RECOMMENDATIONS
The Engineering Department recommends that Council:
1.
Award Contract M.S. 4812-402-11 for South West Cloverdale Canal Dyke Upgrades to GCL
Contracting & Engineering Inc. in the amount of $2,136,549.45, including GST; and
2.
Set expenditure authorization limit for Contract M.S. 4812-402-11 at $2,350,000, including
GST and contingency.
SCOPE OF WORK
This construction package consists of widening and raising the Dykes on the South West
Cloverdale Canal located south of Highway 10, from the 17400 Block to 168 Street, and on 168
Street from Highway 10 to 5000 Block, and in right of ways from 168 Street to the South West
Cloverdale Drainage Pump Station located at 17088 48 Avenue.
The location of the proposed works is illustrated on the map attached as Appendix I.
Work on this contract is expected to commence June 23, 2014 and be phased over a two year
period as the work requires construction during dry weather and summer months.

The Engineer’s pre-tender estimate was $ 2,250,000.00 including GST.
EVALUATION
The City’s consultant reviewed the tenders for accuracy and completeness. As noted above, there
were four tenders that had minor arithmetic errors in their fees, none of which had a bearing on
the outcome of the tender process. All submissions included the required 10% bid bond, and
were signed and sealed on the Tender Form and Summary Sheet of the Schedule of Quantities
and Prices.
The low bidder, GCL Contracting & Engineering Inc., has provided a Consent of Surety for a
Performance Bond and a Labour & Materials Bond, and agreed to complete the work within
Summer work periods during 2014, and continuing into 2015, as stipulated in the contract. GCL
Contracting & Engineering Inc.’s past performance has been satisfactory. They have no
outstanding legal claims against the City. It is recommended that GCL Contracting & Engineering
Inc. be awarded Contract M.S.4812-402-11.
SUSTAINABILTIY CONSIDERATIONS
The work of this contract will enhance the public realm by improving infrastructure to convey
storm water to the nearby pump station. In particular, the project supports the following City
Sustainability Charter scope actions:

FUNDING
Funding for this contract is available in the approved 2014 Budget.
