Dear Vendors:
This addendum is being issued to amend and clarify certain information contained in
the above named Invitation for Bids (IFB). All information contained herein is
binding on all bidders who respond to this IFB. Specific parts of the IFB have been
amended. The following changes/additions are listed below; new language has been
underlined and marked in bold (i.e. word) and language deleted has been marked
with a strikeout (i.e; word).

Amend Section 1.2 (k) of the IFB as follows:
Eastern Correctional Institution – (ECI). A single Maryland correctional
facility consisting of four three units: ECI, ECI Annex, Popular Hill PreRelease Unit. and Eastern Pre-Release Unit.
Amend Section 3.1.2 of the IFB as follows:
3.1.2. Pursuant to PREA, the State must have six (6) of its correctional facilities
audited. The facilities to be audited are as follows:
1. Eastern Correction Institution (ECI) – (Note: This facility consists of the
below four three units but is considered one Audit).
 ECI - 30320 Revells Neck Road, Westover, MD 21809
 ECI Annex – 30430 Revells Neck Road, Westover, MD 21209
 PH Pre-Release – 24090 Nanticoke Road, Quantico, MD 21856
 East Pre-Release – 700 Flat Iron Square Road, Church Hill, MD

2. Maryland Correctional Institution for Women (MCIW) – 7943 Brock Bridge
Road, Jessup, MD 20794.
3. North Brach Correctional Institution (NBCI) – 14100 McMullen Highway,
S.W., Cumberland, MD 21502.
4. Western Correctional Institution (WCI) – 13800 McMullen Highway, S.W.,
Cumberland, MD 21502.
5. Roxbury Correctional Institution (RCI) – 18701 Roxbury Road, Hagerstown,
MD 21746.
6. Chesapeake Detention Facility (CDF) – 401 East Madison Street, Baltimore,

Amend Section 3.2.1 of the IFB as follows:
3.2.1
Audit Protocol
The Contractor must audit each facility in accordance with PREA
regulations set forth at 28 C.F.R. §§115.401 through 115.405. The facilities
audited must meet all of the standards in accordance
with the Auditor
Compliance Tool provided on the PREA website:
http://www.prearesourcecenter.org/audit/adult-prisons-and-jails.
A final report and a corrective action plan (if needed) for each facility must
be completed within nine (9) months of the Notice to Proceed letter issued
by DPSCS.
For purposes of this IFB, each facility shall constitute one audit. The audited
facilities are as follows:
