Call to Order: The meeting was called to order by the Forum Chair, Jennifer Brassow at 10am

August 14, 2014 Meeting Minutes: Motion was made by Brent Helm, supported by Shelley

Treasurer’s Report: Brent Helm emailed the report to the listserv. Accounting Seminar expenses
are all accounted for, with the exception for Washtenaw Community College billing.

State Department Reports
Mark Miller, MDCH –
o Discussion on Ebola. 50 to 70% fatality rate. Discussed symptoms. Sources of
information on the MDCH website, CDC website. Some health departments
have updated their website with information also. As more cases come in, may
be referred to Infectious Disease Hospital. There is a lot of misinformation. CDC
testifying before Congress. There is also local health involvement as interviews
and monitoring would have to occur. Health Officers may have to submit
quarantine orders
o Regionalization – Prosperity Regions – money to go through regions initial
design. This chops us LHDs. Statutes in Public Health Code will have to be
changed to define health department regions. Requested money in 2016 budget
incentives for LHDs who want to regionalize. Will hear more about
regionalization if governor is re-elected. Goal to combine administrative
functions. DHD10 is a model of what regional health departments may look like.
CHAMPS/Billing – Craig Boyce, MDCH
o There is a new look to CHAMPS. There are a few issues with printing. The Biller
Be-Awares have instructions for adobe, etc.
o EZLink vs. Document Management portal. The EZLink program will be done this
year. There is a new application called document application portal but CSHCS is
not there yet. Mark Miller is going to go back to CSHCS and MIHP services and
have them further address issues with forms, electronic submissions, etc. Mark
will have information for the November meeting.
o The Immunization Administration code has been fixed. You may bill up to 8
administrations vs 5. You may back date claims to July of 2013.
o CHAMPS External Links – Medicaid code and rate reference – fee screens –
shows limits, age restrictions and what requires prior authorization. In
December, fee screens will only show amount that is paid and not if prior
authorization is required. Need to use the external link. Virtual training will be
available, watch website for dates
Medicaid Policy – Brad Barron, MDCH
o Regionalization fundamental principal is not going away.
o Ebola – there are other contagious diseases and will need to direct people to
the flu vaccine
o Policy MSA 14-30 Final – EPSDT Chapter. Main highlights follow periodicity
schedule. No longer recommending cervical cancer screening for women under
a certain age. Blood lead downgraded from 10 to level of 5 for concern.
Depression screening updates, etc.
o Meeting internally with DCH program areas to get better idea of programs. How
money flows, where grant funds, general funds, and to grasp funding streams.
Gathering information and reaching out to forum to discuss options to realign
reimbursement. Not sure of time frame to reach out to the forum. Hoping
meeting will occur this year.
Medicaid Hospital and Clinic Reimbursement Division – Tammy Stevens, MDCH
o Compiling notes from meeting Brad discussed
o Settlement for 2012 initial are complete
o Interim payments were sent in October. These payments will be revised once
the 2013 settlements are completed.
o The 2013 initials are in the beginning stages
Committee Reports
Governance – Rachel Shymkiw – no report
Education – Lisa Smith
o Survey results were emailed. Based on comments, packets will be out sooner or
presenter will be required to bring copies. Lessons learned were discussed. Save
the Dates for the 2015 and 2016 meetings were shared. The MIS Forum is
looking at a presentation for the next conference
Premier Public Health Week Conference – Conference is October 22th-24th at Shanty
Creek
Old Business
Status of MDCH/LHD Workgroup on Full Cost Reimbursement – discussed above in Brad
Barron’s report
New Business
Moment of Silence – Bonnie Detweiler
Draft Meeting Schedule – 1st Thursday after the second Monday. If the meeting goes
beyond noon, the price for the room will be at the all day rate
Training – There is a section on EGrams under “about EGrams” before log in. There is a
link in the comprehensive agreement document also.
Webinar – “Indirect Cost Realities – What Changed Under OMB’s Federal Grant
Reform?” will be held after the meeting is adjourned.
