RECOMMENDATION:
Review and discuss Amendment #3 for the Locksley Lane Intertie with Placer
County Water Agency (PCWA), and advance a recommendation to the Board of
Directors.
BACKGROUND:
Currently, PCWA and the District have two interties in the Auburn area allowing
emergency water between the two systems. An original agreement from 1995 was
developed for the intertie south of Bell Road. The Live Oak Intertie was also
added as an amendment to the original agreement.
The District and PCWA would like to add the Locksley Lane Intertie as an
amendment to the current agreement. The Locksley Lane intertie is slated for
construction this year. This facility will be maintained by the District.

Third Amendment to the Interconnection Agreement
Between Placer County Water Agency and Nevada Irrigation District
Incorporating the Locksley Lane lntertie
The purpose of this amendment is to modify the CONTRACT BETWEEN THE PLACER
COUNTY WATER AGENCY (AGENCY) AND NEVADA IRRIGATION DISTRICT (DISTRICT)
RELATING TO THE INTERCONNECTION OF THEIR WATER SYSTEMS, dated July 20, 1995,
as amended, (the Agreement) in order to establish terms to govern an additional intertie at
Locksley Lane (the Locksley Lane lntertie). Use of the Locksley Lane lntertie will be in
accordance with the Agreement, with the following exceptions:
1. The Locksley Lane lntertie will be located on private property (12600 Locksley Lane, Auburn,
CA), within an easement owned by (NID/PCWA?) and is approximately ½ mile east of Highway
49.
2. The Locksley Lane lntertie connects the Agency’s and District’s 8-inch treated water
pipelines.
3. The District is lead agency for completing all of the California Environmental Quality Act
(CEQA) work and is responsible for obtaining all permits and easements necessary for
construction of the intertie. The District shall be responsible for soliciting bids, entering into a
construction contract, providing inspection, and for payment to the construction contractor. The
Agency may provide inspector(s) to inspect construction of the intertie at no cost to the District.
3. The facility will be jointly owned by the Agency and the District and maintained by the District
and access shall be provided to both parties. Construction standards shall be in accordance
with the final approved drawings to be completed by the District and reviewed and approved by
the Agency.
4. The District and the Agency will summarize water usage on December 31 of each year.
Water usage requiring payment to either the District or the Agency will be billed monthly and
paid within 30 days thereafter at the rates established in the Agreement.
5. Construction costs, including engineering, design, CEQA, right of way acquisition, inspection,
and construction and will be paid for using grant funds; however if such funds do not meet the
final cost of the project any overages will be evenly split between the District and the Agency.
6. Exhibit A indicates the layout of the Locksley Lane lntertie and the approximate meter
location.
