MINUTES OF THE GENERAL MEETING OF THE INTERNATIONAL POLICE ASSOCIATION VICTORIA
REGION HELD AT THE IPA HOUSE, PASCOE VALE SOUTH ON 19th FEBRUARY 2014
--------------------------------------------------------------------------------------------------------------------------------------------MEETING OPENED: 2000 hours with Chairman Ian HICKS presiding. The Chairman welcomed members to
our first meeting for 2014 and then invited two members transferring from NZ, Ian WINTERS and Diana
DIMITROVA, to give introductory background. He also welcomed visitor Mick SHAUGHNESSY and Guest
Speaker, Brian BIRCH.

TREASURER’S REPORT: (Treasurer)
Treasurer’s Report to 31 January 2014 tabled. Pete HENRY moved that the report be accepted and the payments
made be ratified. (Report attached) Seconded Dick PELLING. Carried.
RECEPTION REPORT: (Secretary)
Phil PAINE, Kent, UK 11/12 to 19/1 had accommodation with various members in Melb and Sydney.
Jorgen KNUDSEN, Norway 13/12 to 28/1 accommodated by relatives, was assisted by Peter Ferguson.
Jon BURGESS, London, UK, whilst at IPA House attended December BBQ and later, stayed with the
Chairman from 23 Dec to 27 Dec.
Gerry CARVILLE, Chairman of Humberside Branch, Region 3, Yorkshire, UK, and his wife were guests
at a meet and greet held at Skyways Hotel on 8 January.
Paul WALTON, Derbyshire, UK was hosted by Brad HANEL from 30 Jan to 1 Feb.
Mitchell BARZHOG, Denmark and Sofie-Mai GRAEE travelling Cairns to Melb from 1/3 to 31/3.

SOCIAL REPORT: (Rob AITKEN)
The Christmas Dinner held at the Croatia Club, Footscray on 6 Dec was well attended with 40 present
including the Tasmania Branch Chairman, Peter LEGGETT and Vice Chairman, Mike BARBER.
The December meeting was again held as a social BBQ with 53 in attendance. A great evening with
plenty of time for social interaction. It was nice to have a UK visitor in attendance. Many thanks to all
who contributed food for the event and to Geoff BURNNARD for his role as BBQ chef.
WELFARE REPORT: (Peter FERGUSON)
Twelve members are recorded on the sick list but pleasing to see three in attendance tonight. Hips and
knees seem to be the going thing, however, John MARTIN has had another stint in hospital for further
treatment to the heart. Further enquiries will be made regarding Diana QUICK’s husband following her
emergency trip to Wales, UK to enable his medical return to Australia.

I/C: 24 Dec to Chairman from UK visitor Paul MELHUISH – Appreciation for hospitality at IPA House.
O/G: 06 Feb to Liquor Licensing from Sec – Notification of executive officer changes.
GENERAL BUSINESS:
1. Discussion concerning the National AGM and associated sea cruise. Peter FERGUSON will be attending and is
prepared to do so in official capacity. Jason DOYLE indicated that he would be available if required.
2. Advice received from Brimbank City Council re planning application for 2nd story addition to premises in
Fairburn Ave, Sunshine, that backs onto our western fence. No issue created for IPA, nil action required.

GUEST SPEAKER: 2035 hrs.
The chairman introduced Federal Agent and IPA member, Brian BIRCH.
Assisted by a detailed video
presentation, Brian detailed the background of the offender who attempted to hijack a Qantas flight from
Melbourne to Launceston during 2003. The attempt was foiled due to resistance from an assaulted male
flight attendant who was then supported by passengers who witnessed the prior vicious assault of an
unsuspecting female flight attendant. The flight returned to Melbourne where the offender was arrested.
The purpose of the hijack was to crash the plane into the Walls of Jerusalem, National Park Tasmania, to
release the Devil. He was charged with multiple offences but was found not guilty and committed to
psychiatric care for a period of 12 years. The Chairman moved a vote of thanks and presented a “Guest Speaker
Red”. The usual appreciation was shown by members.
