He extended a warm welcome to Mr Tomlin, Deputy Chief Executive, Merchant Navy Welfare Board, who would be updating Members on the Board’s latest project developments including the South Wales Port Welfare Evaluation. PROPOSED: SECONDED: 04/14 Mr Alan Speight Merchant Navy Association (Newport City) Cllr Judith Woodman Cardiff City Council MATTERS ARISING All “Matters Arising” were covered by the Agenda. 05/14 ELECTIONS i Appointment of Chairman & Vice Chairman 2014 - 2015 Mr Edward Watts and Mr Colin Crick were unanimously elected, by a show of hands, to the posts of Chairman & Vice Chairman, respectively, of the South Wales Port Welfare Committee, for the year 2014/15 PROPOSED: SECONDED: Mr Alan Speight Captain Dai Kettlety Merchant Navy Association (Newport City) Mission to Seafarers, Cardiff 06/14 i PWC TERMS OF REFERENCE (TORs) Mrs Newcombe updated Members on several minor amendments to the PWC Terms of Reference which were approved by the Council of Management earlier in the year. This included the removal of an upper age limit for PWC Chairmen. Following brief discussion, Members endorsed the changes and had no further amendments to the TORs. ii) PORT INFORMATION LEAFLETS Mrs Newcombe asked Members if they had any comments on the current Port Information Leaflets for South Wales. Following a recent reprint, the Cardiff leaflet had been circulated with the meeting paperwork, largely for information. The Newport leaflet was, however, tabled and circulated for amendment and update, following the break in of the Flying Angel Club, Newport, earlier in the year. Whilst it was acknowledged that there was a need for new photos of the refurbished seafarers centre and a general update on the Newport leaflet, much of the discussion focussed on the Cardiff leaflet. Members felt the map used in the leaflet was not really “fit for purpose” and suggested google map may have been more effective. Equally, it was agreed that it would be useful to include details such as “out of hours” provision. Mrs Newcombe said she would, of course, advise Mr Whitfield of members comments about the map currently used on the Cardiff leaflet but expressed surprise that this had not been raised with him previously, prior to the reprint. Notwithstanding, several Members felt that the welfare landscape may be subject to change following MtoS’ national review of service provision. It was acknowledged that the outcome of the review could impact on Cardiff, Swansea and Port Talbot with any subsequent changes needing to be reflected in the South Wales leaflet(s). To that end, it was agreed that Members would keep the Board informed and alerted to any 2 SOUTH WALES PWC AGM 25.09.14 changes resulting from the MtoS review. Mr Whitfield would then contact Members with a view to revising and updating individual South Wales leaflets, as necessary. In the meantime, Members were asked to forward any recommended changes or revisions to any of the leaflets directly to Mr Whitfield for amendment and update, prior to reprinting. ACTION: MNWB/ALL iii. SOUTH WALES PORT WELFARE EVALUATION REPORT Mr Tomlin updated Members on the progress of the project, to date, and began by thanking those colleagues who had participated and completed the survey questionnaire. He then tabled and circulated the latest evaluation report with members, going through each port and updating welfare details, as necessary. Mr Tomlin confirmed that all changes, including Mr Molloy’s/ITF details, would be incorporated into the South Wales Port Welfare database, thereby ensuring an accurate overview of local provision, at this time. In acknowledging there was a need to update the database on a continuous basis to ensure details remained up to date, the Board equally recognised the need for the database to be sufficiently robust to support increased online access and input from port chaplains, ship welfare visitors, the societies and funders, alike. Mr Tomlin confirmed that MNWB hoped to ensure the database remained sufficiently adaptable to be used to support the International Port Welfare Partnership project (iPWP). The international project aimed to establish at least 5 pilot Seafarers Welfare Boards across the world, using MNWBs experience and expertise as the UKs National Welfare Board, as well as its UK PWC Network and Port Welfare database as models of best practise. The Chairman thanked Mr Tomlin for his informative presentation. Members fully endorsed the Chairman’s comments. 07/14 ANY OTHER BUSINESS There was none. 08/14 CONFIRMATION OF NEXT MEETING The date and venue for the 2014 Annual General Meeting was agreed, as follows: Thursday, 24 September 2015 Cardiff City or County Hall (tbc) On completion of the AGM the Chairman invited Members to join him at the General Meeting which followed on directly from the Annual Meeting. 3 SOUTH WALES PWC AGM 25.09.14
