NEEDS ASSESSMENT FOR KNCCI’S INSTITUTIONAL STRENGTHENING STRATEGY

Introduction
In support Government of Kenya in promoting inclusive economic growth, UNDP implements the
Economic Empowerment Programme (EEP) through the Ministry of Devolution and Planning,
launched in 2013, with various responsible parties, including the Kenya National Chamber of
Commerce and Industry (KNCCI). KNCCI plays an important role in promoting inclusive economic
development through SME development and has a countrywide outreach with 47 County Chambers.
The EEP aims at promoting inclusive growth in Kenya. It addresses challenges at three different levels:
(i) shaping the underlying institutional structures needed to promote inclusive economic growth at
the policy level, (ii) enhancing the environment in which in particular youth and women interact as
economic agents at the market system level, and (iii) building the capabilities and enhancing
opportunities of the poor and vulnerable as economic agents at the community level.
Under the Economic Empowerment Program (EEP), UNDP aims at fostering Micro, Small and Medium
Enterprises (MSMEs) development at county level by supporting capacity building of public and
private institutions and facilitating institutionalization of public-private dialogues in order to create
conducive business environment and formulation of policies in support of the MSE sector, and to
stimulate public-private partnerships.
As a key vehicle to implement the EEP mentioned above, 20 County Business Development Centers
(CBDCs) will be established in 20 Counties by 2018. In a form of public and private collaboration, the
centers serve as a one-stop-centers for providing business development services (BDS) both at the
macro and micro level through policy advocacy, facilitation of public-private policy dialogues,
dissemination of market information, and provision of quality trainings and networks to support local
MSMEs, especially for women, youth and Jua kali operators (local artisans and craftsmen).
Within the framework of the EEP, KNCCI will be a responsible party under outcome area 1.1., which
aims at Institutional capacity building: Support public and private institutions in formulating and
implementing policies and programs that promote the development of a conducive business
environment, thriving MSE sector and local capacities and innovation.
UNDP supports KNCCI to strengthen its institutional capacity both at national and county level so that
KNCCI can play a key role in public-private dialogues at County level in close collaboration with County
government and the County Business Development Centers. As an initial activity, a needs assessment
study will be conducted to identify competency gap to enhance services delivery to members and
improved capacity to undertake policy research and advocacy both at the National and County levels.
Ultimately, the study will provide recommendations on 1) business model for financial sustainability
at County level based on its core services, 2) proposed activities (work plan) to enhance KNCCI’s
positioning in Counties for policy advocacy and public-private dialogue in collaboration with the
County Business Development Center and County government, and 3) institutional capacity building
based on the identified institutional competency gaps.

This study will be a baseline for identifying joint activities and implementation at County level from
2015-2018 and shall inform the preparation of an Institutional Strengthening Strategy.
II. Background of Kenyan National Chamber of Commerce and Industry (KNCCI)
The Kenya National Chamber of Commerce and Industry (KNCCI) is a membership based trade support
institution (TSI) working to protect commercial and industrial interests of Kenyan business
community. KNCCI advocates for the creation of a favorable commercial, trade and investment
environment that supports enterprise expansion. The membership of KNCCI constitutes small, micro
enterprises (MSEs), medium and large enterprises. KNCCI functions include the following;







Seek to transform Kenyan economy by stimulating commercial and industrial development
through, in part, knowledge exchange, effective policies and legislations and capacity building.
Champion public private partnerships (PPPs) in Kenya.
Promote exports by Kenya to the rest of the world.
Nurture and grow small, micro and medium enterprise into large businesses with branch networks
beyond Kenyan borders.
Promote local and foreign direct investments and technological transfers through joint ventures.
Facilitate access to finance, market information, and capacity building by businesses.
Undertake arbitration arising from international trade disputes between Kenyan and foreign
companies.
KNCCI is composed of the national office and County branches across Kenya. KNCCI has a board
headed by the National Chairman deputized by the National Vice Chairman. The Board is the policy
organ of KNCCI and is supported by a secretariat constituting the Chief Executive officer with technical
departments namely Trade Development, Business Development and Finance. The trade
development department focuses on trade facilitation, trade projects and investments, trade and
industrial policy research and advocacy. The Business development department among others
implement the KNCCI communication strategy, membership, public relations and revenue generation
mandates. Under trade facilitation, KNCCI issues Certificate of Origin facilitating exports from Kenya
to the rest of the world. The trade projects and investments mandate focuses on trade missions (both
inbound and outbound), donor proposal development and projects management.
Through policy research and advocacy function, KNCCI builds a database on trade and investment
and ensures the advocacy role is evidence based. The database is important in ensuring that, in part,
KNCCI makes recommendations to government at national and county level on improvement of the
business environment to spur trade and investment in Kenya. The National Chamber also has sectoral
committees including the following;
(1) Economic development Committee.
(2) Agriculture Committee.
(3) Environment Committee.
(4) Trade Fairs and Exhibitions committee.
(5) Women in business committee.

The County Chamber branches are also constituted with a Board which is the policy organ and a
secretariat that supports the Board in execution of the overall mandate of KNCCI. KNCCI act as a
national and global link to County Chamber branches and offers quality assurance and operations
guidelines and the two levels of the Chamber works consultatively since they are interdependent.
KNCCI and its County branches works closely with Government at national and county levels. Largely,
our policy advocacy mandate at the County level spearheading the private sector and making a joint
County private sector proposal to the County governments through the County Budget and Economic
Forums. At the National level, KNCCI contributes to the Joint Private Sector proposal to government
on improvement of business environment through the annual sector hearings so that they can be
included in the Government annual budget for implementation.
The KNCCI private sector positions are generated from all the members and County branches and are
presented as issues affecting members and the business community in Kenya at large. The position
largely entails the challenges and proposed solutions to enhance trade and investments in Kenya.
Further, KNCCI works jointly with the Government of Kenya on trade missions into and out of Kenya
which initiates bilateral trade agreements between Kenya and the rest of the World. Since its
inception in 1965, KNCCI has signed over 110 memorandum of understanding (MOUs) that improved
commercial and economic cooperation between Kenya and the rest of the World.
III. OBJECTIVES AND SCOPE OF THE STUDY
A needs assessment study will be conducted to identify institutional competency gap in delivering
quality services both at national and county level; to recommend its commercially viable business
model for sustainability at County level; and to provide implementation strategy to enhance its
positioning in County for policy advocacy and public-private dialogue in collaboration with the County
Business Development Center and County Government.
The Needs Assessment study will provide key areas of deliverables by the consultant who in 30
working days shall produce a report that would inform KNCCI national and county institutional
strengthening to efficiently and effectively deliver on its mandate to members in particular and
Kenyans in general. A consultant will conduct a study, in a close collaboration with KNCCI, as per the
TORs but not limited to the following;



Review of the current structure and capacity of KNCCI at national and county levels to identify
strengths and areas of institutional improvement to KNCCI’s restructuring process of towards
enterprise development, trade and investments at both national and county levels with a strong
focus on SME development; and towards KNCCI’s mandate on inclusive growth and development
in Kenya;
Undertake institutional assessment at the national level and county level to find out and
document County Chamber operational capacity, board policy direction, staff establishment,
financial management and corporate governance.
Undertake KNCCI skills and competence analysis at National and County levels and suggest
productivity enhancement roadmaps.

Undertake KNCCI resource mapping and document at national and county levels.
Review and analyze KNCCI’s service delivery in terms of public-private dialogue facilitation,
research and information provision, advocacy role for private sector etc
Undertake an evaluation of KNCCI and Chamber branches strategic direction with a view to
recommend a strategic planning process that would ensure strong and coherent advocacy,
seamless coordination and implementation process with strong performance management
system that monitors and evaluates KNCCI activities at National and County levels.
Examine KNCCI sustainability, resource mobilization and partnerships strategies and provide
recommendations on income diversification and service provisions at both national and county
levels (including research, policy advocacy, communication and branding, Certificate of Origin
etc);
Best practices of Chambers in other countries in terms of service provisions, financial
sustainability including memberships.
Recommend on efficiency and effectiveness at National and County levels to among others build
private sector coalitions, seek public private partnerships and forming strong research and
advocacy positions to influence improvement of business environment at County and national
levels.
Provide viable financial/business model and gap analysis
Propose joint activities with County government and County business development center to
facilitate public-private dialogue, service delivery and partnerships in selected counties
Implementation plan based on the analysis mentioned above.
IV. Expected Outputs and Timeframe
The key output to deliver is a needs assessment of KNCCI to build its capacity in service provision, resource
mobilization, and financial sustainability both at national and county levels. The report will provide a
detailed overview of the existing gaps and challenges KNCCI face as well as the analysis on the needs
identified. The report will be a base for developing KNCCI’s Institutional Strengthening Strategy.

Reporting lines
The Consultant will work in direct collaboration with UNDP Kenya and KNCCI by directly liaising with UNDP
Kenya and KNCCI on a weekly basis to ensure the delivery to be met expectation and quality. KNCCI will
also fully support the consultant in conducting the assessment.

Payment Modalities
Payment to the consultant will be made in three instalments upon satisfactory completion of the following
deliverables:
 1st instalment: 20% upon production and presentation of inception report
 2nd instalment: 30% upon submission of first draft report
 3rd instalment: 50% upon submission of the final report with all deliverables
Logistical Arrangements
Logistical arrangement for field visits outside of Nairobi shall be done by UNDP Kenya. The service provider
is expected to provide his/her own equipment and working space and is responsible for all other logistical
arrangements including meeting and workshop coordination. Payment will be done according to
milestones agreed during contract signing.
Consultant required competencies:
The suitable consultants are expected to meet the following minimum requirements
 At least Master’s Degree in Public Policy, Business Administration, Economics, Trade and
Development and others relevant
 A minimum of ten (10) years of consultancy experience including research and policy analysis on
private sector development, meso-level institutional capacity building, trade and development,
MSE development, Private-Public Partnerships.
 Highly developed analytical skills with ability to produce high quality analytical reports and policy
papers.
 In-depth knowledge and understanding of international, regional and national private sector
development issues, policies, good practices and benchmarks;
 Highly developed skills in mobilization and institutional development.
