1. Introduction of the project:
+APL is a two years Transfer of Innovation Project (2012 - 2014) co-financed by the Lifelong
Learning Programme of the European Union, corresponding to the European priority of
Leonardo da Vinci: Support to initial and continuous training of VET teachers, trainers, tutors
and VET institution managers. In particular, we intend to develop an action aimed at improving
the transparency and recognition of qualifications and competences, including those acquired
through non-formal and informal learning.
The overall aim of the +APL Project is to transfer tools and innovative methodology on
Recognition, Validation and Certification of Competences (RVCC) used with recognized
success in Portugal, in order to increase the modernisation, quality and flexibility of European
VET systems. The key innovative contribution of our project lies in its holistic approach: our
biggest challenge is to design an European ECVET curricula for APL professional based on
EQF learning outcomes, defined in terms of knowledge, skills and competences allocating
ECVET points.
2. Introduction of the Seminar:
The project was facing its final run after passing its key stages so we were in a position to
celebrate a seminar in which, in the one hand, to present the main results such as the
Guidelines on RVCC Methodology and Tools as an APL innovative model and the Guidelines for
integrating the ECVET curricula for APL Professionals in the National Qualifications framework,
and in the other hand, for representatives and experts from VET Institutes, Qualification
National Agencies, etc. of Germany, Bulgaria, Portugal, Poland, Italy and Spain (Andalusia) to
exchange views on the potential transferability of the results to their national APL contexts
The Seminar was held on Wednesday, October 22

from 9:30 to 13:30 at the headquarters of
the Chamber of commerce, Industry and Navigation of Granada (Calle Luis Amador, 26, 18014
Granada).
2.1. Number of participants and profile:
22 participants. Experts in education, training and competencies from Bulgaria, Italy and Spain,
Representatives of the National ECVET Team Germany and the Regional institute of
Qualifications.

2.3. Brief summary about the Seminar:
On the 22nd of October 2014, twenty two people among whom were experts in
education, training and competencies from Bulgaria, Italy and Spain, representatives of
the National ECVET Team Germany and the Regional institute of Qualifications of
Andalusia (Spain) spent the whole morning being informed about the main results of
the +APL project and exchanging views on the potential transferability of the results to
their national APL contexts.
Prof. Czeslaw Noworol, as representative of the promoter entity of the project, NFDK,
welcomed the attendees remembering the importance of the value of the results
obtained through effort and teamwork.
After, Mrs. Ana Azevedo, Project Manager of the Portuguese partner, ISQ, introduced
the +APL project using an innovative tool for animated presentations (link to the
presentation) in which highlighted the participating countries, main objectives,
products and activities carried out and the obtained outcomes of the project.
The first intervention was on charge of Prof. Augustyn Banka, who talked about the
career capital and the influence of the acquired knowledge along our life through
formal, non-formal or informal learning or work experience (understanding it as an
investment) and its reflection in the different theoretical models of career. It was a
good exercise to promote the self-meditation about the type of career that each of us
is following.

Later, Mr. Luca Antonazzo, Researcher of the Italian partner CERES introduced the
Guidelines on RVCC Methodology and Tools as an APL innovative model (link to the
presentation) whereby tried to answer crucial questions that every National (or
regional) Labour or Employment Government has detected during the first steps of
implementation of a national (or regional) APL system like how develop a national
adaptation of RVCC materials according to national specifications and cultural issues
and how to boost the transferability to other European countries of RVCC methodology
and tools as an APL innovative model for future APL professionals.
Mrs. Martina Bachmeier, German researcher of VHS, was the last speaker of the first
block of the Seminar. In this presentation (link), were reviewed the different levels of
integration of the ECVET Curricula for APL Professionals in the national qualifications
systems.

The second block of the Seminar consisted in a Round Table discussion where the
invited policy makers and experts shared opinions underlining the emerging
opportunities and barriers on how to transfer the results of the +APL project to the
national or regional scenarios. As well, exposed and answered questions about the
particularities of each APL system or the currently step of integration in those
countries in which it is not fully established at the moment.
