President’s Message
It is hard to believe we are almost in the middle of the year already. Time passes so quickly
it seems, and we are now almost into summer. My term as president will come to a close at
the end of this month. I have thoroughly enjoyed having the opportunity to serve FET in this

role over the past year. I have learned a lot about the operation of the organization and have
also had the privilege to meet and work with a number of outstanding individuals within the
operating committee, the Board of Directors and FET staff. There are also many other
individuals within the organization that I have come into contact with that assist on
committees, chair seminars, and host tours and activities. All of these efforts contribute
to the array of programs provided by FET during the year.
One of the themes I have expounded on throughout the past year in this column is volunteerism. Without the many
individuals who assist FET staff with running the organization, the model we have developed would not work. It is not
only the individuals who have offered their time to serve in officer positions, but those that also help organize seminars,
contribute as speakers, moderators, and organize various events during the year that help FET accomplish its goal of being
“the preferred organization for educating and developing excellence in environmental professionals.” Hopefully, I have
motivated some of you to consider offering your time to give back to the environmental profession by volunteering within
the organization in some capacity. While involvement requires some commitment, all volunteers have the great support of
Barbara and Julie, who usually make many of the duties seem effortless.
Most of you are aware that the June timeframe also means that FET’s fiscal year is almost to an end. You will soon be
receiving membership renewal information. Please take the time to review these materials. Hopefully, you will recognize
the many benefits that FET offers your career by being part of a professional organization that keeps you informed on
technical and regulatory changes that impact your organization or business. Through its membership, FET is committed to
continue its efforts to keep you informed on the latest developments in the environmental profession. More information on
membership renewal is included in the newsletter. Membership renewals are due at the end of June.
Finally, I mentioned in past columns that FET was planning a session to develop a new three-year Strategic Plan for the
organization. This session was held on May 9. The meeting was considered successful. Look for more information on this
process to be shared with the membership as the Strategic Plan is rolled out in the next few months.
Once again, it was a pleasure to have served FET in the capacity as president. Have a great summer!

Regulatory News and Updates
Guidance for PM2.5 Permit Modeling
The “Guidance for PM2.5 Permit Modeling” was signed on May 20, 2014 and is available for immediate distribution. The
document provides guidance on demonstrating compliance with the fine particulate matter (PM2.5) National Ambient Air
Quality Standards (NAAQS) and Prevention of Significant Deterioration (PSD) increments, especially with regard to
considerations of the secondarily formed component of PM2.5. This document reflects the EPA’s recommendations for
how a major stationary source seeking a PSD permit may demonstrate that it will not cause or contribute to a violation of
the NAAQS and PSD increments for PM2.5, as required under section 165(a)(3) of the Clean Air Act (CAA) and 40 CFR
Sections 51.166(k) and 52.21(k).

Noteworthy changes made to the draft version include:

Clarifications throughout with respect to procedures for adequately addressing primary


Revision of Section V and other sections relative to PSD increment for PM2.s.

PE Ethics Program
FET will be hosting a 2-hour Ethics training program on Wednesday, June 4th at 9 AM at Reinhart Boerner in Waukesha, WI. This

Essentials of Hazardous Materials Management Course – Our 25th Year
The Wisconsin CHMM Chapter is again offering the Essentials of Hazardous Materials Management (EHMM) in a 3-day course
format in July 15-17, 2014 at the Marriott Hotel in Racine, WI. This course provides a broad yet comprehensive environmental
and safety overview of hazardous materials management. FET has been holding this course (in various formats) since 1989 and has
successfully trained hundreds of professionals who are now CHMMs.
The EHMM course is an expanded version of the last year’s course and will follow the 2013 edition of the Hazardous Materials
Management Desk Reference. The three-volume book published by the Alliance of Hazardous Materials Professionals (AHMP) will
be provided to attendees (it’s a $219 value at the AHMP Member price and includes sample test questions). We plan to add topics
on Sustainability, LEED, HAZWOPER, Noise, Homeland Security, Loss Control, and Indoor Air Quality.
The course will help prepare attendees for the Certified Hazardous Material Manager (CHMM) examination. If you plan to register
for the test, please go to Institute of Hazardous Materials Management (IHMM) website: www.IHMM.org. The IHMM has a
specification blueprint for the CHMM exam that was effective in July 2013. We plan to ensure that the blueprint is addressed in
the course.
The course offers professional continuing educational credits (e.g., ABIH CM points, CEU hours, DNR wastewater hours, P.E. hours,
and CHMM hours).
If you are planning to become a CHMM, looking for continuing education credits, or just want to refresh your hazardous materials
knowledge base, you should consider attending this course. FET will be having a number of local experts speak on various topics.
Along with the textbook, electronic copies of all presentations will be provided on a flash drive. Sample test questions will also be
provided. The course fee will include lunch and breaks. You will be hard pressed to find a better value in a course.
Contact the Racine Marriott directly (262-886-6100, www.marriott.com) by June 15th to get the preferred room rate if you plan to
attend the course and stay at the hotel.

SAVE THE DATE! FET’s 2014 SCHOLARSHIP GOLF EVENT is July 29th
Tuesday, July 29th is the date “fore” the seventh annual FET Golf Outing,
which will benefit the FET Scholarship fund. Participants in previous years
have enjoyed the event while raising money for a great cause.
This year’s event will be held at the Silver Spring Golf Club, northwest of
Milwaukee, with a Shotgun Start at 12:30 PM.

success! We learned about the plant’s operations and the corresponding environmental aspects of the

Free Webinar: The WI Green Tier Program – Kimberly-Clark, Neenah, WI
Join the WI CHMM Chapter’s webinar to learn more about the WI Green Tier Program and Kimberly-Clark’s participation in

how to join the program and other details will be forwarded to the attendee. Here is a summary of what will be discussed:
Wisconsin’s Green Tier program is designed to encourage, recognize and reward companies that are committed to
superior environmental performance. Green Tier encourages businesses to voluntarily collaborate with the DNR, and
applicants must also have a good environmental record as well as implement an Environmental Management
System. Using Green Tier, Wisconsin’s business community can apply new initiatives to improve environmental
performance beyond current standards.
Kimberly-Clark’s Experimental Mill (X-Mill) in Neenah, WI applied for the Green Tier program on February 3, 2006 and
was formally accepted into the program as a Tier 1 participant on September 6, 2006. The X-Mill submitted application
materials for participation as a Tier 2 participant in June 2009. Tier 2 contract negotiations began in April 2010 and the
final Green Tier 2 contract was signed on January 18, 2012. The X-Mill currently employs approximately 35 people and its
primary function is to develop and deliver a continuous stream of innovative product and process solutions for the Family
Care business sector. Research projects piloted at the X-Mill have led to and continue to lead to realization of energy
savings, waste minimization and other environmental initiatives at other Kimberly-Clark facilities throughout the United
States.
Need to earn CHMM recertification points? The WI CHMM Chapter is looking for a co-chair for the 3 - day EHMM
course scheduled for July 15-17, 2014 in Racine. Being a co-chair for this course is a great way to network with your peers,
learn new information and gain those all-important recertification points. We would also like to find a co-chair for the annual

New CHMM Recertification Handbook Approved, Effective Date of September 1, 2014
A new CHMM Recertification Handbook has been approved by the IHMM Board of Directors after reviewing activities
claimed for recertification credit and amending the Handbook based on these reviews. The Recertification Handbook will be
posted on the IHMM website.
Examples of some of the modifications made on the handbook are highlighted below:

“Mentoring” added as a qualifying activity

“Participation in official training or exercise drills” added as a qualifying activity

Added an IHMM policy allowing a “grace period” of six months to submit a recertification application. After the six
months “grace period” the individual shall be required to apply for and re-take the certification examination.

Clarified the communication methods for recertification notifications

Provided additional information on Inactive Status and Retired Statuses
“The Recertification Program was developed to ensure that CHMMs remain competent in the field of hazardous materials
management and related areas, and to encourage certificants to continuously enhance their knowledge, skills, and abilities,”
stated Denny L. Carlson, CHMM, IHMM Board Director and previous Chair of the CHMM Recertification Committee. “IHMM
requires that the CHMM certification be renewed every five years to ensure currency, and it is expected that the CHMM
Recertification Handbook for recertification be amended as conditions warrant.”

Name: Phillip R. Bower
Company, Title and Role at Company: Phil is an Attorney and Shareholder with Whyte Hirschboeck Dudek
in Madison. He has been with the law firm for 7 years and focuses his practice on Environmental and
Natural Resources Law.
What is the best part of your job? Helping clients successfully navigate complex environmental
regulations and programs so that they can meet their business objectives.
Birthplace, Family Info and Education: Born and raised near Lancaster, Pennsylvania, Phil lives in Madison with his wife,
who is from Janesville, and their three boys who are all under the age of 7. He earned his BS degree in GeoEnvironmental
Engineering and MS degree in Mineral Processing from Penn State. He earned his JD from Georgetown University.
Dream Job When Young: To be an astronaut
First Paying Job: The Taco Bell stand at the Hersheypark amusement park in Hershey, PA. The smell of chocolate from the
nearby Hershey factory was great!
FET Membership and Initial Reason for Joining: I first joined FET seven years ago when I moved to Madison. The law firm
encouraged me to join; it was a very good way to get familiar with Wisconsin regulations and build relationships with
businesses and their environmental concerns. Initially I was an attendee at FET events; now I am a regular presenter at FET
seminars and courses.
Current FET Involvement: Have been a member of the Air Committee for several years; am also serving as the Secretary of
the FET South Central Chapter. I am a speaker at FET events, mostly on air topics.
Value of FET membership: I love the educational focus of FET and how it allows me to be able to stay on top of
environmental laws and regulations. FET has also allowed me to connect and network with people in industry, as well as
with our state regulators who often present or attend the seminars and annual conference.
Changes/Challenges for FET going forward: To maintain the quality and timeliness of topics relating to new and changing
environmental laws and regulations. To maintain a balance between providing basic information for newcomers and
refreshers or more in-depth education for those who have been in the field for a while.
Favorite Food: Sausage with peppers and onions
Favorite Music: A wide variety, including the Avett Brothers and the Okee Dokee Brothers (with my kids!)
First Car you Owned: A 1980 white VW Rabbit
Favorite place to Vacation: Up north at Lake Namakagon in Bayfield County
Favorite Sports Team: I’m a Penn State and Steelers fan (but also an owner of the Packers!)

Person you would most like to meet: Benjamin Franklin – inventor, statesman, writer, humorist; a fascinating man
Hobbies and other activities: I am Board President of Community GroundWorks, Inc. in Madison – a nonprofit organization
that focuses on urban agriculture, youth gardening and natural areas; also active with the Cub Scouts and the local Penn
State alumni club. I enjoy watching college sports and exploring state parks with my family, especially those located near
craft breweries.

As part of our ongoing efforts to increase awareness of FET, we had an exhibit booth at the WSC Safety Conference in
Wisconsin Dells in April 2014. Special thanks to Tony Montemurro for staffing the booth with me and to Jeff Nettesheim for
his assistance in the set-up and take-down of the booth. We were able to display our new banner, and made contacts with
hundreds of conference-goers, many of whom have a job focus in the environmental arena. We look forward to
participating in similar events in the coming year.
FET Golfing Next Month
Help raise scholarship money for a great cause. FET’s seventh annual Golf Outing, which will benefit the FET Scholarship
fund is Tuesday, July 29th. This year’s event will be held at the Silver Spring Golf Club, northwest of Milwaukee, with a
Shotgun Start at 12:30 PM. It is open to FET members, friends and guests, with all skill levels - experienced and novice.

Environmental Compliance Specialist
Gannett Fleming is seeking an experienced professional for
our Madison, Wisconsin office to manage environmental
compliance for a variety of facilities located nationwide.
Assignments will be performed through an understanding of
applicable federal, state, and local regulatory requirements
including the Clean Air Act, Clean Water Act, Emergency
Planning and Community Right to Know Act (EPCRA), and
Resource Conservation and Recovery Act (RCRA). The
candidate will be expected to manage multiple concurrent
assignments; develop/maintain schedules; analyze and
document critical project elements; coordinate with others to
determine requirements and incorporate feedback.
Coordination with clients, contractors, outside consultants,
government agencies, project stakeholders and Gannett
Fleming staff from multiple locations and technical disciplines
is expected.
Responsibilities:

Prepare environmental compliance plans, reports, and
regulatory submissions

Review environmental regulations and determine
applicability

Analyze data and prepare air emissions inventories and
other technical calculations.

Prepare permit applications and supporting
documentation.

Negotiate permit terms to fit the client’s needs while
maintaining compliance within regulatory framework.

Advise clients regarding regulatory compliance options.

Track compliance deadlines and be responsible for
transmittal of numerous reports.

Assist with proposal preparation, cost estimates, and
contribute to client relationship efforts.

Assist senior level management on larger and more
complex projects.

Conduct inspections and audits.

Some travel and overnight stays will be required.
Skills & Experience:

6 to 12 years of experience in environmental compliance

Bachelor’s or Master’s degree in Environmental,
Chemical, or Civil Engineering preferred

Engineer in Training certification or Registered
Professional Engineer preferred

Must have excellent verbal and written communication
skills.

Strong analytical and problem solving skills needed.

Successful candidate must be self-motivated, detailoriented, and able to collaborate with a team.

Ability to review and understand complex local, state and
federal regulations.

Project experience in multiple environmental compliance
areas such as:
