specialized staff in finance and M&E necessary to implement the proposed activities
4. Selection process
CARE in collaboration with the Ministry of Environment, Wildlife and Tourism (MoEWT) will identify and select
LNGOs through processes that are in line with their core values, required program competencies, and cost
considerations. Selection will be determined through a transparent process involving MoEWT and CARE
Decision Making Committee. The LNGOs selection criteria will include meeting the minimum requirements as set
above.
There will be several stages in the selection of LNGOs:
a. Short-listing of interested organizations against eligibility criteria and evaluations of expressions of interest
b. Presentation, by CARE and MoEWT, of the scope of work to shortlisted LNGOs which will in turn submit
technical and financial proposals to undertake the work
c. Review of submitted proposals and final selection of 2 LNGOs that will undertake the work in aforementioned
locations in Nugal and Karkar respectively
d. Due diligence and capacity assessment of selected LNGOs: The due diligence assessment will cover specific
issues such as inherent risks, staffing, past performance, accounting systems, and internal control procedures.
The assessment will establish a risk rating (e.g. low, medium or high) for each sub-recipient. The risk rating in turn
will identify special conditions (or financial and administrative requirements) and must be stated in the subagreement document for the concerned LNGO. The assessment will also inform a capacity building plan for the
LNGO to address gaps identified during the process.
5. Timelines
Interested LNGOs should submit their Expressions of Interest (EOI) letter, annex requested proof as well as
evidence of experience in successfully implementing similar project activities in Puntland, to CARE Garowe office
