South Carolina Youth Soccer Red Card / Send Off Procedures for U12 and under Procedures: 1. The South Carolina Youth Soccer Red Card / Send Off Notice must be completed & submitted within 3 days of the game in which the send off occurred. 2. Submit the Red Card/Send Off Notice to the South Carolina Youth Soccer State Office. Fax 803749-4352 or E-mail [email protected] 3. Failure to submit the Red Card / Send Off Notice of the match within 3 days will result in a $100 fine. 4. Any team allowing an player or coach who has been sent off to participate in any game(s), prior to serving their suspension, shall be subject to sanctions as the SCYSA Board deems appropriate, and which may include any or all of the following: forfeiture of such game(s), forfeiture of their team’s performance bond for each game, payment of a fine of $200 for each game, and may be deemed ineligible for state cup competition. The coach may also be suspended immediately from ALL South Carolina Youth Soccer activities for no less than one (1) year pending a hearing by South Carolina Youth Soccer. 5. After a suspension has been served, complete the Red Card/Send Off Notice – “Suspension Served” section and submit to the SC Youth Soccer State Office within 3 days. 6. Failure to submit the Red Card/Ejection Notice Suspension Served section within 3 days will result in a $100 fine. 7. If a coach/assistant coach/club coach/team official is sent off, the same guidelines as above apply, in addition the team will also incur a $200 penalty. (Penalties double at the Region level and triple at the National level.) A $200 check must be mailed before the team can play their next scheduled league game. If the $200 check is not received before the next scheduled game, the entire ($500) Team Performance Bond check will be invoiced. 8. If a spectator is asked to leave by the referee through the coach and the spectator refuses, then the coach will be sent off. The coach is responsible for his spectators and can be sent off for the conduct of his spectators. A. Player Send Off (Red Card): 1. First Red Card Send Off – the player is suspended for the remainder of the current game and, depending upon the nature of the send off, as reported by the referee, their next scheduled game(s), as follows (minimum): DGH Denying the opposing team a goal or an obvious goal scoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area) Denying an obvious goal scoring opportunity to an opponent moving towards the player’s goal by an offence punishable by a free kick or a penalty results in no minimum additional game suspension; DGF 2 CT Receiving a second caution in the same match SFP Serious Foul Play, SP Spitting at an opponent or any other person AL Using offensive, insulting or abusive language and/or gesture results in a one game minimum additional game suspension; and VC Violent Conduct results in a two game minimum additional game suspension. 2. Receiving a second red card send off during a tracking period results in a two game minimum suspension which shall be served in the next two scheduled games. 3. Receiving a third red card send off during a tracking period*, the individual will be suspended immediately for 10 months from all SCYSA activities pending a hearing by South Carolina Youth Soccer. B. Coach/Team Official Send Off [note – per the Laws of the Game, yellow and red cards are for players and substitutes, not coaches or team officials. Accordingly, being sent off the field by the referee does not show the coach or team official a red card.]: 1. First Send Off – the coach or team official is suspended for the remainder of the current game and their next scheduled game, and incurs a $200 fine. In some circumstances, the unavailability of a coach may result in a forfeiture of the game and the possibility of the additional forfeiture of the $500 team bond. 2. Receiving a second send off during a tracking period* results in a two game minimum suspension which shall be served in the next two scheduled games, and incurs a $200 fine. In some circumstances, the unavailability of a coach may result in a forfeiture of the game and the possibility of the additional forfeiture of the $500 team bond. 3. Receiving a third send off during a tracking period*, the coach or team official will be suspended immediately for 10 months from all SCYSA activities pending a hearing by South Carolina Youth Soccer, and incurs a $200 fine. Red Card / Send Off Suspensions shall be served in the “competition” in which they were assigned. A player who receives a Send Off while under a Club Pass (CP) may serve the suspension in a CP status provided, however, that the player has been rostered as a CP prior to the send off. Otherwise the suspension shall be served in the next game of the player’s assigned team and the player MAY NOT play in a CP status until the suspension is served. However, a suspension assigned in: • a league cannot be served in another league, unless the individual transfers (ex. PMSL suspensions cannot be served in a SCSCL League match). • the last league game, (not served during that league play), shall be served in the next scheduled league or state cup game, whichever comes first. • the last tournament game (not served during that tournament), shall be served in the next scheduled league, state cup game, or Regional/National competition whichever comes first. D. Any league or tournament suspensions not served from August 1 through July 31 will carry over to the first scheduled league game(s) of the next tracking period*. (No matter which club he/she played/is playing for.) E. SCYSA reserves the right to review all send offs and adjust the applicable sanctions outlined above depending upon the circumstances presented. *Note: Fall tracking period is August 1 through January 31; spring tracking period is February 1 through July 31.
