Nordplus 2012–2016: Administration and responsibilities Nordplus is based on a joint administration system that ensures systematic cohesion and holistic quality across all Nordplus programme activities. The administration system for Nordplus is based on a consortium consisting of five chief administrators (CA), each of whom represents one of the Nordic countries and has responsibility for a particular programme. The National Information Offices (NIO) in the Baltic states (Estonia, Latvia and Lithuania) are integrated into the consortium, which is linked to information points (InfoP) in the autonomous territories of Greenland, the Faroe Islands and Åland). The information points in Greenland and the Faroe Islands are linked to UDS, while the information point in Åland is linked to CIMO. In order to ensure the holistic operation of the administration, a chief co-ordinator (CCo) is appointed from within the consortium.1 The function of chief coordinator is combined with the function of chief administrator. The Nordic Council of Ministers will select one of the five chief administrators of Nordplus as chief coordinator. The five chief administrators (CA) from the Nordic countries have responsibility for the following programmes: Nordplus Nordplus Nordplus Nordplus Nordplus Junior is administered by the Swedish Council for Higher Education in Sweden; Higher Education is administered by CIMO in Finland; Adult Learning is administered by UDS (The Danish Agency for Higher Education) in Denmark; Horizontal is administered by SIU (Norwegian Centre for International Cooperation in Education) in Norway; Nordic Languages is administered by Rannis in Iceland. The chief administrators have equal status and are jointly responsible for ensuring the proper functioning and co-ordination of Nordplus. The distribution of responsibilities between programmes is based on the decisions and principles outlined by the Nordic Council of Ministers for Education and Research on 2 November 2011 and stated in the Nordplus Programme Document for 2012–2016. The aim of and principle behind the co-ordinated and holistic Nordplus programme administration for all participating countries is to ensure profiling, dissemination and follow-up of the experiences and results generated by the programme. Nordplus programme administration should provide a user-friendly, high-profile programme that contributes to the development of dynamic, attractive regional education – and which takes the form of a single, comprehensive administration system. Chief co-ordinator (CCo) Chief administrator (CA) Has overall responsibility for the day-to-day management of Nordplus, and represents the consortium in respect of joint duties, vis-à-vis the Nordic Council of Ministers. Acts as CA of their own programme, as well as co-administrator of the other Nordplus programmes. Contributes to and provides support for the Nordplus Programme Committee and 1 Programme administration: English abbreviations: Chief Administrator = CA National Information Offices in the Baltic states = NIO Information Points in the autonomous territories = InfoP Chief Co-ordinator = CCo As secretary of the Programme Committee, and in collaboration with the consortium, has special responsibility for: CCo’s work on: - - contributing to the strategic development and profiling of Nordplus, including promoting Nordplus’ objectives and the changes to the programme from 2012 ensuring systematic and continuous efforts to improve profiling, information provision and the dissemination of Nordplus’ results further developing the programme, including clarifying and simplifying the programme’s profile and rules, including the types of activity covered. Acts as Secretariat to the Nordplus Programme Committee and assists the committee to fulfil its mandate, as specified in the Nordplus Programme Document. Co-ordinates contributions from other CAs with responsibility for the individual sub-programmes, and takes minutes of committee meetings. Also performs other duties specified by the Programme Committee. On behalf of the Nordplus Programme Committee, and together with CAs, NIOs and InfoPs, organises 3–5 Nordplus conferences during the programme period. On behalf of the Nordplus Programme Committee, and in collaboration with the Nordplus administration in general, monitors activities in the programme in relation to its stated objectives, and ensures and verifies that the results, statistics, experiences and best practices from the programme are systematically and widely profiled and disseminated. Submits an annual report to the Nordic Council of Ministers’ Secretariat on Nordplus, based on input from CAs, etc. This report forms the basis for further reporting to MR-U/EK-U. Calls and organises proposed meetings of all CAs, NIOs and InfoPs, one of which should take the form of an annual report meeting with the Nordic Council of Ministers, as stipulated in the contract. Prepares an annual programme of work for the co-ordination function, i.e. for the consortium. The programme should be approved by all CAs and presented to the Nordic Council of Ministers’ Secretariat for information not later than 15 November of the year prior to implementation. In collaboration with all CAs and NIOs, produces an annual programme of work, including an information strategy. Has responsibility for the daily operation and potential further development of a joint application system for Nordplus. Has responsibility for operating and updating the joint website for Nordplus (www.nordplusonline.org) and further developing the Nordplus Handbook in cooperation with CAs. - the strategic development and profiling of Nordplus, including the promotion of Nordplus’s objectives and the changes to the programme from 2012 systematic and continuous efforts to improve profiling, information provision and the dissemination of Nordplus’s results further development of the programme, including clarifying and simplifying the programme’s profile and rules, including the types of activity covered. In collaboration with CCo, helps to prepare, run and post-process meetings of the Nordplus Programme Committee with relevance for their own programme. Also performs other duties specified by the Programme Committee. Contributes and assists with other activities managed by CCo and/or delegated to other CAs, including those associated with the Nordplus website, information material, the Nordplus Handbook, Nordplus conferences and annual reports. On behalf of the Nordplus Programme Committee, and in collaboration with CCo, assists in monitoring the programme’s activities in relation to its objectives, and ensures and verifies that its results, statistics, experiences and best practices are systematically and widely profiled and disseminated. Provides input to CCo for an annual report on Nordplus to the Nordic Council of Ministers’ Secretariat, and participates in any annual reporting meetings with the Nordic Council of Ministers’ Secretariat. The report forms the basis for further reporting to MRU/EK-U. Has responsibility for local information and guidance relating to Nordplus, based on joint information material. Participates in the processing of applications to Nordplus, in accordance with the guidelines and decisions laid down by the Nordplus Programme Committee and co-ordinated by the relevant CA. Has responsibility for information and guidance in relation to their own programme, in accordance with overarching principles and guidelines. Co-ordinates all relevant information on their own programme and makes it available to CCo, who will have responsibility for drawing up joint information materials and updating the joint Nordplus website. Has responsibility for co-operation with CCo, with other CAs and with NIO in relation to information, guidance and the processing of applications within the Nordplus programme. Has responsibility for co-operation on information and guidance between CAs and Further develops joint specifications for transparency, standardisation and information for Nordplus programmes. Co-ordinates co-operation within the consortium by: - - InfoP in relation to Nordplus (CIMO and UDS only). To the extent that Nordplus has responsibility for new policy areas or activities (e.g. the Nordic Masters Programme or the Nordic Council of Ministers’ cooperation with Russia), to contribute to the administration of this work. preparing joint information material (brochures, etc.) and being responsible for joint information initiatives disseminating results and experiences of the programme as a whole by such means as publication of joint reports, organisation of seminars, etc. further development of joint administrative routines and guidelines for coordinating activities and programme administration, in relation to, e.g. handling complaints (in accordance with national legislation), contract periods, resource allocation, joint calls and deadlines contributes to quality control and the further development of programmes, together with all CAs and NIOs. To the extent that Nordplus has responsibility for new policy areas or activities (e.g. the Nordic Masters Programme or the Nordic Council of Ministers’ cooperation with Russia), to contribute to the administration of this work. Information Offices (NIO) in Estonia, Latvia and Lithuania Responsible for local information and guidance on Nordplus, based on the joint information materials prepared by CCo/HK in collaboration with all CAs/HAs. Information Points (InfoP) in Greenland, the Faroe Islands and Åland Responsible for local information and guidance relating to Nordplus, based on the joint information materials prepared by CCo/HK in collaboration with all CAs/HAs. Participate in the processing of applications (including providing opinions) to Nordplus, in accordance with the guidelines and decisions laid down by the Nordplus Programme Committee and co-ordinated with the relevant CA/HA. Contribute to quality control and the further development of programmes, in collaboration with all CAs.
