CHF Residential Energy Retrofit Program
PROGRAM SUMMARY
OVERVIEW / FUNDING SOURCE
The CHF Residential Energy Retrofit Program is administered
by California Home Finance Authority (CHF), a California Joint
Powers Authority, and available to qualifying homeowners
through a network of qualified whole-house performance
contractors approved by CHF.
The Program began in 2010 and was originally funded
through a $29 million grant from the California Energy
Commission (CEC) as part of the American Recovery and
Reinvestment Act.
Funding for the Program is currently made possible through
funding from Pacific Gas & Electric Company and a unique
partnership with private investor Five Star Bank. Up to $20
million in loan financing is available to eligible homeowners to
implement whole-house energy efficiency retrofits.
PROGRAM ACHIEVEMENTS1
(From October 2010 to-date)
The Program has:
 Assisted over 1,229 individuals and families with
financial assistance to make energy efficiency
improvements;
o Provided over $28.4 million in low interest rate loans
and over $2 million in grants;
 Created and/or retained an estimated 300 jobs; and
 Supported energy savings of an estimated 97 million
British Thermal Units (BTUs) per project (a Program
total savings of over 1028 billion BTUs).
ELIGIBLE ENERGY EFFICIENCY RETROFIT WORK2
Examples of eligible energy efficiency work include: window
and duct sealing, insulating walls and attics, installing new
heating and air conditioning systems, and installing new
water heaters, windows. Renewable energy measures (i.e.
solar measures) are also eligible for financing under the
Program, subject to program requirements.
GOALS
The CHF Residential Energy Retrofit Program
was developed in order to financially assist
homeowners with making energy efficiency
improvements to their home(s) and to
positively impact California’s economy through
job creation.
Secondary benefits include:
 Reduced energy costs;
 Improved home comfort; and
 Reduced impact on the environment.
ELIGIBLE JURISDICTION
The Program is currently in the following 44
counties of California:
Alameda, Alpine, Amador, Butte, Calaveras,
Colusa, Contra Costa, El Dorado, Fresno,
Glenn, Humboldt, Kern, Kings, Lake, Madera,
Marin, Mariposa, Mendocino, Merced,
Monterey, Napa, Nevada, Placer, Plumas,
Sacramento, San Benito, San Joaquin, San
Mateo, San Francisco, San Luis Obispo, Santa
Barbara, Santa Clara, Santa Cruz, Shasta,
Sierra, Solano, Sonoma, Stanislaus, Sutter,
Tehama, Tulare, Tuolumne, Yolo, and Yuba.

A minimum energy savings of 10% is required on all projects.
Energy savings estimates are furnished through a wholehouse energy inspection and modeling of the home’s energy
components and proposed improvements. Projected energy
savings from energy efficiency measures are re-verified upon
completion of the retrofit work through a Home Energy Rating
System (HERS) audit.
