SmartCEO Honors Dimensional Concepts’ CEO, Angela Harpalani
The SmartCEO magazine’s Brava Awards celebrates women CEOs who combine their entrepreneurial spirit with a desire to
give back to the community. This year Angela Harpalani, CEO of Dimensional Concepts, was recognized for her work within
the community and her support of women veterans. She is a veteran that served proudly in the United States Army and the
Colorado National Guard. Angela served many years on the Board of Directors and the Executive Board of Cornerstones
(formerly known as Reston Interfaith) in support of moving families from community shelter into transitional housing. She strongly
believes that every child should have a place to call home. She and her staff also support the Works Sunday program to
collect food and other necessities for the community food pantry.
When asked what advice she would give to other women entrepreneurs she stated, “To survive in business it takes passion,
persistence and prayer; and not necessarily in that order.” She believes that women businesses should make an extra effort
to support and mentor other women in business as much as possible.

DCL at B2G Event
Dimensional Concepts (DCL) attended The Greater Reston
Chamber of Commerce’s (GRCC) 2nd Annual Business to
Government (B2G) Conference on May 6, 2014. DCL is a
member of GRCC’s Government Contracts Committee and
was actively involved in planning and coordinating this
event. B2G is a half-day conference where small businesses
meet with mid-size and large prime contractors and federal
agencies. The event includes networking, short education
sessions, a trade show and one-on-one match matchmaking
with prime contractors and federal agencies. This year’s
event included more than 25 primes and federal agencies
that met with 300-plus participants. Mr. Antonio Doss, Director
of the Small Business Administration’s (SBA’s) Washington
Metropolitan Area District, delivered the keynote.

Now that more people have the ability to acquire health
coverage, it is increasingly important to educate millions
of newly insured individuals accessing the healthcare
system. These individuals need assistance in seeking
appropriate providers and sites of care. Most consumers
of healthcare are unable to understand medical terms
and instructions. Adding benefits information is another
component that requires collective efforts by key
stakeholders to provide information that consumers can
understand and use to make decisions about their
benefits, personal care and care for their families. Ms.
Mitchell provided attendees with information on the
importance of health literacy and suggested tips on
selecting health benefits based on their health status and
the health status of their families.
DCL believes that no one in this country should go into
bankruptcy to pay medical bills or lose their homes
because of illness within their family. DCL works with ARM
to assists our clients and potential clients in healthcare
policy and technology. We salute Ms. Mitchell and ARM
Consulting for doing their part in promoting healthcare
literacy among consumers.

Dimensional Concepts is proud to announce that Ms. Angela
Mitchell, President and CEO of ARM Consulting (ARM),
served as a panelist at the Annual National Urban League
Convention 2014 in Cincinnati, Ohio on July 23-26, 2014. As
a member of the panel, Ms. Mitchell addressed “Healthcare
Reform: Health Plan Benefits Information and Health Literacy
key components in Cancer Prevention”.

SBA Emerging Leaders
Comes to Washington, DC
The Affordable Care Act (ACA), signed by President Obama,
is intended to expand coverage and improve access to
healthcare. The impact of the law is making healthcare more
accessible for millions of Americans and is reducing health
disparities. Studies have shown that minority populations
represent one-third of the total U.S. population and comprise
more than 50 percent of the uninsured. Under the ACA,
minority populations will likely benefit from the expansion of
Medicaid and the financial aid offered to some individuals
purchasing coverage through the health exchange.
Dimensional Concepts is one of twenty small businesses
selected to participate in Washington, DC areas’ first SBA
Emerging Leaders Program.
The initiative of this program is to assist small business
executives (CEOs) in growing their businesses and be
viable sustainable entities that promote economic
development in their communities. The program has an
intensive seven month curriculum and a lot of face-toface time with the group of CEOs.

Participating companies have been selected for the
program have been in business for at least 3 years. Mr. Tim
Kerin, a wonderful serial entrepreneur, facilitates the
Washington, DC, Emerging Leaders Program.
According to SBA statistics, this program has aided more
than 2,000 small businesses; participants have accessed over
$20 million in financing and secured over $300 million in
contracts. Businesses in the program draw knowledge from
experiences of advisors and other business leaders. Most
importantly, they learn from each other. The selected
businesses are at different stages of growth and the
opportunities for young businesses in the program are
tremendous for their success. For those that have been in
business for some time, this gives them the opportunities to
review their strategic and financial plans and decide on their
exit strategy or review and update their growth plans.
Hats off to Ralph Buchanan, SBA Assistant District for
Marketing and Outreach, and Antonio Doss, SBA Washington
Metropolitan Area District Director, for supporting the
program and being invested in making it a success for the
Washington, DC area. Dimensional Concepts thanks them
for allowing us to be part of the program.

Community Involvement
Supporting Those that Have No Home
Dimensional Concepts believes in supporting our community
and considers it our duty and responsibility to support those
that have no place to call home. As small as we are as a
business, we have people with big hearts. We’re proud of our
accomplishments in the community to:

Assist families with their first month rent and
apartment deposit to move from shelter to
Transitional Housing

Assist families with utilities bills
•
Participate in Recruit Military and Vet-Force
events to support our women and men that
have served this country to find jobs
•
Prepare meals for the Fairfax Hypothermia
Center
What’s the next community mission for Dimensional
Concepts? Many young families and single mothers are
entering the shelters that are in need of some basic supplies,
especially diapers. We will be collecting supplies for the
community weekend program called, Works Sunday, August
16th and 17th. If you are interested in contributing a box of

It gives employees the clarification they need in an easier
manner than contacting HR. Ms. Phillips stated that an
Employee Manual “must be updated frequently to keep
it relevant and clear.” HR began the update process late
last year. After multiple rewrites and management
reviews, two sections, Compensation & Performance and
Affirmative Action/Equal Employee Opportunity, went
through comprehensive changes.
In addition,
procedures were implement that require all new
employees to read the manual and agree to comply with
company policies and procedures. All employees should
have received an updated copy of the manual. If you

Farewell to Richard Bailey
Richard Bailey served as Dimensional Concepts’
Transportation Analyst for two years on assignment at
DOD. He recently accepted a government appointment
in South Korea. We sincerely thank Richard for his service
and wish him and his wife much success in their new
journey.

Employee Handbook Updated
DCL Human Resources (HR) has made several changes to
the Employee Handbook with assistance from Ms. Jeanette
Philips of Cornerstones. The transformation of the handbook
is important because it is the best place to address issues and
identify the company’s policies and procedures.
