The General Manager needs to be a seasoned, talented and progressive leader to translate the District’s mission and strategic plan into action. This involved and respected leader stays abreast of industry trends and technology, promotes efficiencies and accountability, coaches and mentors valued and empowered staff, builds and maintains relationships with relevant entities and governmental agencies, ensures fiscal responsibility and places a high priority on community outreach and customer service throughout the organization and externally. The General Manager must speak and write articulately in a variety of settings, to a diverse audience regarding a wide variety of issues. They must skillfully operate in a dynamic political environment and continue building lasting local and regional partnerships. The General Manager must work effectively with the Board, and in partnership establish, articulate, and implement the strategic vision for the District. The General Manager reports directly to the Board of Commissioners. The General Manager supervises five staff; the Business Services and Human Resources Directors, District Engineer, Operations Manager and Executive Assistant. The District employees 38 FTE’s. The ideal candidate is dynamic, a forward thinker, has strong interpersonal skills, a progressive and collaborative management style, a strong understanding of finance and public debt, excellent judgment, and the ability to lead, motivate, influence and guide staff. QUALIFICATIONS A Bachelor’s degree in business administration, Public administration, engineering or related field is required. Ten years of experience in a senior management role in an organization of comparable size and complexity. Experience in water or government is strongly preferred. Managing water resources for existing and future generations and the environment. About the District Covington Water District is a special purpose District, responsible for providing water for approximately 55 square miles of South King County under a Coordinated Water System Plan. The District is roughly bounded by SR-18 on the northwest, the Maple Valley Highway on the northeast, Ravensdale on the east, and the Green River on the south. Cities within our boundaries include Covington, Maple Valley and Black Diamond. The District was formed in 1960 with fewer than 100 customers. With growth and by merging with a number of small water districts; the District has reached more than 17,000 connections. The District has a total of 11 production wells, 3 treatment plants, emergency interties with 2 neighboring agencies, 20.5 million gallons of storage in steel tanks at seven sites throughout the District, and over 267 miles of pipeline. The District's water supply consists of groundwater via our production wells allotted to us by the State of Washington (our Water Right), and water from the Green River Watershed via the Regional Water Supply System (RWSS). The District has been a 19.44% partner in the RWSS since 2002 and started receiving water from behind the Howard Hanson Dam in 2006. Our water is tested regularly by a State certified laboratory to confirm it meets or exceeds all regulatory standards. The District promotes conservation through newsletters and articles, and a rate structure that encourages conservation by adopting a peak user rate. Covington Water District is active in the Water and Sewer Risk Management Pool, American Water Works Association, Central Puget Sound Water Supply Forum, Washington Water Utility Council and Sno-King Water District Coalition.
