INVITED PARTICIPANTS Brock Buche, City of Fresno: As Chief of the Engineering and Planning, and Recharge and Landscape Maintenance Sections, Mr. Buche oversees the Engineering and Planning Section, supervises the Recharge and Landscape Maintenance Section and is project manager for Fresno’s recently completed Metropolitan Water Resource Management Plan update. Mr. Buche is the City representative for the Upper Kings Basin Integrated Regional Water Management Authority. Mr. Buche’s career with the City of Fresno began in October 1995. He received his Bachelor’s degree in Surveying and Photogrammetry from California State University, Fresno, and a Master’s of Science degree in Civil Engineering. He holds State of California registrations as a Professional Land Surveyor and Professional Engineer. Kassy D. Chauhan, California State Water Resource Control Board: Ms. Chauhan earned a Bachelor’s degree in Civil Engineering from California State University, Fresno in May 1997. She worked for the State Water Resources Control Board - Division of Drinking Water (former California Department of Public Health Drinking Water Program) as an Associate Sanitary Engineer between September 2000 and November 2013. Since November 2013, Ms. Chauhan has been the assigned project engineer for the City of Fresno since she stayed in the Merced District. Ms. Chauhan has been involved in various DDW committees (TMF, Recruitment, Training, Drought Response and Health and Safety) during her time with DDW. Mike Lima, City of Fresno: Mr. Lima is the City of Fresno’s Finance Director/Controller. Mr. Lima has 25 years of government finance experience, beginning with five years at the Fresno County Auditor-Controller/TreasurerTax Collector’s Office. He has worked for the City of Fresno for 20 years; first in the Budget Division for eight years and then at the Airports Department for 12 years. In those positions, Mr. Lima has worked with a variety of governmental finance functions, including project financing, rate development, grant management and budgeting. He currently sits on the board of the Mendota Designated Local Authority, the Successor Agency to the Mendota Redevelopment Agency. Mr. Lima has a Bachelor’s degree in Business Administration-Accountancy and a Master’s of Business Administration degree, both from California State University, Fresno. Martin McIntyre, San Luis Water District: Mr. McIntyre is a resident of Fresno with 35 years of experience managing water resources in urban, rural and agricultural settings. Mr. McIntyre is currently the general manager of the San Luis Water District. He was previously the Water System Manager and Public Utilities Director for the City of Fresno. Mr. McIntyre is a board member of the Central Valley Project Water Association, the San Luis Delta Mendota Water Authority, the San Joaquin Valley Drainage Water Authority and the State and Federal Contractors Water Agency. Tom Pavletic, Municipal Finance Services: Mr. Pavletic has 26 years of public and private experience serving public utilities, including 14 years of municipal finance consulting. He has worked with water, wastewater and stormwater system staff and managers in financial planning, regulatory analysis, stormwater and wastewater pretreatment program supervision, litigation support and construction project management. His activities encompass several specialties, including development of rates, fees and charges, financial feasibility analysis, litigation support, regulatory analysis, stormwater program coordination, pretreatment program and pollution prevention program implementation, and construction estimation and construction management. Gary Serrato, Fresno Irrigation District: Mr. Serrato is currently the general manager of the Fresno Irrigation District and has been with the District for 28 years; the last 14 years as the general manager. Mr. Serrato has been actively involved in the Kings River Water Association, Friant Water Authority, and Fresno County Water Advisory Committee and most recently appointed by Governor Brown to the California Partnership to the San Joaquin Valley. Mr. Serrato is a former Board Member of the Community Food Bank as well as serving on his Church Board. Also, Mr. Serrato served two terms on the Fowler City Council.
