Subject: Orientation Programme on Micro Finance and Income Generation Issues for

Sir/ Madam,
The Institute is organizing an Orientation Programme on Micro Finance and Income
Generation Issues for Women’s SHGs/Clusters /Federations from 23 – 27 February, 2015 at its
premises in New Delhi. The objectives of the programme are to: orient the participants about the
concept, need and scope of micro finance; make them aware about SHGs, clusters and
federations; develop capacity of Stakeholders including NGOs to promote SHG network on micro
finance and income generation issues; acquaint the participants about importance of micro
finance and income generation for sustainable development intervention/strategy and; provide a
forum for sharing the experiences and best practices on the issues of micro- finance/ micro credit.
About 30-35 senior and middle level representatives of NGOs and Government officials are expected
to participate in the Programme.

You are requested to nominate a senior official from your department / voluntary
organization. Officials deputed from Government departments will draw their TA/DA from their
respective departments. However the Institute will provide free board and lodging facilities to all
the outstation participants in its hostel located at its premises in New Delhi for the duration of
programme and one day before and one day after the programme.

The participants from voluntary organizations will be reimbursed travel grant up to AC III tier
rail fare (excluding Rajdhani, Shatabdi, and Duronto express/AC Bus) by the shortest route to and
from Delhi. The journey by road to the nearest railway /bus station will be paid to the non-official
participants on the basis of actual expenditure subject to ceiling of Rs. 300/ each way. Local
participants will be paid actual expenditure incurred on local conveyance within the ceiling of Rs.
100/ each way per day and subject to actual.

It is requested that nomination in the enclosed proforma duly completed with a passport
sized colour photograph duly forwarded by Head of the Organization may be sent to the Institute at
the earliest and latest by 04 February, 2015. The programme design and nomination proforma
can also be downloaded from website of the Institute i.e. www.nipccd.nic.in. The details of nominee

PROGRAMME DESIGN
Microfinance is recognized and accepted as one of the new development paradigms for
alleviating poverty through social and economic empowerment of poor, with special emphasis on
women. It provides opportunity to the poor for getting sufficient amount of credit easily to start any
income generating activity. Micro finance not only deals with the credit part but also deals with savings
and insurance part. It ensures the right to save and it is one of the most powerful weapons, which works
for bringing the poor rural people into the financial mainstream. Thus, microfinance is often considered
as one of the most effective and flexible strategies in the fight against the global poverty. It has proven
to be a powerful tool to address issues of the poor. According to noted author Robinson, "Micro finance
refers to small scale financial services for both credits and deposits –that are provided to people who
farm or fish or herd; operate small or microenterprises where goods are produced, recycled, repaired,
or traded; provide services; work for wage or commissions; gain income from renting out small amounts
of land, vehicles , draft animals, or machinery and tools; and to other individuals and local groups in
developing countries, in both rural and urban areas. In other simple words, micro finance typically refers
to a range of financial services including credit, savings, insurance, money transfers and other financial
products provided by different service providers, targeted at poor and low income people.
Informal credit and savings institutions for the poor have been around for decades, providing
customers who were traditionally neglected by commercial banks, a way to obtain credit through cooperatives and development finance institutions. Some examples of these informal savings and credit
groups that have operated in various part of the words are SUSUS of Ghana; TONTINES of West Africa;
TANDAS in Mexico; ARISAN in Indonesia; CHEETU in Sri Lanka and PASANAKU in Bolvia, as well as
numerous savings clubs and societies found all over the world. Noble Laureate Muhammad Yunus is
credited with laying the foundation of the modern Micro Finance Institutions (MFIS) with establishment of
Bangladesh Grameen Bank in 1976 in Bangladesh. Today it has evolved into a vibrant industry
exhibiting a variety of business models.
Microfinance Institutions ((MFIs) in India exist as NGOs (registered as societies or trusts),
section 25 companies and Non-Banking Financial Companies (NBFCs). Commercial Banks, Regional
Rural Banks (RRBs), Cooperative Societies and other large lenders have played an important role in
providing refinance facility to MFIs. Banks have also leveraged the Self –Help Group (SHG) channel to
provide direct credit to group borrowers. In India, microfinance operates through two channels. First
SHG- Bank linkage programme (SBLP) and another is microfinance institutions (MFIs). SHG-Bank
linkage channel was initiated by NABARD in 1992. Under this model, the members usually women in
the village are encouraged to forms groups and members contribute their savings in the group
periodically and from these savings small loans are provided to the members. In the later period these
SHGs/federations are provided with bank loans generally for income generation period. This model has
been very much successful in the past and with time it is becoming more popular. The SHGs are selfsustaining and once the group becomes stable it starts working on its own with some support from
NGOs and institutions like NABARD and SIDBI. On the other hand, MFIs with varied size and legal
forms offer microfinance service. These institutions lend through the concept of Joint Liability Group
(JLG). A JLG is an informal group comprising of 5-10 individual members who come together for the
purpose of availing bank loans individually or through the group mechanism against a mutual guarantee.
Many Institutions, both Government and non-government, are experimenting with innovative
approaches to develop clusters and federations of SHGs. Emergence of cluster-level associations or
federations of SHGs seems to be quite a natural corollary to forming number of women SHGs in a
compact area. SHGs from the same village or panchayat or two or three neighbouring villages meet
periodically in what may be termed as cluster meeting. When a number of SHGs get together to achieve
certain common objectives but retain their independence within themselves, they are referred to as
federation of SHGs. Federation is basically a platform for its members to address the social and
economic issues collectively. SHGs being small in size, have limited financial services to offer and
operate however by forming federation of SHGs, which brings together several SHGs, they have the
ability to overcome typical limitations of SHGs. Although many NGOs in our country are working for the
economic empowerment of rural/ tribal and urban women, they have inadequate knowledge of the
concept of micro finance, micro credit, livelihood promotion, viable economic activities for women and
formation of clusters and federations as well as generation of business plan etc. Keeping this in view,
the Institute is planning to organize a five day “Orientation Programme on Micro Finance and
Income Generation Issues for Women’s SHGs/Clusters /Federations” from 23-27 February, 2015
at its premises in New Delhi.
Objectives: The main objectives of the programme would be to:
 orient the participants about the concept, need and scope of micro finance;
 make them aware about SHGs, clusters and federations;
 develop capacity of Stakeholders including NGOs to promote SHG network on micro finance and
income generation issues;
 acquaint the participants about importance of micro finance and income generation for sustainable
development intervention/strategy ;
 provide a forum for sharing the experiences and best practices on the issues of micro- finance/ micro
credit;
Course Contents: The course contents would broadly include status of women special focus on
economic empowerment of women; need and scope of micro finance; concept of SHG, cluster and
federation; steps in formation of cluster and federation; schemes of the Ministry of Women and Child
Development related to micro finance such as RMK, STEP; Business Development Planning; SHGs
and Income Generation Activities; financial management and entrepreneurship development among
Women; developing leadership, communication and negotiation Skills among Women; and field visit.
Methodology: The contents of the programme would be covered through a combination of training
methods including lecture-cum-discussions; group discussions; case study analysis; group exercises;
field visit; and films etc., with emphasis on participatory approach to learning. Besides the faculty of the
Institute, the resource faculty will be drawn from government, non- governmental organizations,
academic and technical institutions with relevant expertise in the subject matter and experience.
Participants: About 30-35 senior and middle level officials of National and State Level Government
(GO) and Non- Government Organizations from all over the country would attend the programme. The
participants for the programme will be selected on the basis of criteria which may include
educational qualifications; work experience, regional/local representation, language skill etc.
The selection of the participants is purely discretionary and will be decided by the competent
authority of the Institute.
Background Material: The study material comprising of compendium of reading material, handouts and
other informative material would be distributed to the participants during the programme to supplement
the classroom discussions.
Venue and Duration: The duration of the programme will be of five days from 23 -27 February, 2015.
It will be organized in the National Institute of Public Cooperation and Child Development
(NIPCCD) located at 5, Siri Institutional Area, Hauz Khas, (opposite Police Station Hauz Khas)
New Delhi-110016.
Registration Fee: The Institute will charge a token Registration Fee of Rs. 500/- (Rupees five hundred
only) per participant from all the participants representing NGOs at the time of Registration. That
includes a non – refundable processing fee of Rs. 50/- (Rupees Fifty only) in the form of Demand
Draft in favour of Director, NIPCCD, payable at New Delhi along with the Nomination Performa
(without which nomination will not be accepted). No registration fee will be charged from
Government Officials.
Course Evaluation: The participants would be required to evaluate the programme on parameters like
course content, duration, skills of trainers and facilitators, training methods and extent of fulfillment of
objectives of the programme. The information elicited would help in planning, designing and conducting
future programmes.
Travel, Board and Lodging: The outstation participants from NGOs will be paid travel grant equivalent
to AC III tier rail/actual bus fare by the shortest route to and from the venue of the programme
(excluding Shatabdi/ Duronto/ Rajdhani Express and AC Bus). The journey by road to the nearest
railway station/bus station will be paid to the non-official participants on the basis of expenditure incurred
subject to a limit of Rs.300/- each way. Local participants will be paid actual expenditure incurred on
local conveyance subject to a limit of Rs.100/- per day for each way. However, officials deputed from
Government departments, will draw their TA from their respective States/UTs. The Institute will
arrange free board and lodging facilities to all the outstation participants in its hostel located at its
premises in New Delhi for the duration of the programme and one day before and one day after the
programme.
General Instructions
1. The enclosed nomination form duly filled and sponsored by the competent authority of the
voluntary organization/ government department should reach the Institute at the earliest and latest
by 04 February, 2015. Please note that nomination would be considered on first-come-first-serve
basis as well as on fulfilling eligibility criteria for the training programme. A passport sized
photograph should be affixed on the nomination form. The registration number obtained
from Planning Commission is mandatory for considering the nomination.
2. The Institute will confirm the participation on receipt of nominations. The participants will proceed
for participation in the programme only on receiving a confirmation from the Institute. Participants
are requested to confirm the acceptance of their nominations over telephone/e-mail before
proceeding for the training programme in case of non-receipt of confirmation letter at their end.
3. Confirmed Participants should report for the programme at 9.00 a.m. on 23 February, 2015. The
programme will conclude on 27 February, 2015 at 5.00 p.m.
4. Participants reporting late for the programme or leaving it before the concluding session would not
be entitled for any Certificate or reimbursement of travel expenses.
5. The Institute will have no responsibilities whatsoever towards board and lodging in respect of
family members, relatives or friends of the participants.
