INTRODUCTION
Vocational Education and Training (VET) courses that lead to Certificate, Diploma and Advanced Diploma
qualifications at the Western Australian Academy of Performing Arts (WAAPA) are funded by the Government of
Western Australia through the Department of Training and Workforce Development under the Vocational
Education and Training Act (1966).
This document sets out the statutory charges that apply to VET courses at WAAPA and outlines the procedures
for the administration of these charges.
WAAPA students enrolled in Certificate, Diploma or Advanced Diploma courses are required to contribute
towards the cost of their study, paying in accordance with the Fees and Charges Policy Guidelines for Publicly
Funded Registered Training Organisations and Programs. The full Government policy is published annually on

WA GOVERNMENT SUBSIDISED TRAINING FOR 2014
Future Skills WA commenced on 1 January 2014 and is a major new reform of the way training is subsidised and
delivered in the Vocational Education and Training (VET) system in WA. For many years, students have only
been required to pay an average of around 8% of a course’s actual cost. The rest of the cost has been paid by
the State Government.
From 1 January 2014, the Government’s contribution will still be considerable; however, students will contribute a
larger share than in the past. This change ensures government subsidised training can remain sustainable and
accessible to students now and in future years.

These fees are estimates for students enrolling in government funded courses on a full time basis starting in 2014.
Additional materials, equipment and/or other costs may apply.
The indicative fees for a course may differ between training providers due to the units they have included in the course
outline. These differences generally result from adapting courses to meet local industry needs.
The cost and duration of a course will depend on individual circumstances. Actual fees will be advised at enrolment and
will depend on the electives chosen.
Nominal hours are not hours of training or instruction. They are used to determine course fees and subsidy levels to
reflect the cost to deliver quality training.
Where courses take more than one year to complete and students are required to start units in subsequent years (2015
and onwards), the fees quoted for these units are based on the indicative fee rates for that year and are subject to
change.
Students must have a valid concession to qualify for the concession rate. Eligible students will receive a 50%
concession on their course fees until they reach the relevant fee cap for training up to Certificate IV level. Concessions
do not apply for foundation skills and equity courses. Concessions fees will be calculated at enrolment.
VET FEE-HELP student loans for the total fee (i.e. course fee and resource fee) are available for eligible students in
diploma and advanced diplomas and the Certificate IV trial qualifications. The 20% loan fee does not apply to students
doing government funded courses.
For students born between 1 January 1997 and 31 December 1999 (who are at least 15 years old at the time of
enrolment who undertake training that is not part of a VET in Schools program) there will be a cap of $400 per year for
2014. The cap applies irrespective of the number of courses a student is enrolled in.
For all other students the annual fee cap per course per year for 2014 is $2,500 for training up to Certificate IV; and
$7,500 for diplomas and advanced diplomas.
These annual course fee caps only apply to course fees and do not apply to fees for Recognition of Prior Learning
services, resource or other fees charged.
Some courses can be undertaken either as employment based training (through a contract with an employer) or directly
with a training provider (without a contract with an employer). The course fee rate will differ for the same course
depending on whether it is undertaken as employment based training or directly with a training provider.
The quoted fees do not apply to students who started their course in 2013 and have their fees maintained at the 2013
rates.
The Future Skills WA fee categories are: A&T –apprenticeships and traineeships; Dips/Ad Dips– diplomas and
advanced diplomas; FS&E – foundation skills and equity courses; GIT – general industry training courses; and PIQ –
priority industry qualifications (Certificate II to IV).
PLEASE NOTE: a student’s guarantee to a place in a government funded state priority course is subject to course
availability.

FEE PROCESS AT ECU
Course fees are calculated on the last working day in February. All students must be correctly enrolled and
confirm their enrolment by this date.
Fee invoices will be raised on 1st March, and available for download electronically via SIMO (the University’s
Student Information Management Online software). Email notification will be sent to all students to their official
ECU email account when invoices are ready to be downloaded.
Students are responsible for downloading and checking their own fee invoices. Notification is undertaken through
a variety of mediums and ultimate responsibility lies with the student.
All fees must be paid before the ECU VET financial penalty date of April 30 annually.
Enrolment is not complete until all fees and charges are paid or, a deposit paid with deferred payment
arrangements have been made and approved or, VET Fee Help application completed and approved for eligible
students.
Non-payment of fees and charges by 30 April will result in students not being permitted to attend classes and
enrolment cancelled.

FEE STRUCTURE
CHANGES TO FEE STRUCTURE FOR 2014
Under the Future Skills WA initiative announced by the Department of Training and Workforce Development on
Thursday 22 August 2013, from 2014 the way training is subsidised by government will be changing. Student
tuition fees will change to reflect the relative priority of the qualification, with high priority qualifications having the
lower fees.
How will this affect you?
New students commencing in 2014
New students will fall under the new fee structure announced by the Department of Training and Workforce
Development. Indicative fee rates are available on the Department’s Future Skills WA website

Current students continuing in 2014
If you are continuing in the SAME QUALIFICATION that you studied in 2013, you will continue under the same
fee structure as in 2013 with a minor increase to reflect the Consumer Price Index.
If you are a current student but starting a NEW QUALIFICATION in 2014, such as moving from a Certificate IV to
a Diploma, you will fall under the new fee structure.
Fee Cap
The State Government has endorsed the following fee caps to apply for 2014;
Certificate I, II, III and IV courses - An annual course fee cap of $2,500.
Diploma and Advanced Diploma courses – An annual course fee cap of $7,500.
An annual fee cap of $400 will apply for students of secondary school age (between 15-17.5 years) who
undertake training that is not part of a VET in Schools program.
Note that the fee caps for Certificate I-IV and Diploma are applied for each course enrolment. This means that
cap will be applied for each course enrolment where someone undertakes more than one course in 2014.
The fee cap for secondary school age students applies to the total annual course fees for 2014. This means that
someone of secondary school age undertaking more than one course in 2014 will only be charged up to $400 for
the year, for the course fee component of the tuition fee. This does not apply to the student services and
amenities fee (SSAF) or any incidental fees.
A secondary school age is defined as from 15 years of age to the end of the year in which the child reaches the
age of 17 years and 6 months.
The caps do not apply to fees for Recognition of Prior Learning. The fee caps apply to both concession and nonconcession students i.e. there is no specific cap for concession students.

COURSE FEES
All course fee information is published on the ECU fees website http://fees.ecu.edu.au/ and the 2014 VET Fees
by Course table is located in this booklet from page 13. The table provides an indication of the fees that are
payable for WAAPA students enrolling in VET courses in 2014. Applicants for WAAPA courses should note that
a non-refundable audition fee will also be charged with the course admission application.

FEES FOR GOVERNMENT SUBSIDISED COURSES
VET fees per annum are made up as follows:
1. Tuition Fee
a) Course Fee (subject to a Maximum Course Fee cap and Government subsidised rates) plus;
b) Resource Fee;
2. Student Services and Amenities Fee;
3. Incidental Fees; and
4. Any other fees / levies that may apply (such as parking).
A Fee Maintenance Scheme will be in operation in 2014 for course fees. A student is eligible for fee maintenance
if he or she:
 enrolled in a course prior to 22 August 2013; and
 participated in that course during 2013; and
 enrols in the same course in 2014.
*NOTE: Recognition of Prior Learning (RPL) is calculated separately.
1. Tuition Fee
The Tuition Fee is the sum of the Course Fee plus (+) Resource Fee for each unit that the student enrolls in.
a) Course Fee
The course fee is the sum of fees for all units that a student enrols in.

2014 Course Fee
The Course Fee is calculated by the Government Fee Rate (see table below) multiplied with
the number of hours for each unit, according to the course category. This fee is subject to a
Maximum Course Fee Cap (see previous page) and is the only fee to which a concession rate
can be applied.

b) Resource Fee
The Resource Fee covers materials purchased by the training provider to be consumed or transformed
by students in the course of instruction. The resource fee also covers internet charges and other
services utilised by the students in the course of instruction.
2. Student Services and Amenities Fee (SSAF)
In 2011, the Australian Parliament passed legislation to allow Universities and other higher education providers
to charge a compulsory Student Services and Amenities Fee (SSAF) from 2012.
The purpose of the SSAF is to provide student services and amenities beyond those required for the academic
work of the university.

3. Incidental Fees
Fees that are in addition to tuition fees and which are for goods or services that are related to your studies.
These are items that belong to the student. Students may not access VET Fee Help to defer the cost of
incidental fees.
Incidental fees include:



Goods or services not essential to the course;
Alternative forms of access to goods or services essential to the course, but is otherwise readily
available at no additional cost by the provider; or
Essential goods or services that students have the choice of acquiring from a supplier other than the
provider and is for equipment or items that become the student’s physical property and not consumed in
the course.

PAYING YOUR FEES
You should arrange the payment of your fees during the enrolment process.
In order to be considered as an enrolled student you must pay your fees in full or enter into a payment
arrangement. Your enrolment might be cancelled if you don't arrange your payment within the first four weeks. If
experiencing problems please contact ECU Fees.
The fees and charges are due for payment by April 30 2014. Invoices are issued electronically on SIMO and
must be downloaded by the student. Payment can be made following the instructions on the invoice. Please note
that the ECU cashier does not accept cash.
Payment plans are available for Financial Hardship and must be in place and approved by the Student Fees
Office by March 30 2014.
Enrolment is not complete until all fees and charges are paid or deferred payment arrangements have been
made and approved.

Payments methods are detailed on your invoice and these include online, BPay, Telephone payment via Bpoint,
cheque or payment in person at Student Central (EFTPOS or Credit Card only – no cash payments available).

PAYING IN INSTALLMENTS
Instalment plans will be available to:
 Students enrolled in Certificate I, II, III and IV courses.
 Permanent residents who are not eligible for VET FEE Help.
 Students enrolled in a "Fee for Service" course with fees greater than $2000
Setting up the Installment Plan
Terms and Conditions
Failure to comply with the agreed terms of payment will result in the debt being referred to a Debt Collector.
1. Deposit
The minimum deposit required at the time of entering your Instalment Plan will be:
 $200 for fees below $1,000
 $300 for fees above $1,000 and below $1,500
 $500 for fees above $1,500
*Larger deposit amounts will be accepted
2. Repayment periods
Students will be given 12 weeks from the start of classes to repay their fees for the semester in stipulated
instalments. An extension of 4 weeks will be granted to students with proof of financial hardship.
We recommend you pay as much as you can as your deposit to minimise your repayment amounts.
If a student fails to pay an instalment when it becomes due, the enrolment of a student can be cancelled.
Note: Instalment plans will not be available to students who are eligible for VET FEE Help. These students
should access the Commonwealth assistance scheme (VET FEE Help), which enables them to defer payment of
their fees until they are employed.

VET FEE HELP
Eligible students of Diploma and Advanced Diploma qualifications can opt to defer the payment of all or part or
their Tuition Fee by applying for VET FEE-HELP. Under this scheme, you take out a loan from the
Commonwealth to pay your fees now. You will start repaying the loan through the taxation system when your
income exceeds a set level (currently around $50,000 per year).
For more information about VET Fee Help, please refer to the VET Fee Help section in this booklet
on page 9.
FEE EXEMPTIONS AND CONCESSIONS
The following students are entitled to the concession rate on the Course Fee component only:
 Persons and dependents of persons holding:
- a Pensioner Concession Card,
- a Repatriation Health Benefits Card issued by the Department of Veterans Affairs, or
- a Health Care Card
 Persons and dependents of persons in receipt of AUSTUDY or ABSTUDY.
 Persons and dependents of persons in receipt of the Youth Allowance.
 Persons who are inmates of a custodial institution.
 Persons who have reached the age of 15 but who have not yet reached 18 years of age and who
are not due to reach 18 years of age in the calendar year for which they enrol (that is for study in
2014, the year of birth must be 1997, 1998 or 1999).
APPLING FOR CONCESSION
1. Complete the VET Course Fee Concession Form
2. Submit form with proof of eligibility for concession before March 30 2014
To apply for concession, you must complete and lodge your application for concession form by March 30 2014
otherwise the full Tuition Fee is payable. No late applications for concession will be considered.
FINANCIAL HARDSHIP
Payment Plans
Payment plans are available and must be in place and approved by the Student Fees Office by March 30 2014.
All payment plans must be completed and fees paid in full by the end of Semester One otherwise students will
not be permitted to continue into Semester Two.
Students with an approved Centrelink payment plan can make regular installments until September 1 2014.

VET FEE HELP
Eligible students of Diploma and Advanced Diploma qualifications can opt to defer the payment of all or part of
their fees by applying for VET FEE-HELP. Under this scheme you take out a loan from the Commonwealth to

ARE YOU ELIGIBLE?
To be eligible for the VET FEE-HELP student loan program you must:

Be an Australian citizen or the holder of a permanent humanitarian visa who will be resident in Australia
for the duration of the VET unit of study for which you are seeking VET FEE-HELP assistance.

Be enrolled in an approved course.

Be enrolled on or before the census date and remain enrolled in the units at the end of the census
date. Refer to the Schedule of Tuition fees for your course to find out about the census date.

Meet the tax file number (TFN) requirements. This includes providing your TFN or a Certificate of
application for a tax file number to Student Services when you submit your VET FEE-HELP
application. Visit the Australian Taxation Office for more information on tax file numbers.

Have completed, signed and submitted a valid Request for VET FEE-HELP Assistance form on or
before census date

Have not exceeded the FEE-HELP limit

Step 2: Complete VET FEE-HELP Application Form
Complete the VET FEE-HELP application form (also called the Request for VET FEE-HELP assistance
form). If you are enrolling into an approved VET FEE-HELP course, you will be able to complete the
form via your SIMO account.

Step 3: Lodge your VET FEE-HELP Application Form
Lodge your completed application form and the required supporting documentation on or before the
"census date" for the first unit for which you wish to obtain VET FEE-HELP assistance.
The census date for your course is found on the appropriate Schedule of VET Tuition Fees
You only need to apply for VET FEE-HELP once for your course. Unless you choose to pay fees upfront
in following semesters, the original application form you have completed for a VET course of study will
be used to manage payment of your fees using VET FEE-HELP in all following semesters for the same
course.
Documentation
You will need to provide Student Services with the following documents when you lodge the VET FEE-HELP
application form:


Either your Tax File Number or a Certificate of Application for a Tax File Number
The original and a photocopy of your citizenship evidence such as a birth certificate; Australian
passport
Please note that we are unable to process your application form without all required supporting documentation.
WHAT HAPPENS AFTER YOU APPLY
Once you have submitted your application form, along with all of the required documentation as outlined above,
an email will be sent to your student (ECU) email account within 28 days of the ‘census date’ advising you to
download your Commonwealth Assistance Notice (CAN).
This notice is a summary of your enrolment and associated fees for that enrolment period, including:




Units in which you are enrolled
Tuition fees for each of these units
The total VET FEE-HELP assistance you are requesting for the semester
The loan fee (if applicable), charged by the federal government for administration of your VET FEEHELP debt
Please check all of the details on your notice carefully and notify Student Services within 28 days if there are any
errors.
VET TUITION ASSURANCE
ECU has been granted an exemption from the VET Tuition Assurance requirements under the Higher Education
Support Act 2003. With VET courses offered through ECU predominantly being funded by the WA Sate
Government, appropriate transition arrangements will be made available if a course is no longer offered.

REFUNDS
Refunds are only granted if a student formally withdraws within the 20% of the enrolment period (prior to the
census date) and must be undertaken via official ECU withdrawal processes in writing. Only students who
complete the formal withdrawal process before the census date within the nominated timeframe will be eligible
for a full refund of their Course Fee and:
 a full refund of the Resource Fee if the course is a Diploma or Advanced Diploma; or
 50% of the Resource Fee if the course is below Diploma level.
A pro rata refund of fees may be granted if the student can establish with documentary evidence, satisfactory
grounds for withdrawing from the course/units such as serious illness, injury, disability or other circumstances
beyond their control. In all cases, relevant documentary evidence (for example, medical certificate) has to be
submitted with the withdrawal form to the Student Fees Office.
The Accountable Officer can approve a full refund of fees at any time if delivery of a unit is cancelled because of
declining student numbers, there is no available lecturer, or due to other circumstances caused by the RTO.
HOW TO WITHDRAW
You can withdraw from a unit on SIMO anytime up until the census date. You can find step-by-step instructions
in the How to Withdraw from Units Help Guide on the ECU website or visit the Student Central located at Building
3. After the census date, you may still withdraw from a unit by submitting an Enrolment Variation Form to Student
Central, who will manually withdraw you with full financial liability.
The Faculty of Education and Arts Student Information Office can be contacted for further details on how to
withdraw.
Students who stop attending without submitting the correct paperwork will incur the full fee liability.
Withdrawing before census date
 You are eligible for a full refund of the course fee and 50% of the Resource Fee paid.
 Your academic record will list a ‘WE’ (withdrawn early) against each unit withdrawn from.
Withdrawing AFTER census date
 Financial Penalty (After April 30). You are liable for full payment of all fees.
 Academic Penalty (After July 31). Your academic record will list a ‘NC’ (not competent / fail)
against each unit withdrawn from.

2014 VET INCIDENTAL FEES
Providers are able to charge for certain incidental fees for items that are incidental to studies including:




charge for a good or service that is not essential to the course of study;
charge for an alternative form or alternative forms of access to a good or service that is an essential component of a course of study, but is otherwise made readily available at
no additional fee by the provider;
charge for an essential good or service that the student has the choice of acquiring from a supplier other than the provider and is for:
o equipment or items that become the physical property of the student and that are not used during the course of study; or
o food, transport and accommodation costs associated with the provision of field trips that form part of the course of study; or
fine or a penalty, provided it is imposed principally as a disincentive and not in order to raise revenue or cover administrative costs.
