FOR PROVISION OF ANTI VIRUS SOFTWARE FOR PCs/ SERVERs/LAPTOPs HELD
ON CHARGE OF DEFENCE STANDARDISATION CELL PUNE & DETT AHMEDNAGAR
1.
It is intimated that Officer-In-Charge, Defence Standardisation Cell, Pune is inviting
quotation for contracting Comprehensive Annual Maintenance Contract (CAMC) For
maintenance of IT and allied equipment and CAMC for provision of antivirus software for
total 35 Pcs including laptops and 03 servers held on charge of Defence Standardisation
Cell Pune & Dett Ahmednagar. The tender document is enclosed herewith.
2.

Tender document can be collected personally from this office between 1000hrs
to 1700 hrs on all working days from Monday to Friday till 10 Jul 2014. The last date
for the receipt of quotation is 11 Jul 2014 upto 1300 hrs and the tenders will be opened on
the same day at 1400 hrs.
4.
The Tender Notice and its enclosures will be posted on the website of CPP with
URL www.eprocure.gov.in for wider publicity and to give opportunity for all eligible firms to
quote accordingly.

CALLING OF QUOTATIONS / PROPOSALS FOR CAMC FOR IT AND ALLIED
EQUIPMENTS AND CAMC FOR PROVISION OF ANTI VIRUS SOFTWARE FOR PCs/
SERVERs/LAPTOPs HELD ON CHARGE OF DEFENCE STANDARDISATION CELL
PUNE & DETT AHMEDNAGAR
1.
Quotations / Proposals are invited for hiring of services for maintenance of computer
systems, UPSs and related network equipment / peripherals, hereinafter called systems,
and allied equipments on Comprehensive Annual Maintenance Contract (CAMC) basis and
for protection against virus for 35 PCs including laptops and 03 server PCs for a period of
one year at the office of DS Cell, Pune and DS Detachment Ahmednagar. The CAMC will
be comprehensive in nature and will cover free replacement of all defective/unserviceable
parts, except consumables and will provide protection against all types of virus for
PCs/servers/laptops etc. The CAMC will commence from the date of formalisation/
placement of Work Order and will be effective for a period of 12 calendar months thereon.

The Standard Conditions of Contract (SCOC), terms and conditions for CAMC,
Performa to be submitted with quotes and scope of work for CAMC for IT hardware and for
provision of antivirus are enclosed as Appendix ‘A’, ‘B’, ‘C’, ‘D’ & ‘E’ respectively.
The details of IT Hardware to be covered under CAMC is given at Annexure-I to
Appendix ‘C’. The declaration regarding acceptance of terms and conditions and charter of
duties of resident service engineer are given at Annexure II and III of Appx ‘C’ respectively.

The detailed scope of work for the proposed CAMC of IT equipments and CAMC for
provision of antivirus software for 35 PCs/laptops and 03 server PCs is enclosed as
Appendix ‘D’ and ‘E’ respectively. The evaluation criterion for deciding lowest bidder will be
based on over all L1 as per Appendix ‘C’ of the tender enquiry. The total cost of
IT equipment under CAMC is estimated to Rs 18,47,050/- (Rupees eighteen lakhs forty
seven thousand and fifty only) for Sl.No.1 to 09 of Annexure1 to Appendix ‘C’ of this
tender enquiry.

The firm will be required to provide throughout the day ie from 0845 hrs to 1730 hrs
on all working days from Monday to Friday One well trained resident service engineer
with minimum qualification of CCNA/Post graduate Diploma in IT with minimum 05 years
experience as LAN administrator. His charter of duties is mentioned at Annexure III to
Appendix ’C’. Monthly salary of the resident engineer is to be indicated separately in
the proforma at Appendix ‘C’ and must qualify the minimum wages act 1948 as applicable in
Maharashtra. The proof of payment to resident engineer through the bank is to be
submitted along with the claim/ bill for verification and payment.

The quotes submitted to this office shall be as per the attached proforma at
Appendix C including Annexure-I, II and III. The quotation duly completed in all respects
stamped and sealed may be deposited in the Tender Box at DS Cell, Pune as per following
details.
(a)

Date and time of opening of quotations -- 11 Jul 2014 at 1400 hrs
Late submission of quotation will not be accepted. The physical presence of firm’s
representative during opening of quotation is optional. The vendor will not be
allowed to alter or modify their bids/quotation once submitted.
6. Bidders are required to submit Earnest Money Deposit (EMD) for an amount of
Rs. 9,040/- along with their bids. The EMD may be submitted in the form of an Account
Payee Demand Draft, Fixed Deposit Receipt, Banker's Cheque from any of the public sector
banks or a private sector bank authorized to conduct government business in favour of
Officer-In-Charge, Defence Standardisation Cell, Pune. EMD is to remain valid for a period
of ninety days beyond the final bid validity period. EMD of the unsuccessful bidders will be
returned to them at the earliest after expiry of the final bid validity and latest on or before the
30th day after the award of the contract. The Bid Security of the successful bidder would be
returned, without any interest whatsoever, after the receipt of Performance Security from
them as called for in the contract. The EMD will be forfeited if the bidder withdraws or
amends, impairs or derogates from the tender in any respect within the validity period of
their tender. No interest will be paid on the EMD.
Return of EMD
7. (a)
EMDs furnished by all unsuccessful bidders will be returned on the expiry
of the bid validity / finalization of successful bidder, whichever is earlier.
(b) The EMD of successful bidder shall be returned / refunded after furnishing
Performance Bank Guarantee as required in this tender enquiry.

Forfeiture of EMD
8. The bid security/earnest money will be liable to be forfeited if the bidder withdraws
or amends, impairs or derogates from the tender in any respect within the validity period of
his tender.

9.
The quotes must be submitted to this office as per the attached performa at
Appendix ‘C’ including Annexure I, II & III.
10. Quotation should be submitted in a sealed cover clearly mentioning the tender enquiry

11.
Following details must be clearly quoted in your quotation
(a)
CAMC rate of each unit and total CAMC cost for each serial as
mentioned in Annexure I of Appendix ‘C’.
(b)
Total cost of the CAMC.
(c)
Monthly Salary to be paid to the Service Engineer as per Minimum
Wages Act 1948 Maharashtra State.
(d)
Taxes/other charges if applicable.
(e)
Validity of quotation should be minimum 180 days
12.
OIC, DS Cell, Pune reserves the right to accept or reject any quotation without
assigning any reason.

It may also be noted that the L1 vendor will be required to submit the performance
Bank Guarantee security of 10 % of his quoted price within 15 days of the placement of the
supply order.
14.
Payment will be issued by JCDA(R&D), Pashan, Pune after receipt of your prereceipted bills and satisfactory completion of maintenance contract certificate from the OIC,
DS Cell, Pune after the completion of every quarter
15. It is to be clearly noted by the vendors that they have to fully accept the terms
and conditions given in the tender document. No deviation / variation to this will be
accepted. Furthermore, There is no provision to make any type of advance payment
to contractor for any reason. All payments will be made only successful completion
of the work as per tender clauses mentioned elsewhere in the tender.

16. Vendors are free to visit this office to see the IT equipment and clarify doubts if
any. They are advised to understand entire scope of CAMC & terms & conditions well
before submitting their bid. They can visit on any working day of week between 0930
Hrs to 1630 Hrs (Monday to Friday excluding closed holidays) and contact the Admin
Officer for the same. No excuse / representation on this issue shall be entertained by the
department once the bid is submitted.
