National Harmonized Best Practices have been produced based on the Ontario Regional Common Ground Alliance Best Practices, V 8.0, acknowledging the CGA Best Practices in the United States, via a collaborative effort by all Regional Partners of the Common Ground Alliance in Canada
These Best Practices represent the type of activities that CCGA believes would provide optimum levels of diligence towards preventing damage to Canada’s critical underground infrastructure. And while it is understood that not all stakeholders are presently in a position to adopt all of these practices, it is anticipated that progress will be made towards following these practices over time CCGA National Harmonized Best Practices

Intent
To produce, with Regional CGA Boards & CCGA Board Approval, national, fully harmonized Best Practices including the governance & processes that need to be in place for full implementation & sustainment of CCGA Best Practices, Version 1.0 ‐ October, 2014 Methodology
Two distinct efforts involved in the production of the CCGA Harmonized Best Practices V 1.0 – 14:

Harmonization of all of the Best Practices in Canada, including acknowledgement of the U.S. CGA Best Practices, over a two year period (2013 & 2014), via a consensus‐based national Task Group 
Creation of a complimentary process to maintain & govern these Harmonized Best Practices with provisions for approval & oversight of the CCGA Board of Directors & both national & regional Common Ground Alliance Best Practices Committees

Process

The Best Practices will be maintained & governed, with the approval & oversight of the CCGA Board of Directors, via a process involving both national & regional CGA Best Practices Committees

National Best Practices Committees & Regional Best Practices Committees (NBPC & RBPC) shall reach decisions using a consensus based approach aimed at achieving the most acceptable overall solution, even where this may not be optimal in all circumstances, based on the following principles:
 Each member has the right to present their position
 Positions must have veracity & be reasonable in order to be considered (no unexplained objections or vetoes)
 The final position reached is supportable because it can be deemed reasonable and to have been arrived at in a fair and open manner

Consensus is where all stakeholders have the opportunity to express & have understood their views/opinions & being unable to move a group to their position, they are willing to support the group decision now & in the future

The Canadian Common Ground Alliance National Harmonized BP V 1.0 ‐ 2014 in their entirety, will be held in the custody of the Board of Directors of the CCGA with secretariat support from CCGA staff 2
