Monthly Fees
1. The due date is the same date as the date of
billing, called the bill date. The customer has
thirty (30) days to pay the current bill.
2. A past due balance will be highlighted on the
bill. The customer must pay the past due
amount before the past due date. Service may
be discontinued if payment is not received
before the past due date and a $25.00 Late Fee
will be assessed to the account.
3. After the past due date, the customer must
pay the past due bill, the current bill and the
$25.00 Late Fee at the main office during
normal business hours.

4. If service is requested to be restored after
normal business hours, an additional $25.00
After Hours Service Fee will be assessed to the
account and must be paid with the past due bill,
the current bill and the late fee the next
business day.
5. All water services are metered. If the meter
device is inaccurate, bills will be calculated by
taking the average of the three most recent
month's consumption. If a bill is disputed, it
must be paid by the due date and any
adjustment that may be due will be applied to
the account.

WATER AND SEWER SERVICE RULES AND
REGULATIONS
These rules and regulations are established in
an effort to provide dependable service to our
customers at the lowest possible rates. They
are intended to provide the allocation of costs
for service to the recipient of the service.
1. Bills for water and sewer service will be
issued monthly. While every reasonable effort
will be made to ensure that every customer
receives a bill for services rendered, the
responsibility for delivery rests with the U.S.
Postal Service. It is the responsibility of the
customer to ensure that the Commission has a
current mailing address and telephone number.
2. All charges for water and/or sewer service
and stormwater and garbage fees are due and
payable when billed. Office hours are 8:00 a.m.
to 5:00 p.m., Monday through Friday, except for
legal holidays. A 24 hour drop box is available
on Cedar Street. A one time Non-refundable
Account Origination Fee of $30.00 (per meter
for multiple meter accounts) will be charged for
each account that is established in our billing
system. An additional $30.00 Non-refundable
Sewer Account Origination fee will be charged
for residents being served by North Charleston
Sewer District. An additional $25.00 Nonrefundable Sewer Account Origination Fee will
be charged for residents served by Dorchester
County Water & Sewer.
New accounts requesting same day service
after 2:00 pm during normal business hours will
be charged the Same Day Convenience Fee of
$25.00. New services initiated after normal
business hours will be charged the After Hours
Service Fee of $25.00.
3. Summerville CPW residential customers will
be charged a flat rate for sewer each month.
Commercial customers will be charged 80% of
their water bill for sewer each month or a
minimum monthly fee.
4. When a bill remains unpaid for more than
forty-five (45) days, a Late Fee of $25.00 will be
assessed and water service may be
discontinued without notice. Tampering with
meters is unlawful and is subject to the
penalties provided by law or such service
charges as the Commissioners may impose.
5. A Temporary Disconnection Fee of $30.00
will be charged whenever a customer requests
temporary discontinuance of water service.
Also, an Account Reactivation Fee of $30.00
will be charged to restore the service.
6. In case of a sewer blockage, it is the
responsibility of the customer to contact
Summerville CPW. If the sewer service is
opened by Summerville CPW personnel at the
request of the customer and the blockage is not
in Summerville CPW's line, a $200.00 service
charge will be assessed and the customer will
be required to clear the blockage at their
expense. Summerville CPW work crews are not
authorized to work on customer owned sewer
lines. Please see our Sewage Blockage Policy.
7. Summerville CPW shall not be liable if the
supply of water should be interrupted or fail by
accident or by any other cause whatsoever.
Plumbing code requires a water shut-off valve
on the customer's side of the water meter.
Please locate or have installed a water shut-off
valve to isolate your house in case of an
emergency.
It is also the customer's responsibility to ensure
the premises where service is being requested
is in proper condition to receive water service.
Please have all faucets and other fixtures in the
off position. Property damage that may result
from the provision of water service is not the
responsibility of Summerville CPW.
8. No claim that a customer may have against
the Commission shall be considered as an
offset against the payment for services
furnished under these Rules and Regulations.
Services to customers shall be contingent upon
acknowledgment of the agreement to comply
with these Rules and Regulations.
MEDICAL/EMERGENCY REQUIREMENTS
Summerville CPW operates and maintains a
reliable water and wastewater system but due
to construction, line breaks and other
emergency situations, it cannot guarantee
uninterrupted service. If you have a medical or
other special need for a continuous water
supply, you should make provisions for a
backup system.
STORMWATER MANAGEMENT UTILITY
Summerville CPW performs the billing services
for the Town of Summerville's stormwater fee.
If you have any questions concerning the fee,
please contact the Town at 871-6000.
RESIDENTIAL GARBAGE FEE
Summerville CPW performs the billing services
for the residential garbage in the Town of
Summerville. If you move into a newly
constructed home after January 1, the fee will
appear on your bill for the remainder of the year
(December service is billed in January). The
fee is then removed from your bill and added to
your tax bill. If you have any questions
concerning the fee, please contact the Town at

NCSD RESIDENTIAL SEWER BILLING
Summerville CPW performs the sewer billing
services for customers in specific areas of North
Charleston Sewer District’s service area. If you
have questions concerning their fees, a problem
with your sewer service, sewer inspection or a
sewer backup, please contact the North
Charleston Sewer District at 843-764-3072.
DCW&S RESIDENTIAL SEWER BILLING
Summerville CPW performs the sewer billing
services for customers in specific areas of
Dorchester County Water & Sewer's service
area. If you have questions concerning their
fees, a problem with your sewer service, sewer
inspection or a sewer backup, please contact
the DCW&S Department at 843-832-0075.
